MINUTES HISTORIC PRESERVATION COMMISSION Thursday, June 14, 2012 Regular Meeting FEW MEMORIAL HALL OF RECORDS COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Petty, Castagna, Fletcher, McLain, O'Neil Commissioners Absent: O'Brien, Palminteri Staff Members Present: Principal Planner Caraker, Senior Associate Planner Hopper, Recording Secretary Hanes CALL TO ORDER Chair Petty called the meeting to order at 6:00 pm. CONSENT ITEMS On a motion by Commissioner O'Neil, seconded by Commissioner McLain, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS AYES: 5 COMMISSIONERS: Petty, Castagna, Fletcher, McLain, O'Neil NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: O'Brien, Palminteri ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. April 12, 2012 ACTION: Approved as submitted. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC HEARING 2. Review Draft New Monterey Historic Context Statement (209-01) ACTION: Reviewed the Draft New Monterey Historic Context Statement, took public comment and suggested amendments. Staff Presentation/Commission Questions: Christy Hopper and Matthew Davis with Architectural Resources Group (ARG), gave a presentation updating the Commission and Public on the status of the project and asked the Commission to provide feedback. Historic Preservation Commission Minutes Thursday, June 14, 2012 Public Comment: Sharon Dwight spoke on her efforts in the survey that included extensive research on the Employment trends. Commission Comments: Commissioner Castagna complimented staff and ARG on a job well done and commented on the following:  the accuracy of the wording on pages 43 and 61 regarding “internal expression of an interior….”;  whether the references to “Spanish” referred to Spanish or Mexican; and,  The Character-defining Features sections should be reflected in the photographs. Ms. Hopper, Mr. Davis and Sharon Dwight responded indicating that the text will be corrected to read, “External expression of an interior….”, Spanish is an accurate description and the photographs in the Features sections will be changed accordingly. Commissioner Fletcher asked staff how often the survey will need to be revisited to stay current. Ms. Hopper said the survey is required to be reviewed every five years. Chair Petty complimented the involvement of the neighborhood and how well the document was written and asked various questions about the definitions used to identify the jobs in the spreadsheet that Sharon Dwight helped prepare. Ms. Dwight gave her interpretation of the definitions and also suggested additional potential historic districts within the survey area. Ms. Hopper said the Context Statement will be brought back to the Commission for review in August or September 2012 and will potentially be heard by the City Council in October or November 2012. She said that out of the 1752 properties included in the survey area, only approximately 350 will be included in the Reconnaissance Survey. COMMISSIONER COMMENTS 3. No new comments. INFORMATIONAL REPORTS & STAFF COMMENTS 4. No new comments.  Ms. Hopper informed the Commission that a response from the Office of Historic Preservation has not been received yet regarding the grant application for the preparation of the National Historic District Design Guidelines but it is expected by early July 2012.  In answer to Commissioner O'Neil's question, Ms. Hopper said the Downtown Specific Plan will be coming to the HPC for review and a Draft is expected to be online by next week, but a presentation to the Commission could be given at any time.  In answer to Commissioner Petty's question, Ms. Hopper said she is pursuing additional training and educational opportunities for the Commission like survey processes and discussions on integrity using the National Register bulletins. Commissioner Petty suggested a training on evaluation of windows and possibly doors. Ms. Hopper requested the Commission email her with any specific requests. A member of the public or a Commissioner may request that an item recommended for approval on consent be heard on the regular agenda for further discussion. Approval of Minutes 1. April 12, 2012 ***End of Consent Agenda*** PUBLIC COMMENTS PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any subject which is within the jurisdiction of the Monterey Historic Preservation Commission and which is not on the agenda. Any person or group desiring to bring an item to the attention of the Commission may do so during Public Comments or by addressing a letter of explanation to the Commission, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon session and continued at the evening session. Individuals may choose to speak once for up to three minutes at either session, but not both. PUBLIC HEARING PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your comments after being recognized by the Chair. The Chair may limit the time allocated to each speaker. Project representation is encouraged. 2. Review Draft New Monterey Historic Context Statement (209-01) COMMISSIONER COMMENTS COMMISSIONERS may ask a question for clarification, make a brief announcement or make a brief report on his or her activities. In addition, a Commissioner may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any City matter, or direct staff to place a request to agendize a matter of business on a future agenda. ADJOURNMENT ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record. Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend.
