Consider 460 Pierce Street; Historic Permit 13-063 to Re-adopt a Historic Preservation Report and for the Addition of an Entry Roof; Applicant Daryl Hawkins, AIA; Owner Jon Garner for Monterey Institute of International Studies; CO-H1 Zoning District; Exempt from CEQA Requirements. Historic Preservation Commission Thursday, March 14, 2013 Minutes ACTION: Adopted a Resolution approving Historic Permit 13-063 to readopt a Historic Preservation Report for a period of three years; and, for the addition of an entry roof. Staff Presentation/Commission Questions: Christine Hopper presented the Agenda Report and answered Commissioners’ questions. Applicant: Daryl Hawkins, of JHW Architects, said the project began because the awning was not appropriate nor historic. He said the door faces north west and the wind blows the rain directly against the door and water travels down and under the door. He also said the roof needs to be replaced and the plan is to do all changes at once and design an appropriate roof that ties into the existing roof and design. He said the applicant is willing to conform to the suggestions made by staff, but would prefer to make the building blend into the surroundings and informed the Commission that the project will have issues with the required pitch. In answer to Commissioner O'Neil's question, Mr. Hawkins said the smaller design suggested by staff will provide appropriate coverage. Public Comments: None. Commission Comments: Commissioner McLain questioned why the applicant was not considering using weather stripping at the bottom of the door as an alternative to solve the issues of water. Mr. Hawkins clarified that because of Americans with Disabilities (ADA) requirements, the measurements do not allow for the stripping. Commissioner O'Neil made a motion to adopt a Resolution approving Historic Permit 13- 063 to readopt a Historic Preservation Report for a period of three years; and, for the addition of an entry roof. Commissioner O'Brien seconded the motion. Commissioner Barlow said the roof is a character defining feature and needs to have a look appropriate with the time period and not necessarily of the building. Davis; Owner's Agent Robert Chyr c/o A.G. Davi; C-2-H-1 Zoning District; Exempt from CEQA Requirements Commissioner Palminteri recused herself due to conflict of interest. ACTION: Adopted a Resolution approving Historic Report 12-349 re-adopting the Historic Preservation Program for a period of three years; and, adopted a Resolution approving Historic Permit 12-348 for exterior alterations to the front of the building at 498 Alvarado with added Conditions of Approval. Staff Presentation/Commission Questions: Christine Hopper presented the Agenda Report and answered Commissioners’ questions. Applicant: Paul W. Davis, applicant, said the owner of the building is granting the bank the permission to build a wall for the ATM. Mr. Davis handed out some color photos of a similar ATM in Salinas. He said the area in which the ATM would be located has been redone and contains no historical significance. He said they are intending to put an LED light fixture with an adjustable beam to an 8% angle that will focus light on the ATM and an LED intensity with a 40% angle that will focus on the area in front of the ATM. He said the LED can be adjusted with a light meter. He said with the change they will be decreasing the existing light that illuminates the wall. He said they are improving the look of the ATM by reducing the framing and utilizing a color that blends with the wall. Commissioner O'Brien asked if people that will be using the ATM will be safe. In response to Commissioner O’Brien’s question, Mr. Davis said the customers will be safe and, if need be, the brightness of the lights can be adjusted to increase safety. Commissioner O’Neil asked if the lighting in the front of the building will be replaced. In response to the Commissioner’s question, Mr. Davis said no only the lighting in the ATM area will be replaced in a method that will make the illumination less intrusive. Commissioner McLain asked about the requirements to put the wall back to the way it was and asked for clarification of what will go in the spot. Mr. Davis said that their lease requires the bank to replace what was in the area before the accident which would include a window. Commissioner Petty asked if the lighting could be consistent along the store front and change to match the lighting in the ATM area. In response to Commissioner Petty’s comments, Mr. Davis said they could go back to the landlord and inquire about altering the existing lighting. Historic Preservation Commission Meeting Minutes 3 Thursday, March 14, 2013 3 Historic Preservation Commission Thursday, March 14, 2013 Minutes Public Comments: Gasper Cardinalli, Ordway Pharmacy, said he has no objections with the ATM or repairs of the damage. He said he is delighted the project maintains the historic nature of the building. Mike Dawson, President of Alliance of Monterey Area Preservationists (AMAP), said the building in question is a prominent H-1 building due to its placement at the entrance of the downtown area. He said the Secretary of the Interior’s standards makes no direct mention that enables placement of an ATM in front of this building. He said such an interpretation is a stretch and he wants to re-adopt the 1998 Historic Preservation Program. He said he would like to see the exterior of the building improved, but does not support the ATM and lighting alterations. Kent Seavey, a historic consultant, said the Secretary of the Interior created standards and guidelines and the document for treatment utilizes the term “recommend.” Mr. Seavey said the area in question has been damaged twice and redone and therefore, as is, the area in question contains no historic significance due to the previous alterations to its facade. He said both the Commission and AMAP should try to convince the owner that there are incentives to restore the building to its original appearance. He said at this time it is unknown how long this façade will be present, but he notes that in the interim, this is a temporary use that is for a machine that is vitally important for the business and the people on this street. Commission Comments: Commissioner O’Brien asked if the owner of the building was present. In response to Commissioner O’Brien’s question, Mr. Davis clarified that the owner lives out of the area. Commissioner Petty made mention of the alterations in the illustrations that indicate the changes in the facade of the building throughout the years. He said he sees no issues with another change. He clarified that the decision tonight is to determine the appropriate lighting. Commissioner Mclain, said the recommendation does include the installation of the ATM. Ms. Hopper clarified that the Use Permit was determined appropriate by the Planning Commission. She said because they cannot have the ATM without the lighting, which requires HPC approval, they go hand and hand. Commissioner Fletcher said a Use Permit for the ATM was recommended for approval at a prior HPC meeting and notes he is pleased with the proposed lighting. Commissioner Barlow suggested adding a Condition of Approval that, with owner approval, would require the existing lighting in the soffit at the front of the building be changed to match the proposed LED lighting above the ATM. Commissioner O’Neil said such a condition would run the risk of the brighter lights. Commissioner Fletcher clarified that the applicant representative said the lights can be dimmed if necessary so that their impact is reduced. That the applicant shall replace all exterior soffit lighting with the approved fixture that will be installed over the ATM. Commissioner Petty seconded the motion. Commissioner O’Neil said that the proposed look is more consistent with the old adobe façade than putting the building back to the way it was before the accident with another window. The home owner requested removal from the Downtown Area Reconnaissance Survey. The home owner made mention to minor alterations made on the property. Ms. Hopper said the home still looks similar to the original look but the property requires further research. Chair Palminteri inquired about the possible impacts to submitting the survey to City Council to allow staff time to review the property. Christy said City Council will send back a property that has not been review, but the HPC commission could choose to ask to have this property come back for review before the HPC. Commissioner Petty made a motion to recommend City Council Adopt the reconnaissance survey with the excluding 261 Belden Street, 1052 David Avenue, 618 Lottie Street, 770 Terry Street, 798 David Avenue, 151 Hawthorne Street, 443 Hawthorne Street, 698 Laine Street, 550 Lighthouse Avenue, 878 Lily Street, 360 McClellan Avenue, 499 Pine Street, 1160 Hoffman Avenue, 887 Belden Street, and 729 Parcel Street. and continue review of 261 Laine street.
