CALL TO ORDER
Chair Collum called the meeting to order at 4:02 p.m. Recording Secretary Arganbright
announced staff present and provided information to the public about how to participate by
calling in to give public comment on the live web meeting.
CONSENT ITEMS
Approval of Minutes
2. June 13, 2024 (Not a project under CEQA per Article 20 Section 15378 and under
General Rule Article 5 Section 15061)
Action: Approved as amended.
Commissioner Smith-Crivello had questions regarding what was included in the meeting
minutes and had comments as to what should be included in future minutes. Hill responded.
Principal Planner Roveri read the public comment received from previous commissioner
Dawson regarding the June 13, 2024, Minutes to the Commission.
Commissioner Smith-Crivello motioned to approve the minutes with the amendments
submitted by Dawson, and Commissioner Barlow seconded the motion; however, the motion
did not carry because it did not receive a majority vote.
On a motion by Vice-Chair Rath, seconded by Commissioner Pyzel, and carried by the
following vote, the Historic Preservation Commission approved the CONSENT ITEMS as
amended :

Two-Story Addition with Decks, Request for Setback Incentive, and Adoption of Historic
Preservation Report; Applicant John Scourkes, Scourkes Architecture; Owners: Liam
-3-6-H-2 Zoning Designation;
Medium Density Residential General Plan Designation; Exempt from CEQA
Requirements per Article 19, Section 15303
Action: Approved Historic Permit HP-24-0007 and recommended Use Permit UP-
24-0081 to the Planning Commission for a two-story addition with decks at
581 Scott Street with conditions of approval.

associated historic preservation report, square footage of the proposed addition, setting a
precedent for additions to historic properties, and deferred a question regarding the

Nancy Soulé spoke against the project as proposed.
Kent Seavey spoke in favor of the project as proposed.
Project homeowner, David McCloughlin, spoke in favor of the project as proposed.

Commissioner Pyzel believed that there was a conflict between having the addition blend
in and at the same time be differentiated from the Hellam House. Pyzel specified that the
addition would differentiate itself from the Hellam House.
Vice Chair Rath expressed appreciation for the project but did not believe the project met
SOI standard 9 due to the incompatibility of the blocking, massing, fenestration, and flat
roofing. Rath suggested changing the fenestration to be more compatible. Rath also
recommended if the project is approved that the Commission include a condition that if
there are archaeological findings the necessary procedures approved by the City are
followed.

effect the painting and fenestration had on the compatibility of the addition with the

Chair Collum restated Preservation Brief 14 and believed that the addition is competing
and not compatible with the historic building. The Commissioners then discussed the
issues raised by the Page & Turnbull report.
Commissioner Smith-Crivello believed the addition was meant to be distinct from the
original house and that the proposed project accomplished that. Smith-Crivello was
curious if the applicant was willing to move the addition away from the historic house.

Commissioner Barlow appreciated the homeowners for allowing the field trip to the
project site and putting up story poles. Barlow expressed interest in an updated Page &
Turnbull report and how it would differ since the applicants had made concessions since
the original report. Barlow noted that after she visited the project, she was less
concerned with the sizing. Barlow also expressed disappointment at the lack of a process
for building an addition to a historic property in a different style, height, or size.

motion.
On a motion by Commissioner , seconded by Commissioner Smith-Crivello, and carried
by the following vote, the Historic Preservation Commission approved Historic Permit HP-24-
0007 and recommended Use Permit UP-24-0081 to the Planning Commission for a two-story
addition with decks at 581 Scott Street with conditions of approval.

Roveri addressed the Historic Preservation Commission rotation of Chair and Vice-Chair
positions.
On a motion by Commissioner Smith-Crivello, seconded by Chair Collum, and carried by
the following vote, the Historic Preservation Commission voted to confirm the
appointments as recommended: Linda Rath as Chair and Juan Rodriguez as Vice-Chair.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Historic Preservation Commission meetings, there is one 15-minute public
comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Historic Preservation
Commission. The maximum amount of time for each person to speak and the total amount of
time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional
circumstances and when necessary to ensure a full opportunity for public input, the Chair may,
with the Commission’s consent, adjust the amount of time allowed for public input and/or the
time allotted for each speaker.

The Historic Preservation Commission will conduct a field trip on July 8 to review the July 11

prior to Historic Preservation Commission action. NOTICE CONCERNING YOUR LEGAL
RIGHTS: If you challenge the Historic Preservation Commission’s zoning, planning, or land
use decision in court, you may be limited to raising only those issues you or someone else
raised at the public hearing on the matter, or in written correspondence delivered to the City
at the time of or prior to the public hearing. (Government Code section 65009.)

5. Planning Office Update
ADJOURNMENT
The general policy of the Historic Preservation Commission is that the Afternoon Session will
end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time
may be formally extended by the Commission, or continued to the next regularly scheduled
Historic Preservation Commission Meeting, or continued to a Special Meeting.
Writings distributed for discussion or consideration on these matters within 72 hours prior to the
meeting, pursuant to Government Code § 54957.5, are available at: monterey.gov/submitted-
comments and in the Planning Office at 570 Pacific St., Monterey, CA 93940 during regular business
hours.
Information distributed to the Historic Preservation Commission at the Historic Preservation
Commission meeting becomes part of the public record.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
weekend. An appeal fee will apply.
