MINUTES HISTORIC PRESERVATION COMMISSION Thursday, July 10, 2025 4:00 PM 6:00 PM COUNCIL CHAMBERS AND TELECONFERENCE MONTEREY, CALIFORNIA Members Present: Barlow, Collum, , Pyzel, Rath, Smith-Crivello Members Absent: Rodriguez Staff Members Present: Planning Manager Hill, Principal Planner Roveri, Senior Associate Planner Schmidt, Recording Secretary Arganbright CALL TO ORDER Chair Rath called the meeting to order at 4:00 p.m. and Recording Secretary Arganbright provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes 2. June 12, 2025 (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) No comments. ACTION: Approved as submitted. On a motion by Commissioner and seconded by Commissioner Collum, and carried by the following vote, the Historic Preservation Commission approved the June 12, 2025, HPC Minutes as submitted, by the following vote: AYES: Barlow, Collum, Pyzel, Rath, Smith- 6 MEMBERS: Crivello NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Rodriguez ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None PUBLIC COMMENTS None. PUBLIC HEARING Historic Preservation Commission Minutes Thursday, July 10, 2025 3. Consider 581 Scott Street: 1) Permit Amendment Application PA-25-0086 to Historic Permit HP-24-0007 for an Expansion of a Rooftop Deck; 2) Historic Permit Application HP-25-0104 for Alterations to the Garage and Tobacco Barn; and Adoption of an Amended Historic Preservation Report; McLoughlin, Somerset Monterey LLC; Residential Medium Density Multifamily (R-3- 6-H-2) Zoning District; Medium Density Residential General Plan Land Use Designation (Exempt from CEQA Requirements per Article 19, Section 15303, Class 3, and Section 15331, Class 31) ACTION: Continued Permit Amendment Application PA-25-0086 to Historic Permit HP- 24-0007 for an Expansion of a Rooftop Deck and Historic Permit Application HP-25-0104 for Alterations to the Garage and Tobacco Barn; and Adoption of an Amended Historic Preservation Report at 581 Scott Street to a date uncertain. Staff Presentation/Committee Member Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Commissioner questions regarding an updated maintenance schedule, the proposed uses of the garage and tobacco barn, plumbing fixtures in the garage and tobacco barn, historic designation, noticing of the project, and deferred a question to the applicant. Applicant Comments In response to Commissioner questions, applicant John Scourkes explained the owners wanted consistency in the rooftop deck and the proposed changes only came up as the approved work was being constructed. Scourkes then responded to a Commissioner question about the current layout of the rooftop deck and stated there was no proposed lighting. Scourkes responded that the tobacco barn could be used for residential purposes such as a game room or home office. Scourkes stated the proposed skylight window additions to the tobacco barn retain the historic integrity and have been substantiated by a qualified historian. Public Comments Neighbor Elizabeth Atkinson recited building code regarding the spiral stairs to the rooftop deck. Atkinson also stated the addition of skylights would not be historical. Neighbor Sandra Carnozzo wished to clarify if their home would look down on the rooftop deck or if the rooftop deck would look down on their property. Carnozzo believed the new structure would not be compatible with the historical nature of 581 Scott St. privacy. Bailey stated his understanding of the history of the project. Commissioner Comments The Commission debated the extension of the rooftop deck and whether adding skylights to the historical tobacco barn would be compatible. The Commission then expressed a desire to do a site visit. The Commission stated they wanted to know the proposed use of the tobacco barn so that the public has the ability to comment and to see a landscaping plan for the site as well. Hill responded to the Commission concerns regarding the sewer lateral of the property and uses of the accessory structures. Consider 817 Martin Street: Mills Act Contract Application MA-25-0156 with H-2 Historic Zoning; Applicant Gregory Bernard; Property Owner Gregory Michael Bernard and Jessica Rae Bernard; Residential Single-Family (R-1-15) Zoning District; Low Density Residential General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15305, Class 5) ACTION: Recommended approval of the Mills Act Contract Application MA-25-0156 with H- 2 Historic Zoning at 817 Martin Street to the City Council with conditions. Staff Presentation/Committee Member Questions Principal Planner Roveri presented the Agenda Report and answered Commissioner questions regarding the history of the additions to the property and the maintenance schedule. Roveri stated that the Monterey Vista neighborhood is a non-design review neighborhood, so ground-floor additions were not reviewed by Planning staff. Applicant Comments Historian Kent Seavey explained how the property was historic by giving an in-depth history of the property and the inhabitants. Applicant Gregory Bernard appreciated retracing the history of the property and made themselves available for questions. The Commission asked how many of the fixtures and fittings in the house were original and Bernard responded. Bernard stated how they came up with the maintenance schedule costs. Public Comments None. Commissioner Comments The Commission expressed appreciation for the historical report but also wanted to make the maintenance schedule more consistent with other Mills Act maintenance schedules. Public Comments Continued Bernard stated the need for additional items in the maintenance schedule. Commissioner Comments Continued The Commission debated whether to include items such as fencing and tree trimming in the maintenance schedule and expressed a desire for modifications to be made post approval. On a motion by Commissioner and seconded by Commissioner Barlow, and carried by the following vote, the Historic Preservation Commission recommended approval to the City Council of Mills Act Contract Application MA-25-0156 with H-2 Historic Zoning at 817 Martin Street with the condition that the applicant work with Staff on a revised maintenance schedule: Barlow, - AYES: 6 MEMBERS: Crivello NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Rodriguez ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None PUBLIC APPEARANCE 5. Staff Presentation/Committee Member Questions Principal Planner Roveri recommended the appointments be continued to the next regularly scheduled meeting so that Vice-Chair Rodriguez is present. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Historic Preservation Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Historic Preservation Commission.
