historical integrity.

Applicant Robert Bluth described design plans, issues with repairs, and intentions to make the
entryway safer.

Associate Planner Sabdo announced the owners requested to continue this topic to a date
uncertain to allow further research.
Public Comments
Donald Fischer, neighbor at 973 Wainwright, inquired about the owners’ ultimate intention and
plans for the house, sharing concern that owners would demolish the house or move it to
another location on the property. Ms. Sabdo stated the owners aim to remodel and improve the
exterior without demolition.
Commissioner Comments
Commissioner Smith-Crivello shared history of the house and its past owners and spoke in
support of classifying 980 Hellam as historic.
On a motion by Commissioner Smith-Crivello, seconded by Vice Chair Collum, and carried
by the following vote, the Historic Preservation Commission continued this item to a later
date.

Associate Planner Sabdo presented the agenda report and answered Commissioners’ questions.
Commissioner Barlow requested separate votes for removing 660 and 660 1/2 David.
Commissioner O’Neil suggested the garage was not initially on the report and therefore was not
inspected upon property visitation.
Chair Napoli asked the applicant to present each of the addresses on the property. Applicant
Robert Winkleblack explained the project and expressed intentions to create a historic-looking
apartment complex across multiple existing parcels.
Commissioner Barlow questioned if any prior or current entitlements exist. Associate Planner
Sabdo explained the property would first have to be removed from the Historic Reconnaissance
list.

Commissioner O’Neil questioned the relevance of 660 1/2 David, indicating most changes had
been to the bigger house and the smaller structure remains intact. Ms. Sabdo stated the historic
determination is based on the whole of the property and not each structure individually.
Applicant
Applicant Robert WInkleblack stated he owns five of six parcels in the area and plans to remove
all existing structures on those properties to develop one cohesive project, taking up all five lots
with one design and style.
Commissioner Dawson asked for clarification on Mr. Winkleblack’s parcel locations. Mr.
Winkleblack explained that out of the six properties in question, he does not own the lot at the
corner of David and Spencer.

Commissioner Barlow spoke in support of removing the 660 1/2 structure but advised 660 David
is Victorian and belongs on the Reconnaissance Survey List.
Commissioner Smith-Crivello mentioned the house seems to be in very bad condition.
Commissioner O’Neil stated the building at 660 1/2 David had remained unchanged and shared
concern for removing the larger structure and not the smaller one from the list.
Vice Chair Collum asked if the owner intends to combine each David address to create one
apartment complex. Associate Planner Sabdo clarified the owner aims to remove all existing
buildings to create a large apartment complex.
Commissioner O’Neil stated the Commission’s responsibility is to consider historicity and not
future plans.
On a motion by Commissioner Smith-Crivello, seconded by Vice Chair Collum, and carried
by the following vote, the Historic Preservation Commission approved HP-20-0099 to
remove 660 David Avenue from the New Monterey Historic Context Statement and
Reconnaissance Survey List.

Commissioner Dawson suggested the garage retained most of the original integrity, especially
considering the siding and hardware. Ms. Roveri responded the intensive survey found the
vernacular style was not kept to the original design nor does it represent the New Monterey
vernacular style. Commissioner O’Neil stated the Agenda Report and consultant seemed not
to identify whether the stucco was original or covering wood siding. Ms. Roveri answered that
consultants found the fenestration had a deep recess compared with the plane of the stucco
exterior, which suggests the stucco may not have been original. The Planner also referenced
the New Monterey Historic Context Statement, suggesting one of the features of the cladding
is wood and not stucco. Community Development Director Cole clarified that the Context
Statement identifies the most common character-defining features for a particular architectural
style.
Public Comments
Applicant Chanelle Simpson stated historians found there are no historically significant findings
at the property.
Commissioner Dawson asked if the hardware from the home could be preserved. Ms. Simpson
stated the owners intend to keep the original character and hardware of the structure.
On a motion by Vice Chair Collum, seconded by Commissioner Barlow, and carried by the
following vote, the Historic Preservation Commission approved HP-20-0130 to remove
1225 David from the New Monterey Historic Context Statement and Reconnaissance
Survey List.

COMMISSIONER COMMENTS
Commissioner Smith-Crivello and Chair Napoli thanked Staff for making the first HPC
Teleconference a success and for providing technical support to the Commission.
Chair Napoli inquired about Agenda Packet distribution and requested another mode of delivery.
Commissioner O’Neil thanked Chair Napoli for running the meeting.

ADJOURNMENT
Adjournment— The general policy of the Historic Preservation Commission is that the
Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not
been completed within the designated adjournment time may be formally extended by
the Commission, or continued to the next regularly scheduled Historic Preservation
Commission Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the
Planning Office, or on the web at http://www.monterey.org/ beginning late Friday
afternoon prior to the date of the meeting.
Members of the public have the right to address the Commission on any Agenda items.
The Chair will formally open the floor for public comment. However, if you wish to speak
to items during "Consent Agenda" or "Staff Informational Report," please advise the staff
or the Chair prior to the action on that item and you will be recognized. Notification as
much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public
record. A copy of written material, pictures, etc. should be provided to the Secretary for
this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from
the date of the decision on forms available in the Planning Division during business
hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is
