August 8, 2013 ACTION: Approved as submitted ***End of Consent Agenda*** PUBLIC COMMENTS None.  Historic Preservation Commission Minutes Monday, September 16, 2013 PUBLIC HEARING Commissioner Barlow recused himself from item #2. 2. Consider 290 Figueroa Street; Historic Permit 13-377 for Exterior Alterations for New Wharf Market; Applicant Henry Ruhnke for Wald Ruhnke & Dost Architects; Owner City of Monterey; O-H1 Zoning District; Exempt from CEQA Requirements. Action: Adopted a Resolution approving Historic Permit 13-377 for exterior alterations at 290 Figueroa Street with added Conditions of Approval. Staff Presentations/Committee Member Questions: Christine Hopper presented the Agenda Report and answered Commissioners’ questions. Applicant: Henry Ruhnke, of Wald, Ruhnke & Dost, said the project will include the addition of three new vents on the backside of the building and the removal of three existing vents to resolve the overheating issue in the building. He also said the transom windows with horizontal wood louvers can be shut if necessary to prevent the building from being too cold inside. Mr. Ruhnke said this is an ideal solution that will have minimal impact on the building. In regards to the proposed rails, Mr. Ruhnke said that they would be away from the structure of the building and drilled into the new concrete pads. He also said that the chains on the rails will be raw in color and that the design is meant to mimic the look of luggage carts. In response to Commissioner Fletcher’s question, Mr. Ruhnke said the roof is shingled and is easy to patch, and that many of the vents proposed to be removed don’t function. In response to Commissioner Petty’s question of whether a fence is required by code or if it is for aesthetic reasons, Mr. Ruhnke said that a fence will prevent people from falling off the edge of the step and is also is a logical next step towards serving alcohol outside in the future. Ms. Hopper said that the chain was not required previously because there were carts creating a barrier. In response to Commissioner O’Neil’s question regarding storage, Mr. Ruhnke said there are a variety of locations on site in the building to store the original windows. Ms. Hopper also said that the windows could be stored in the basement of the City’s Housing and Property Management department. In response to Chair Palminteri’s question regarding the wood texture painting of the poles, Mr. Ruhnke said that it would be fairly subtle and done in a manner to create texture. Public Comment: None. Commissioner Comments: Commissioner O’Neil said she is in support of the proposed project. Commissioner Petty suggested that the poles be painted the color of the exhaust pipes. Commissioner McLain said she sees the necessity for a fence but suggested an alternative to the chains. In response to Commissioner McLain’s comments, Commissioner O’Neil said she likes the chains because they remind her of train stations and luggage carts. In response to Chair Palminteri’s question regarding approving conjectural items, Ms. Hopper said that she does not consider the chains to be conjectural because they are completely reversible and clearly differentiated from the old site. Commissioner Petty said that if there is a need for a barrier he likes the chain idea because it would not cause a visual blockage of the historic building. Commissioner Fletcher made a motion to approve adopted a resolution approving Historic Permit 13-377 for exterior alterations at 290 Figueroa Street with added Conditions of Approval as follows: 1. That all windows removed from the building be labeled, location noted, and returned to the City in protective packaging for curation. 2. That the new railing posts shall be painted a solid color. Consider 426 Alvarado Street; Historic Permit 13-333 for Installation of New Mahogany Doors; Applicant/Owner John Hill; C-2-H2 Zoning District; Exempt from CEQA Requirements Action: Adopted a Resolution approving Historic Permit 13-333 for installation of new mahogany doors at 426 Alvarado Street with added Condition of Approval. Mr. Hill explained the phasing of the project and said that he hopes to move forward with phases one and two together, but that it is all a matter of cost. In response to Chair Palminteri’s question, Mr. Hill said that the tile return will continue on the sides of the pilasters once the windows are recessed, and there will be the same detail that is there today. In response to Commissioner Petty’s question, Mr. Hill said that he is the owner of the whole building and that the second floor will be converted into four apartments. Public Comments: None. Commissioner Comments: Commissioner Fletcher said he is in support of the doors, but suggested the transom be included in the folding doors for consistency. Chair Palminteri concurred. In response to Commissioner O’Neil’s question regarding brewing on site, Mr. Hill that the beer will be brewed on-site, similar to Peter B’s Restaurant. Commissioner O’Neil said that she likes the idea of transoms and keeping the rhythm across the storefront. Commissioner McLain said that she would like the transoms and feels that the new doors will make the storefront look even better. In response to Commissioner Barlow’s question, Mr. Hill said that the height of the door is roughly ten feet without the transoms. Commissioner Fletcher made a motion to adopt a Resolution approving Historic Permit 13-333 for installation of new mahogany doors at 426 Alvarado Street with added Conditions of Approval as follows: 1. That the signs reflected on the September 9, 2013 plans are not approved and will be considered by the HPC under a separate application. 2. That the new doors and windows at the storefront shall contain a transom light similar in size to the existing aluminum doors and windows.
