MINUTES HISTORIC PRESERVATION COMMISSION Thursday, July 12, 2012 4:00 pm - 6:30 pm FEW MEMORIAL HALL OF RECORDS COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Petty, Palminteri, Barlow, Fletcher, McLain Commissioners Absent: O'Brien, O'Neil Staff Members Present: Principal Planner Cole, Principal Planner Caraker, Senior Associate Planner Hopper, Recording Secretary Hanes CALL TO ORDER Chair Petty called the meeting order at 4:02 pm. CONSENT ITEMS On a motion by Commissioner Fletcher, seconded by Commissioner McLain, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS: AYES: 5 COMMISSIONERS: Petty, Palminteri, Barlow, Fletcher, McLain NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: O'Brien, O'Neil ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. June 14, 2012 ACTION: Approved as submitted. Other Consent Items 2. Correct Resolution Numbering System ACTION: Adopted a Resolution correcting Resolution numbering system. ***End of Consent Agenda*** PUBLIC COMMENTS Daryl Stokes, current owner of Crystal Fox Gallery and original owner of Stohan's Gallery, gave a brief description of the San Xavier Cannery building. He is proposed to restore the building to its original condition and gave a description of his intentions for the building. He said he was also proposing a small public park with a walking trail and there will be no additional expense to the property owner. He has had no luck contacting the owner to present his proposal. He stated that it is a terrible waste of a valuable historic resource to allow this building to continue to deteriorate. He has noticed a significant sag on the roof on the ocean side and has delivered pictures to Chip Rerig and requested that this be investigated. He also submitted a document outlining his proposal. Historic Preservation Commission Minutes Thursday, July 12, 2012 PUBLIC HEARING 3. Approve 580 Pacific Street – Historic Permit 12-069 for Installation of a New Bulletin Board; Applicant/Property Owner City of Monterey (Exempt from CEQA Requirements) ACTION: Adopted a Resolution approving the Historic Permit for the installation of a new bulletin board with an added condition that the existing bulletin board be removed. Staff Presentation/Commission Questions: Christine Hopper presented the Agenda Report and answered the Commissioners' questions. Public Comments: None. Commission Comments: In response to Commissioner Fletcher's question, Ms. Hopper said she does not believe there is a plan to remove the existing bulletin board because damage to the building may result. Commissioner Fletcher said the existing bulletin board should be removed and the building repaired. Commissioner McClain made a motion to adopt a Resolution approving the Historic Permit for the installation of a new bulletin board with an added condition that the existing current bulletin board be removed. Commissioner Fletcher seconded the motion. On a motion by Commissioner McLain, seconded by Commissioner Fletcher, and carried by the following vote, the Historic Preservation Commission adopted a Resolution approving the Historic Permit for the installation of a new bulletin board with an added condition that the existing bulletin board be removed: AYES: 5 COMMISSIONERS: Petty, Palminteri, Barlow, Fletcher, McLain NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: O'Brien, O'Neil ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None 4. Approve 509 Hartnell Street - Historic Permit 12-139 for a New Awning; Applicant Tracy Rhodes; Property Owner Big Sur Land Trust (Exempt from CEQA Requirements) Vice Chair Palminteri recused herself due to a conflict of interest. ACTION: Adopted a Resolution approving the Historic Permit for a new awning. Historic Preservation Commission Meeting Minutes Thursday, July 12, 2012 2 Historic Preservation Commission Minutes Thursday, July 12, 2012 Applicant: Tracy Rhodes, Administrative Assistant with the Big Sur Land Trust, stated that their contractor suggested installing the awning so that the water does not enter the structure and cause dry rot damage to the doors which are very costly to replace. She stated that the awning would be installed on the new part of the building and not the adobe. In response to Commissioner Fletcher, she said there are gutters on the roof and they are kept clean so that the water can flow properly but water is introduced at the door from basic exposure. In response to Chair Petty, she said the awning is fixed in place, the fabric is a gortex material, and the color matches the color of the trim on the frame of the windows. Public Comments: None. Commission Comments: Commissioner Fletcher made a motion to adopt a Resolution approving the Historic Permit for a new awning. Commissioner Barlow seconded the motion. On a motion by Commissioner Fletcher, seconded by Commissioner Barlow, and carried by the following vote, the Historic Preservation Commission adopted a Resolution approving the Historic Permit for a new awning: AYES: 4 COMMISSIONERS: Petty, Barlow, Fletcher, McLain NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: O'Brien, O'Neil ABSTAIN: 1 COMMISSIONERS: Palminteri RECUSED: 0 COMMISSIONERS: None PUBLIC APPEARANCE 5. Amend 290 Figueroa Street; Historic Preservation Report 12-140; Applicant/Property Owner City of Monterey (Exempt from CEQA Requirements) ACTION: Adopted a Resolution to amend the Historic Preservation Report to authorize staff to evaluate and make recommendations in the field regarding repairs and in-kind replacement of exterior elements as necessary. Receive a Report on the Downtown Specific Plan ACTION: Received the report and provide comments. Staff Presentation/Commission Questions: Kim Cole presented the Agenda Report and answered Commissioners' questions. Public Comments: None. Commission Comments: Commissioner Palminteri suggested adding pictures to the empty windows of businesses to advertise the vision for Downtown. She also suggested that the City hold a competition for designs and a contest for graphic designers to develop a brand for Monterey including a logo specific to Monterey. Commissioner Palminteri also suggested brighter path of history tiles. Commissioner McLain said the path of history is underutilized and she has concerns about new path of history markers. She said she is not very crazy about the small plazas. Commissioner Barlow said the City needs to educate the community about the historic buildings and their significance. The branding could really help highlight the City and added that the storefronts need to be made more active. Commissioner Fletcher said the document has many wonderful ideas and healthy businesses in the downtown are key to the success of downtown. He said the focus should be more on the implementation rather than design specifics. He said some of the design ideas are too animated and a balance needs to be found and concurred with Commissioner Palminteri about having design competitions and also liked the idea of graphics in the storefront windows. Historic Preservation Commission Meeting Minutes Thursday, July 12, 2012 4 Historic Preservation Commission Minutes Thursday, July 12, 2012 Commissioner McLain concurred with Commissioner Fletcher that there needs to be businesses that draw everyone to the Downtown. Commissioner Barlow said that images that show how the City appeared in the past might encourage the new visions as well. Commissioner Palminteri said that in the old days there was more signage on the buildings and we would have to relax our sign restrictions to obtain this look. Chair Petty said small is going to be better and the larger public spaces propose smaller, more intimate places for people to hang out and sit. Ms. Cole asked if some of the Commission would like to come and talk with the Planning Commission subcommittee about their ideas. Commissioners’ Fletcher and Palminteri and Chair Petty volunteered. COMMISSIONER COMMENTS  Commissioner McLain asked to agendize the San Xavier building issue. Commissioner Fletcher asked what the Commission’s jurisdiction is regarding historic buildings that are not being maintained. Ms. Cole said there is a requirement to maintain and there is code enforcement that can be taken and she suggested possibly agendizing this for a future discussion.  Chair Petty welcomed Chris Barlow to the group.  Commissioner Fletcher requested that he not receive paper documents. Ms. Cole said it is a voluntary thing at this point and we would like to stop printing packets if that is desired. She also suggested commissioners bring laptops/Ipads to view the agenda at the meeting and requested that the commission inform us if they do not want a packet. Chair Petty and Commissioners Palminteri, Barlow, and Fletcher would also not like to get a hard copy. INFORMATIONAL REPORTS & STAFF COMMENTS  Ms. Hopper said she heard from the Office of Historic Preservation that the City has been awarded a $20,000 grant for the National Historic Landmark District Design Guidelines and she also said that we will also have $50,000 in CIP funds to look at the lighting and the light fixtures within the entire downtown area and what is appropriate for the Historic Landmark District.
