MINUTES HISTORIC PRESERVATION COMMISSION Thursday, August 11, 2011 4:00 - 6:30 p.m. COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Petty, Castagna, McLain, O'Brien, O'Neil, Palminteri, Ex-Officio Commissioner Hodgin Commissioners Absent: None Staff Members Present: Principal Planner Caraker, Senior Associate Planner Hopper, Recording Secretary Hanes CALL TO ORDER Vice Chair Petty called the meeting to order at 4:00 pm. CONSENT ITEMS The Consent Agenda was approved on consent. Approval of Minutes 1. June 9, 2011 ACTION: Approved as amended. 6-0-0. Commissioner Castagna requested to change the language regarding the celebration of Ann Swett's service on the Historic Preservation Commission. The Commission concurred. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC HEARING 2. 316 Larkin Street; HPC Application 11-178 (Mills Act Contract and H-2 Historic Zoning); Applicant/Owner John Koostra; R-3-6 Zoning District; Exempt from CEQA Requirements. Recommend to Planning Commission to recommend that the City Council adopt an Ordinance to rezone the property as a City Historic Resource from R-3-6 to R-3-6-H-2 and recommend to the City Council to approve a Mills Act Contract (property tax savings program for historic structures) for the property. ACTION: Recommendation to Planning Commission to recommend that the City Council adopt an Ordinance to rezone the property as a City Historic Resource from R-1-6 to R-1-6-H-2 and recommendation to the City Council to approve a Mills Act Contract (property tax savings program for historic structures) for the property. 6-0-0. Historic Preservation Commission Minutes Thursday, August 11, 2011 Staff Presentation/Commissioners Questions: Christine Hopper presented the staff report and answered Commissioners’ questions. Applicant: John Koostra briefly described the project. In response to Commissioner O'Neil's question, Mr. Koostra described the backyard of the property. In response to Commissioner Castagna's question, Mr. Koostra explained that due to sunlight exposure to the paint, he would adjust the Maintenance Schedule to reflect the need to repaint every five years. Public Comments: None. Commissioner Comments: Commissioner O'Neil motioned to recommend to Planning Commission to recommend that the City Council adopt an Ordinance to rezone the property as a City Historic Resource from R-1-6 to R-1-6-H-2 and recommend to the City Council to approve a Mills Act Contract (property tax savings program for historic structures) for the property. Commissioner Castagna seconded the motion. Initiate Historic Survey - New Monterey Residential Neighborhood and the New Monterey Business District Recommend that the City Council Initiate the Preparation of a Historic Context Statement and Reconnaissance Historic Survey for the New Monterey Residential Neighborhood and the New Monterey Business District ACTION: Recommended that the City Council initiate the preparation of a Historic Context Statement and Reconnaissance Historic Survey for the New Monterey Residential Neighborhood and the New Monterey Business District. 6-0-0. Staff Presentation/Commissioners Questions: Elizabeth Caraker presented the staff report and answered Commissioners’ questions. Historic Preservation Commission Meeting Minutes Thursday, August 11, 2011 2 Historic Preservation Commission Minutes Thursday, August 11, 2011 Public Comments: Sharon Dwight said the intermediate tract should be included within the survey area and asked staff for clarification on how the survey will work between Commercial and Residential properties. Commissioner Comments: Commissioner Castagna asked staff to address the question from Sharon Dwight. Elizabeth Caraker said the survey boundary will be adjusted as requested. She also explained that the context statement will be developed as a tool to identify possible historic resources in both the commercial and residential areas. As the context statement evolves, it will identify the relationship between the history of the two areas. Commissioner McLain motioned to recommend that the City Council initiate the preparation of a Historic Context Statement and Reconnaissance Historic Survey for the New Monterey Residential Neighborhood and the New Monterey Business District with the adjusted boundary. Commissioner O'Neil seconded the motion. On a motion by Commissioner McLain, seconded by Commissioner O'Neil, and carried by the following vote, the Historic Preservation Commission recommended that the City Council initiate the preparation of a Historic Context Statement and Reconnaissance Historic Survey for the New Monterey Residential Neighborhood and the New Monterey Business District with the adjusted boundary: AYES: 6 COMMISSIONERS: Petty, Castagna, McLain, O'Brien, O'Neil, Palminteri NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None 4. Confirm Appointment of Chair and Vice Chair ACTION: Approved appointments of Commissioner Petty as Chair and Commissioner Castagna as Vice Chair. 6-0-0 Staff Presentation/Commissioners Questions: Elizabeth Caraker presented the staff report and answered Commissioners’ questions. Public Comments: None. Commissioner Comments: Commissioner Petty will fulfill his obligation to serve as Chair due to the resignation of Commissioner Myles. Commissioner Palminteri was next in line to serve as Vice Chair, but declined. Commissioner O'Brien was next in line after Commissioner Palminteri for Vice Chair but also declined. Commissioner Castagna accepted the position of Vice Chair. Historic Preservation Commission Meeting Minutes Thursday, August 11, 2011 3 Historic Preservation Commission Minutes Thursday, August 11, 2011 COMMISSIONER COMMENTS The Commission asked for an update on the grants that have been awarded for Work Program projects. Ms. Caraker gave a brief description of the status of the projects, specifically detailing the grant monies. Commissioner O'Brien asked for an update on the passenger depot in the context of the Transportation and Parking Plan. Ms. Caraker updated the Commission on the project and the potential uses for the passenger depot as well as the significant role of the larger gateway site surrounding the depot. Commissioner O'Neil clarified a statement made by Matt Fuzie at a previous meeting regarding the length of time the First Theater has been closed, indicating that it has been closed since 1999. Commissioner Castagna said the owners of the new restaurant, 1833, have done an incredible job refurbishing the building. CALL TO ORDER CONSENT ITEMS CONSENT ITEMS allow for a review of those items recommended for approval on consent or recommended to be continued, tabled or withdrawn, etc. Consent items consist of those items which are routine and for which a staff recommendation has been prepared. ADJOURNMENT ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend.
