CONSENT ITEMS On a motion by Commissioner Barlow, seconded by Commissioner Palminteri, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS: AYES: 3 COMMISSIONERS: Petty, Palminteri, Barlow NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Fletcher, McLain ABSTAIN: 2 COMMISSIONERS: O'Brien, O'Neil RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. July 12, 2012 ACTION: Approved as submitted. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC HEARING 2. Approve Sign Permit and Historic Permit 12-200 for New Signs at 414 Alvarado Street; Applicant Jason Coniglio; Property Owner Forrol Properties (Exempt from CEQA Requirements) ACTION: Adopted a Resolution approving the Sign Permit and Historic Permit for two new wall signs as proposed in Option 1. Staff Presentation/Commission Questions: Christine Hopper presented the Agenda Report and answered Commissioners' questions. Historic Preservation Commission Draft Minutes Thursday, August 9, 2012 Applicant: Jason Coniglio said his Grandfather was the original owner of the bar and gave a brief history of the various owners and names of the establishment over the years. In answer to Commissioner O'Brien's question, he said the intention of the design of the sign is to attempt to recreate the original sign on a smaller scale. In answer to Commissioner Barlow's question, he said that the flat wall signs include information that is lacking on the fin sign to inform patrons of what the business offers. In answer to Commissioner Palminteri's question, he said he would not object to changing the wording of the wall sign in Option 1 from "Bar/Lounge" to "Bar and Lounge". Public Comment: None. Commission Comments: Commissioner Barlow said he liked the design of the sign and the idea of recreating the original sign and suggested making the sign thicker. Commissioner O'Neil concurred with staff's recommendation for more surface on the fin sign and suggested the letters be carved to look closer to the original and not so flat. Commissioner O'Neil made a motion to adopt a Resolution approving the Sign Permit and Historic Permit for two new wall signs as proposed in Option 1 with wording as follows:  Option 1 – “My Attic” sign and “Bar/Lounge; Mixed Drinks” sign Commissioner O'Brien seconded the motion. On a motion by Commissioner O'Neil, seconded by Commissioner O'Brien, and carried by the following vote, the Historic Preservation Commission adopted a Resolution approving the Sign Permit and Historic Permit for two new wall signs as proposed in Option 1: AYES: 5 COMMISSIONERS: Petty, Palminteri, Barlow, O'Brien, O'Neil NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Fletcher, McLain ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None ACTION: Approved the fin sign design in concept and directed the applicant to submit to staff revisions to the sign as recommended by the Commission. Commissioner Palminteri made a motion to accept the fin design in concept and directed the applicant to submit to staff revisions to the sign as recommended by the Commission’s as follows: 1. Sign should be more dimensional; 2. Submit engineering calculations with recommended method of attachment; and, 3. Submit cut sheets for any proposed lighting. On a motion by Commissioner Palminteri, seconded by Commissioner O'Neil, and carried by the following vote, the Historic Preservation Commission Accepted the Fin design in concept and directed the applicant to submit to staff revisions to the sign as recommended by the Commission: AYES: 5 COMMISSIONERS: Petty, Palminteri, Barlow, O'Brien, O'Neil NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Fletcher, McLain ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None COMMISSIONER COMMENTS  Commissioner O'Neil asked staff to comment on a letter submitted regarding 470 Washington Street (Casa Estrada) and the modern glass door on the historic adobe. Ms. Hopper gave the Commission a brief history of the door and informed them that a letter could be drafted to the property owner to address the issue or the Commission could refrain from any action at this time and make removal of the door an automatic condition when a new applicant proposes a use in the space. Chair Petty made note of receiving the letter and concurred that the building should remain as is at this time, but recognized Mike Dawson, President of the Alliance of Monterey Area Preservationists (AMAP), the author of the letter, and his concerns. Commissioner O'Brien said the issue should be the responsibility of the property owner. Commissioner Barlow said the most effective way to address the issue is to make removal of the door an automatic condition for the next tenant as suggested by Ms. Hopper. In answer to Commissioner O'Brien's question, Ms. Hopper informed the Commission that a letter will be drafted to AMAP acknowledging that the City has received the letter.  Commissioner O'Brien informed the Commission that a Waterfront Committee Meeting is scheduled for August 23, 2012, to discuss the five individuals that will be submitting to occupy the train depot location. INFORMATIONAL REPORTS & STAFF COMMENTS  Christy Hopper informed the Commission that Commissioner Palminteri will be attending the Mayor's Meeting and presenting the award of the Office of Historic Preservation Certified Local Government (CLG) Grant for the National Historic Landmark District Design Guidelines and the additional Capital Improvement Program (CIP) Funds to study the lighting in the greater Downtown area.
