CONSENT ITEMS Approval of Minutes 2. June 11, 2020 Action: Approved as submitted. DocuSign Envelope ID: EF5C76E7-110B-4595-B487-EC2C35B4537E Historic Preservation Commission Minutes Thursday, July 09, 2020 Staff Presentation/Committee Member Questions Associate Planner Sabdo presented the Agenda Report and answered Commissioner questions. Commissioner Dawson asked why the project was seen by the Architectural Review Committee (ARC) prior to HPC. Community Development Director Cole stated the property was not designated historic when the application was filed. Commissioner Dawson questioned whether the proposed exterior alterations to the building were in compliance with the Secretary of Interior Standards. The SOI states that exterior alterations should be designed in construction to be clearly differentiated from the historic building. Although, the roof line, shingles, railing, windows on the addition all match the existing, there was not an attempt made to differentiate. Ms. Cole provided details on the addition documenting that the reviewing architectural historian found this project to be consistent with the Secretary of Interior standards, and clarified that if the Commission disagreed the proposal to rezone could be recommended for denial. Commissioner Smith-Crivello spoke in support of the proposal and suggested the reason it first went to ARC could have been that the property was not previously designated historic. Applicant Applicant Jon Wagner answered Commissioner questions. Commissioner Smith-Crivello asked if plans exist to maintain the Italian heritage of the house. Mr. Wagner claimed the goal is to maintain its original Italian heritage and work with the original property owners, the Canepas, to honor their family and heritage. Commissioner O’Neil supplied background information about the home and Canepa family, including mention of the previous owners being happy with the sale and upkeep of the house. Public Comments None. Commissioner Barlow spoke in support of the nomination, praising the building’s design and history. Chair Napoli concurred. Commissioner Smith-Crivello provided a brief history of the building and spoke in support of the nomination. Commissioner O’Neil provided information on the location and expressed hope to see the inside. Commissioner Smith-Crivello asked if response had been received by the church. Ms. Cole stated the church applied for this designation and are pursuing it on their own. Public Comments None. Commissioner Comments None. On a motion by Commissioner Smith-Crivello, seconded by Commissioner Collum, and carried by the following vote, the Historic Preservation Commission approved the recommendation to the State of California Office of Historic Preservation to nominate 1490 Mark Thomas Drive (St. John’s Chapel) for the National Register of Historic Places: AYES: 6 MEMBERS: Napoli, Collum, Barlow, Dawson, O’Neil, Smith- Crivello NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: O’Brien ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None INFORMATIONAL REPORTS & STAFF COMMENTS 5. Planning Office Update  Update received. COMMISSIONER COMMENTS Commissioner O’Neil asked how utility undergrounding on Cannery Row would work given some utility poles are part of historic landscapes. Ms. Cole stated the City’s goal is to underground utilities as projects come forward. Commissioner Dawson inquired about the Alta Vista Neighborhood Association Context Statement and Reconnaissance Survey. Senior Associate Planner Schmidt indicated that corrections have been made and the final version is on the City website. Commissioner Smith-Crivello expressed interest in Historic Preservation Ordinance information or training. Ms. Cole stated a consultant has been working on a Historic Preservation Ordinance and Staff will take over when possible. Ms. Cole supplied information on the processes and mentioned both are happening but not yet City-wide. Further, Ms. Cole stated the City is prioritizing undergrounding at North Fremont Street and neighborhoods near high fire risk areas aim to underground block by block. Commissioner Dawson asked for a rough estimate of cost to underground from a building to its pole. Ms. Cole stated it depends on how far that pole is from the house, but the cheapest can be around $10,000. Commissioner Smith-Crivello reiterated interest in receiving training for the role of Commissioner. Ms. Cole mentioned the Planning training budget has been eliminated this fiscal year and the City is currently unable to pay for trainings. Staff will explore free trainings to potentially offer. Commissioner O’Neil asked if any trainings can be viewed after live webinars, and also asked about Certified Local Government (CLG) yearly training since it is required. Ms. Cole suggested the City may be able to find free trainings or potentially arrange for a local historian to train the Commissioners free of cost.
