Commissioner Denley seconded the motion. Approve 835 Cannery Row; Application # MA-17-0105 for a Mills Act Contract for the Wing Chong Building; Applicant Belinda Taluban; Owner Joe Anastasia; CR-H1 (Cannery Row-Historic Landmark) Zoning District; Exempt from CEQA per Article 19, Section 15331, Class 31 ACTION: Adopted a resolution recommending that the City Council approve a Mills Act Historic Preservation Commission Draft Minutes Thursday, May 11, 2017 Contract (property tax savings program for historic structures). Staff Presentation/Commissioner Questions Fernanda Roveri presented the Agenda Report and answered Commissioners’ questions. Applicant Belinda Taluban of Taluban Engineering, applicant, explained the proposed maintenance plan and said the estimated cost looks high because the repairs entail a full reinforcement of the structure. Ms. Taluban said the repairs will be spread out over a period of time to be affordable for the owner. Public Comments None. Commissioner Comments Vice Chair O’Brien made a motion to adopt a resolution recommending that the City Council approve a Mills Act Contract (property tax savings program for historic structures). Commissioner Barlow seconded the motion. Severance House; Applicant and Owner Terry Latasa; R-1-6 (Residential Single-Family) Zoning District; Exempt from CEQA per Article 19, Section 15331, Class 31 ACTION: Adopted resolutions 1) Recommending that the Planning Commission recommend that the City Council adopt an Ordinance to rezone the property as a City Historic Resource from R-1-6 to R-1-6-H-2; and 2) Recommending that the City Council approve a Mills Act Contract (property tax savings program for historic structures). Staff Presentation/Commissioner Questions Chris Schmidt presented the Agenda Report and answered Commissioners’ questions. Jeff Krebs was also present and answered Commissioners’ questions. Applicant Terry Latasa, owner and applicant, said he is enthusiastic to enter into a Mills Act Contract with the City. Mr. Latasa said after purchasing the house, Mary Severance, daughter of City engineer Howard D. Severance, shared a story with him about family trips on Old Coast Road to Big Sur in a Stanley Steamer. Mr. Latasa added that the porch on the house that was enclosed in 1927 served as Mr. Severance’s drafting room. In response to Commissioner Napoli’s question about the maintenance plan, Mr. Latasa said he did not include landscaping in the plan due to the large amount of maintenance needed in other areas, but that he is open to doing landscaping and yard maintenance. In response to Chair O’Neil’s question, Mr. Latasa confirmed that the photo in staff’s presentation is a current photo of the property. Public Comments None. Commissioner Comments Commissioner Dawson said the proposal is a great project and that as a former City engineer she used the Severance Maps. Commissioner Dawson made a motion to adopt a resolution recommending that the Planning Commission recommend that the City Council adopt an Ordinance to rezone the property as a City Historic Resource from R-1-6 to R-1-6-H-2. Vice Chair O’Brien seconded the motion. Applicant/Owner City of Monterey; PC-D-H1 Zoning District; Exempt from CEQA per Article 19, Section 15331, Class 31 Historic Preservation Commission Meeting Draft Minutes Thursday, May 11, 2017 3 Historic Preservation Commission Draft Minutes Thursday, May 11, 2017 ACTION: Adopted resolutions readopting the Amended Colton Hall Museum Conditions Update and Preservation Maintenance Program; approving Historic Permit 17- 0270 to provide ADA-compliant access to Colton Hall; and, approving Historic Permit 17-0289 to provide architectural lighting to the east elevations of Colton Hall with the recommended Findings of Decision and Conditions of Approval. Staff Presentation/Commissioner Questions Mr. Schmidt presented the Agenda Report and answered Commissioners’ questions. Ms. Caraker, Mr. Krebs and Mr. Copeland also answered Commissioners’ questions. Mr. Schmidt said staff is recommending a Condition of Approval that the lighting is within 2700 and 4100 Kelvin (K), not 5000K as proposed by the applicant. Public Comments None. Commissioner Comments Commissioner Napoli said the proposed lighting will be a nice addition to the building. Commissioner Dawson said the International Dark Sky Association is very concerned with light pollution and recommends that LED lights not exceed 3000K. She said she recommends that the proposed lighting not be allowed to exceed 3000K. Mr. Schmidt said staff’s concern with a temperature that low is having an orange or yellow tint instead on the American Flag instead of a white light. Ms. Caraker added that the standards in the Downtown Specific Plan were prepared specifically as historic lighting standards and the Kelvin range was carefully crafted. In response to Commissioner Denley’s question, Commissioner Dawson confirmed that she is proposing that the spotlight on the American flag not exceed 3000K. Mr. Krebs addressed the Commission and said the City usually orders lights in the 3500K range to ensure that the temperature stays between the range of 2700K to 4100K. Commissioner Denley said staying within the allowed range in the Downtown Specific Plan would allow staff more leeway and that there is not a lot of visual difference between 3000K and 3500K. Commissioner Napoli concurred with Commissioner Denley’s comments. Commissioner Barlow made a motion to approve the amended Colton Hall Museum Conditions Update and Preservation Maintenance Program. Vice Chair O’Brien seconded the motion. Vice Chair O’Brien seconded the motion. Under further discussion, Commissioner Dawson said she would like the lighting to be 3000K or below. Chair O’Neil said she supports following the guidelines of the Downtown Specific Plan with a maximum of 3500K. Mr. Schmidt clarified that for highlighting an architectural feature, such as a flag, the Plan allows up to 4100K. Commissioner Denley suggested amending the Condition of Approval to limit the lighting to 3000K and if the City cannot meet that condition, they can return before the Historic Preservation Commission. The Commission agreed by consensus on the amendment to the Condition of Approval. Ms. Caraker asked if the Commission would be agreeable to striving for 3000K and increasing incrementally to achieve appropriate lighting at the lowest possible Kelvin. Commissioner Dawson asked if the light could be placed in an alternate location, such as the roof, so it could be smaller. Mr. Schmidt clarified that the structure cannot be altered in that manner. Chair O’Neil restated the proposed motion and clarified that the Condition of Approval has been amended to 3000K if possible or the closest temperature to 3000K to effectively illuminate the American flag. Commissioner Napoli retracted his previous motion. Commissioner Barlow made a motion to approve Historic Permit 17-0289 to provide architectural lighting to the east elevations of Colton Hall with the recommended Findings of Decision and amended Conditions of Approval as follows: 1. That the flag spot light installed be consistent with the Downtown Specific Plan color temperature requirement of 2700K to 4100K, and be the lowest color temperature that effectively illuminates the flag. Commissioner Napoli seconded the motion. Chair O’Neil said the Wing Chong Market is very interesting upstairs and having a Mills Act contract is a positive addition. INFORMATIONAL REPORTS & STAFF COMMENTS  Ms. Caraker said rotation of the chair and vice chair will be on the next agenda of the HPC.  Mr. Schmidt said he enjoyed working on the Colton Hall project and learned through the process that many of the historic photos of Colton Hall were donated to the City by his great grandfather, Myron Oliver.
