MINUTES HISTORIC PRESERVATION COMMISSION Wednesday, June 13, 2024 4:00 PM 5:30 PM COUNCIL CHAMBER AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Members Present: Collum, Barlow, Dawson, Rodriguez Members Absent: -Crivello Staff Members Present: Planning Manager Hill, Principal Planner Roveri, Recording Secretary Arganbright CALL TO ORDER Chair Collum called the meeting to order at 4:00 p.m. Recording Secretary Arganbright announced staff present and provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes 2. April 11, 2024 (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Action: Approved as submitted. No comments. On a motion by Commissioner Dawson, seconded by Commissioner Rodriguez, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS as submitted: AYES: 4 COMMISSIONERS: Collum, Barlow, Dawson, Rodriguez NOES: 0 COMMISSIONERS: None ABSENT: 3 COMMISSIONERS: -Crivello ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None ***End of Consent Agenda*** PUBLIC COMMENTS Daniel Armendariz suggested the Historic Planning Commission agendize to further discuss the work of his father, Arturo Rafael Armendariz. Armendariz stated his father was a war hero and was curious about the possibility of a commemorative building or plaque at Fort Ord. Commissioner Rodriguez commented that the County of Monterey has a Military and Veteran Affairs Office. Planning Manager Hill commented on the state of Fort Ord. Consider 401 Camino El Estero; Sign Application SI-24-0068 for One Pedestrian- Oriented Freestanding Sign; Applicant Ethan Andrews; Owner City of Monterey; O-H1 Zoning District; Parks and Open Space General Plan Land Use Designation; Exempt from CEQA per Article 19, Sections 15301 and 15331, Classes 1 and 31 Action: Approved Sign Application SI-24-0068 for One Pedestrian-Oriented Freestanding Sign at 401 Camino El Estero with conditions. Staff Presentation/Commissioner Questions Principal Planner Roveri presented the Agenda Report and answered Commissioners questions regarding - Applicant None. Public Comments None. Commissioner Comments The Commission expressed agreement with the height limit and the effect on the historic property. On a motion by Commissioner Rodriguez, seconded by Commissioner Barlow, and carried by the following vote, the Historic Preservation Commission approved Sign Application SI-24- 0068 for One Pedestrian-Oriented Freestanding Sign at 401 Camino El Estero with conditions. Consider 581 Larkin Street (581 Scott Street): Historic Permit HP-24-0007 and Use Permit UP-24-0081 for a Two-Story Addition with Decks, Request for Setback Incentive, and Adoption of Historic Preservation Report; Applicant John Scourkes, Scourkes set Monterey LLC; R- 3-6-H-2 Zoning Designation; Medium Density Residential General Plan Designation; Exempt from CEQA Requirements per Article 18, Section 15270 Action: Continued Historic Permit HP-24-0007 and Use Permit UP-24-0081 for a Two- Story Addition with Decks, Request for Setback Incentive, and Adoption of Historic Preservation Report at 581 Larkin Street (581 Scott Street) to a date uncertain. Staff Presentation/Commissioner Questions Planning Manager Hill presented the Agenda Report and answered Commission questions regarding the square footage of the proposed addition and the front setback. Historic Preservation Commission Meeting Minutes Thursday, June 13, 2024 2 Historical Preservation Commission Minutes Thursday, June 13, 2024 Applicant presented the proposed project, timeline of communication with the City, alterations and concessions made to initially proposed plans, and addressed issues in making further alterations to the plans. a Commissioner question regarding water credits. Hill answered Commissioner questions regarding proposed concessions from the applicant. Public Comments Daniel Armendariz had questions, but they were unable to be answered by the Commission or Staff because the meeting was in the phase for public comments. Architectural Historian Kent Seavey commented strongly in favor of the project and did not understand why Staff was suggesting denial of application. Seavey noted the project was not entirely visible due to trees and that other neighbor houses had flat roofs. Commissioner Comments The Commission project. The Commission also expressed a desire to see the massing of the proposed project via story poles and were concerned with the nearly doubling the size but appreciated the differentiation between the proposed addition and existing buildings. The Commission was concerned the project was not exempt from CEQA (California Environmental Quality Act). Hill noted that the Commission could determine that the Secretary of Interior Standards were met and the project could be exempt from CEQA. If the Commission could not find that the Secretary of Interior Standards were met, the project would not be exempt from CEQA. Commissioner Rodriguez asked a question regarding a potential third consultant report and Hill answered. Commissioner Barlow asked if concessions were included and Hill responded that to his understanding, they were. Chair Collum noted the Page & Turnbull recommendation for construction mitigation. Commissioner Rodriguez speculated if there was a way to compromise and get another consultant due to the differing recommendations from Page & Turnbull and Architectural Historian Meg Clovis. Commissioner Barlow believed the Commission would owe the applicant more concrete feedback. Hill responded to a Commission question by stating it would take multiple months to get a separate consultant and encouraged the Commission s inclination toward providing further design recommendations. Hill stated the Commission had a quorum and should not continue the project for a lack of Commissioners. Public Comments Cont. INFORMATIONAL REPORTS & STAFF COMMENTS 6. Planning Update Received. Roveri acknowledged Commissioner Dawson who had served on the Commission for 8 years and the meeting was the Commissioner s last meeting. Commissioner Dawson stated that she was proud to have served on the Historic Preservation Commission and feels that the Commission is in good hands. She hoped that the Mills Act would be re-instated so that home owners will be encouraged to maintain their historic homes, maybe by adding a condition that Mills Act properties be owner-occupied. She also stated that she would like to see an ordinance to prohibit demolition by neglect. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Historic Preservation Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c.
