February 11, 2016 Action: Approved as amended. On a motion by Commissioner O'Brien, seconded by Commissioner Barlow, and carried by the following vote, the Historic Preservation Commission approved the Consent Agenda. AYES: 7 COMMISSIONERS: Barlow, Hawley, O'Brien, O'Neil, Petty, Denley, Smith-Crivello NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None ***End of Consent Agenda*** PUBLIC COMMENTS Public Comments Larry Chavez, President of the Monterey History and Art Association said that the Museum of Monterey was to become home to the largest collection of works by Salvador Dalί on the West Coast. He said that the collection would be composed of 543 pieces of artwork including etchings, lithographs, sculptures, and tapestries from the surrealistic artist. He said that he would like to reassure everyone regarding the collection and clarify where the current pieces in the collection at the Stanton Center would be placed. He said that the museum had contracted the services of curator Tim Thomas for the past 16 years, and that he was currently working to relocate the collection to organizations or museums that would display the pieces on behalf of the Museum of Monterey. He said that none of the pieces from the collection had been given away or sold to different Historic Preservation Commission Minutes Thursday, March 10, 2016 museums. Mr. Chavez listed a sample of the organizations that were lent items from the collection at the Monterey Museum of Art, beginning with the Steinbeck Center, which would be given Cannery Row exhibits and fishing elements. He said that the Pacific Grove Museum of Natural History would be given the Chinese jade collection, which would be kept intact. He said that the Chapter of Japanese American Citizens League would be given a collection of Japanese items from the Monterey Peninsula. The Diocese of Monterey, San Carlos Cathedral, and the Carmel Mission would be given certain items. He said that the City of Monterey would be given some of the collection. He said that Point Lobos would be given certain items and the Point Sur Lightstation would be given the U.S.S. Macon exhibit. Fort Ord would be given military items, and California State Parks would be given the scrimshaw collection, which would stay on the Monterey peninsula. He said that Santa Rosalia Festival Organizers were given 50-year-old brass panels that had been previously lost, but were erected on a statue near the wharf once they were relocated. He noted that the Sicilian wedding cart would be given to the San Carlos Cathedral. He said that the Hudson River Maritime Museum in Kingston, New York would be given certain ship models that did not pertain to the mission of the Monterey History and Arts Association, the peninsula, or to California. He said that those particular models were more closely related to the East Coast. Mr. Chavez said that the Association had contacted the various owners of different pieces that had been lent to the museum and subsequently returned the pieces to their rightful owners. He said that the largest portion of maritime items from the collection in nearly its entirety, the Allen Knight Collection, had gone to the San Francisco Maritime Museum. Prior to moving it, the Knight family was contacted for permission to do so. He said that San Francisco State Parks sent six curators that meticulously inspected each of the items and took the collection back with them to San Francisco for display. Mr. Chavez reiterated that the collection did not belong to any of the museums or organizations where the items were currently being housed, but that the items belong to the Monterey History and Arts Association. He said that smaller items will be moved into temporary storage, including their entire costume collection, which will be used for various exhibits throughout the year. He said that in 2017, the Monterey Airport would display a collection featuring items and costumes with the theme “Summer of Love” from the 1960’s. Mr. Chavez said that Susan Klusmire was contracted to internally assess and card catalog the entire collection so that it would be stored correctly and that all items would be easily locatable. He said that much of the collection had been stored away for many years and had never been seen by the public. He expressed belief that shipping the items to new locations would increase the collection’s chance of public exposure. He said that a lot of their more expensive paintings and works of art were displayed at Casa Serrano and that they will remain there for the community to see. Mr. Chavez said that the individual who introduced the Salvador Dalί concept to the Monterey Museum was Dmitry Piterman, a businessman and passionate Dalί art collector. He said that the museum had received positive reviews from news sources and that he had received calls from as far as Europe from interested individuals. He said that he was hoping this would increase business as well as bring greater interest and tourism to the Monterey peninsula. He noted that he was very proud of the work by current board members and that he wanted to ensure that everyone was aware that all Historic Preservation Commission Meeting Minutes Thursday, March 10, 2016 2  Historic Preservation Commission Minutes Thursday, March 10, 2016 exhibits would be properly maintained, stored, and displayed. Commissioner Petty said that he was thrilled to see this taking place and that hoped to see Dalί’s relationship to the Central Coast would be emphasized within the exhibit. Mr. Chavez said that the collection was called Dalί 17 because of the 17 Mile Drive, and that was in celebration of the artist’s excursions acoss the peninsula. Commissioner Petty asked where exactly the scrimshaw collection would be displayed by California State Parks. Mr. Chavez said that he did not know at the time, but that he could find out. Commissioner Denley asked what would happen to the pieces if they were lost or stolen due to the fact that they were being distributed to so many different organizations. Mr. Chavez said that the organizations that take the items on are liable for them. He said that the museum itself also carries insurance. He said that items do disappear, although it is a rare occurrence. He said that when a loss occurs, it is very unfortunate because the item cannot be replaced. He said that while the Association is not in control of those misfortunes, they can only insure the items and take the proper precautions with curators and responsible parties. He said that he felt his organization had properly taken their part with due diligence. PUBLIC HEARING 2. Consider 454 Cedar Street; Historic Permit 16-058 to Demolish Existing Non- Historic Detached Garage and Construct New 683 Square Foot Garage/Workshop with Subgrade Storage Room; Applicant Terry Latasa, Architect; Owners Charles and Rene Kimzey; Requirements per Article 19, Section 15331 Action: Approved as submitted. Staff Presentation/Commissioner Comments Senior Planner Hopper presented the Agenda Report and took Commissioners’ questions. Vice Chair O’Brien asked how well the addition agreed with architectural elements of the main portion of the house. Ms. Hopper said that the addition was embellished more than the main house and that it would be clearly differentiated but harmonious. Applicant Terry Latasa, the architect for the project, said that he had attempted to make the building subordinate to the main house. He said that he would be using similar materials and reclaimed roof tiles so that they would be of similar to quality of the main house. He said that the original house was beautiful and that he wanted to complement its features. He said that in Kent Seavey’s historic report, the shed that would be demolished and replaced had no value at all. He noted that the color of the main house was white, but suggested if the new building were compatible in color but not the same, it would be very clear that it was not part of the historic property. Mr. Latasa said he liked the idea, noting that perhaps a different shade of off-white would complement the main portion of the house. Ms. Hopper noted that 4b and 4c from the Conditions of Approval had been removed because they did not apply to this particular project. PUBLIC COMMENTS None. Commissioner Comments Commissioner Smith-Crivello said that she felt the garage to be replaced did not fit the character of the house and she noted that she felt this was a wonderful home and the new garage would be a good addition. She said that she felt this was a fine example of maintaining a historic property. On a motion by Commissioner Smith-Crivello, seconded by Commissioner Petty, and carried by the following vote, the Historic Preservation Commission approved the Application as submitted. Consider 698 Franklin Street; Architectural Review Permit Application P-16-039, for the Replacement of a Window with a Smaller Window on a Structure on the Historic Reconnaissance Survey; Applicant and Owner: Nancy Selfridge; R-3-6 Zoning District; Exempt from CEQA Requirements per Article 18, Section 15270 Staff Presentation/Commissioner Comments Principal Planner Caraker presented the Agenda Report and took Commissioners’ questions. Commissioner Hawley asked if the window being replaced would be refilled with original siding. Ms. Caraker said yes. Commissioner Petty asked if the top of the window frame would be visible. Ms. Caraker said that top of new window would be placed just below the roof overhang. Ms. Caraker said yes. Commissioner Hawley asked if the new window would be trimmed. Ms. Caraker said yes. Commissioner Barlow asked if new window was intended to be vinyl. Ms. Caraker said that she believed so. Applicant Nancy Selfridge said that she had experienced problems with the house since its purchase. She said that the shower water hitting the wall where the window was located created dry rot and attracted termites. She said that she was inspired to make the window higher and longer, in order to promote ventilation in the bathroom. She said that it would match the other windows when the project was complete. She said she was pleased to be on the historic survey list. Commissioner Hawley asked if anyone had suggested an operable shower shield in the window jam to prevent water damage to the wall and window area. Ms. Selfridge said that the window was damaged beyond repair and that it needed to be replaced no matter what. Commissioner Petty asked the size of the proposed window. Ms. Selfridge said that the new window would be a bit wider that the original window. Chair O’Neil asked how the size and placement of the window had been determined. Ms. Selfridge said that a compatible window could be purchased and that the new window would touch the placement of the original window. Commissioner Petty asked if the large space from the previous window would need to be reframed. Ms. Selfridge said yes, that the new design would create a T-shape. Commissioner Smith-Crivello asked if the drawing in the packet that the HPC Commissioners had received prior to the meeting was accurate. Ms. Selfridge said no. Commissioner Hawley asked if the new window had already been installed. Ms. Selfridge said no and that if there was a way to preserve the original window, she would. Commissioner Denley asked if the window currently installed was original to the house. Chair O’Neil said that she did not advocate piercing a hole into the side of a historic building and that she did not support the new window’s placement on a higher plane than the original windows. She also noted that she felt there was no thorough drawing or idea presented for the project. Commissioner Petty asked if it was possible to place the new window within the existing frame of the current window, so that the new window would be neither higher nor wider. Commissioner Hawley asked Ms. Selfridge if she could obtain a replacement window that was the same width. Ms. Selfridge said that she was not sure. Ms. Caraker said that the HPC had provided valuable feedback and that staff could work further with the Applicant as well. Ms. Selfridge said that she was working to restore the house to the best of her ability and to stay within a specific budget. Commissioner Hawley said that the replacement window could be vinyl; however they preferred that it did not affect the existing elevations of the house. Commissioner Petty said that he thought the house was wonderful and worth preserving, but noted that he felt the new window should be placed in the current frame, with the lower portion of the original window filled in. PUBLIC COMMENTS None. Commissioner Comments Commissioner Barlow asked if the HPC would be willing to approve a transom-type of window. He said that he believed retaining the existing window opening would be the best solution, rather than creating a T-shaped opening. Commissioner Petty said that the application could not be approved as submitted because Condition 2 in the resolution would need to be updated and the drawing submitted with the plans was not thorough. Commissioner Hawley noted that the existing window trim and frame should remain intact from the exterior. On a motion by Commissioner Hawley, seconded by Commissioner Petty, and carried by the following vote, the Historic Preservation Commission approved the application with the following changes to Condition 2 of the Resolution; that the new window shall either 1) fit within the original opening; or 2) be located above the original window and tucked under the eaves so that it is not visible from the public rights of way, and leave the original framing intact; or 3) replace the original window, maintain the original opening and framing, and install a glass “shield” on the interior to protect the opening from shower spray. She said that she had told Ms. Stewart that she would ask if the City could create an Old Monterey Historic district. Ms. Caraker said that she would include that topic on the agenda at the next HPC meeting. Commissioner Smith-Crivello said that she was interested in the California Preservation Foundation conference that would be taking place at the San Francisco Presidio and asked to be signed up for some of the workshops. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Caraker said that City Council packet for the March 15, 2016 meeting had been published and that an extension had been requested for applications to the HPC.
