MINUTES HISTORIC PRESERVATION COMMISSION Thursday, November 14, 2013 4:00 pm - 5:30 pm FEW MEMORIAL HALL OF RECORDS, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Palminteri, Fletcher, McLain, O'Brien, O'Neil, Petty, Barlow (4:03 pm) Commissioners Absent: None Staff Members Present: Principal Planner Caraker, Senior Associate Planner Hopper, Recording Secretary Halabi CALL TO ORDER Chair Palminteri called the meeting to order at 4:00 pm. CONSENT ITEMS On a motion by Commissioner O'Neil, seconded by Commissioner Petty, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS: AYES: 6 COMMISSIONERS: Palminteri, Fletcher, McLain, O'Brien, O'Neil, Petty NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Barlow (arrived at 4:03 pm) ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. October 10, 2013 ACTION: Approved as submitted ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC HEARING 2. Amend Previous Recommendation to the City Council for an Amended New Monterey Historic Context Statement and Reconnaissance Survey List; Exempt from CEQA Requirements  Historic Preservation Commission Minutes Thursday, November 14, 2013 ACTION: Amended their previous recommendation to the City Council for an amended New Monterey Historic Context Statement and Reconnaissance Survey List to include Mid-Century Modern. Staff Presentations/Committee Member Questions: Christine Hopper presented the Agenda Report and answered Commissioners’ questions. Public Comment: Mary Anne Kane, owner of 861 Lobos, said only a portion of the house was built 1949 and said here have been numerous alterations to the structure. Sharon Dwight, President of New Monterey Neighborhood Association, thanked the City for their efforts in updating the Context Statement. She said she is delighted that Mid-Century Modern is now included in the document. Ms. Dwight said 862 Lobos was recognized by the American Institute of Architects for design and should remain on the survey list. Commissioner Comments: Commissioner Palminteri said 550 Lighthouse was previously excluded from the context statement and should be removed from the document. Commissioner Barlow made a motion to amend their previous recommendation to the City Council for an amended New Monterey Historic Context Statement and Reconnaissance Survey List to include Mid-Century Modern. Commissioner Fletcher seconded the motion. On a motion by Commissioner Barlow, seconded by Commissioner Fletcher, and carried by the following vote, the Historic Preservation Commission Amended their previous recommendation to the City Council for an amended New Monterey Historic Context Statement and Reconnaissance Survey List to include Mid-Century Modern. Commissioner Palminteri said the owner of 862 Lobos has illustrated the mass has been significantly altered and that the structure has lost historical integrity. Commissioner Barlow said the alterations have been minimal and the house maintains historic integrity. He said the house reflects the midcentury modern style and encouraged the committee to keep the property on the survey list. Ms. Hopper clarified that the code requires a professional evaluation and determination to allow removal of a property from a potentially historic list. Commissioner O’Neil made a motion to adopt a Resolution approving the list of potentially historic midcentury additions. Commissioner Barlow seconded the motion. On a motion by Commissioner O’Neil, seconded by Commissioner Barlow, and carried by the following vote, the Historic Preservation Commission adopted a Resolution approving the list of potentially historic midcentury additions. Consider 700 Camino El Estero; Historic Permit 13-465 Allowing Minor Interior Alterations; and, Recommend that the Planning Commission Consider Use Permit 13-410 to Waive the Parking Requirement for Two Spaces for Two New Apartments; Applicant Dennis Hodgin Architect; Owner Jerry Janssen; C-2-H-1 Zoning District (Exempt from CEQA) ACTION: Adopted resolutions approving Historic Permit 13-465 allowing minor interior alterations to the property located at 700 Camino El Estero and recommending that the Planning Commission approve Use Permit 13-410 to waive the parking requirement for two parking spaces for two new apartments located at 700 Camino El Estero. Staff Presentation/Commissioner Questions: Kimberly Cole presented Agenda Report and answered Commissioners’ questions. Applicant: Jerry Jansen, owner, said he is willing to answer Commissioners’ questions. Public Comments: Sharon Dwight, New Monterey Neighborhood Association, said a three car minimum is unrealistic and recent changes on Camino El Estero have increased traffic making parking an even larger issue. Commissioner Comments: Commissioner O’Neil said she is in support of the subdivision. Commissioner Barlow said the incentive is beneficial. Commissioner O’Neil said parking does not seem to be a large issue. Public Comments: None. Commissioner Comments: Commissioner Barlow said he would like to include a disclaimer/notification for historic buildings as one of the goals for 2014. Commissioner O’Neil said finding funding to attend conferences should also be a priority in the new year. In response to Commissioner O’Neil’s comment, Commissioner Petty said webinars would serve the same purpose in a cost effective manner. Commissioner Palminteri requested staff simulate the procedures for submittal of a Historic Preservation Application to gain a greater understanding of the overall process.
