MINUTES HISTORIC PRESERVATION COMMISSION Thursday, August 14, 2025 4:00 PM 6:00 PM COUNCIL CHAMBERS AND TELECONFERENCE MONTEREY, CALIFORNIA Members Present: Barlow, Collum, , Pyzel (4:15), Rodriguez, Smith-Crivello Members Absent: Rath Staff Members Present: Planning Manager Hill, Principal Planner Roveri, Senior Associate Planner Schmidt, Recording Secretary Arganbright CALL TO ORDER Vice-Chair Rodriguez called the meeting to order at 4:00 p.m. and Recording Secretary Arganbright provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes 2. July 10, 2025 (Not a project under CEQA per Article 20 Section 15378 and under General Rule Article 5 Section 15061) Commissioner Smith-Crivello appreciated the clarity of the minutes. ACTION: Approved as submitted. On a motion by Commissioner Smith-Crivello and seconded by Commissioner Collum, and carried by the following vote, the Historic Preservation Commission approved the July 10, 2025, HPC Minutes as submitted, by the following vote: AYES: Barlow, Collum, , Rodriguez, Smith- 5 MEMBERS: Crivello NOES: 0 MEMBERS: None ABSENT: 2 MEMBERS: Pyzel, Rath ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None PUBLIC COMMENTS None. PUBLIC HEARING Historic Preservation Commission Minutes Thursday, August 14, 2025 3. Consider 581 Scott Street: 1) Permit Amendment Application PA-25-0086 to Historic Permit HP-24-0007 for an Expansion of a Rooftop Deck; 2) Historic Permit Application HP-25-0104 for Alterations to the Garage and Tobacco Barn; and Adoption of an Amended Historic Preservation Report; McLoughlin, Somerset Monterey LLC; Residential Medium Density Multifamily (R-3- 6-H-2) Zoning District; Medium Density Residential General Plan Land Use Designation (Exempt from CEQA Requirements per Article 19, Section 15303, Class 3, and Section 15331, Class 31) ACTION: Approved Permit Amendment Application PA-25-0086 to Historic Permit HP-24- 0007 for an Expansion of a Rooftop Deck at 581 Scott Street and Historic Permit Application HP-25-0104 for Alterations to the Garage and Tobacco Barn; and Adoption of an Amended Historic Preservation Report at 581 Scott Street with added conditions. Staff Presentation/Committee Member Questions Senior Associate Planner Schmidt presented the Agenda Report on and answered commissioner questions regarding roofing materials, changes to the skylights, and the addition to the rooftop deck. Commissioner Pyzel arrived at 4:15. Applicant Comments Project Historian Meg Clovis stated the skylights comply with the Secretary of Interior Standards because they are proposed on the secondary elevation. Clovis explained how primary and secondary elevations are determined. In response to Commissioner Smith- questions, and moving the skylights to the primary elevation would not comply with SOI Standards. Applicant John Scourkes believed the skylights were needed and believed the way they were proposed would look best. Scourkes stated their client was sensitive to privacy issues regarding their rooftop deck and that there was a tree assisting with privacy for both their client and neighbors. In response to Commissioner Smith- questions, Scourkes described the proposed roofing materials and skylights. Scourkes then explained why they needed changes to the originally approved plans, ridgeline skylights would not be practical, and that the garage currently has wood shingles. Commissioner Barlow noted the discrepancy between what the proposed roofing materials were and what was stated by the applicant. Schmidt stated staff would support the use of wood shakes if the Historian approved the changes in the Historical Report. Commissioner Smith-Crivello stated they were looking for integrity in the plans, and Scourkes agreed. reemphasized that the current plans for the skylights would keep more historical integrity. said they were amenable to changing the roofing materials and reflectiveness of the skylights if desired. an aesthetic choice. Historic Preservation Commission Minutes Thursday, August 14, 2025 The Commission asked and Clovis responded that either wood or composite shingles would be consistent with the SOI Standards. Vice-Chair Rodriguez asked if the Commission could approve changes in the roofing material previous confirmation. Public Comments Elizabeth Atkinson stated that the changes to the tobacco barn would not be consistent with the Secretary of Interior Standards. Neighbor Connie Haugh stated they did not want to see the skylights on the tobacco barn or garage. Haugh wanted to know if there was a lot split at 581 Scott St. Haugh stated the project site homeowners have not been considerate as they have had non-stop construction. Attorney John Bailey representing 211 Larkin St highlighted the many alterations to the originally proposed project. Bailey stated their clients would be very close to the addition and the project was an invasion of their privacy. Bailey raised concerns regarding an unrelated sewer line that ran through the project site. Hill noted that the sewer line concerns were not in the purview of the HPC and that any concerns relating to utilities would be reviewed through the building permit process. Commissioner Comments The Commissioner stressed the standard was rehabilitation, not restoration. Commissioners Smith-Crivello and Collum appreciated being able to have the field trip and gave their perspective on the skylights and view impacts. Commissioner Barlow discussed the skylights, issues with neighbors, and the roof materials. Vice-Chair Rodriguez discussed changes and what a potential motion would entail. Hill assisted with creating a motion. Vice-Chair Rodriguez reopened the Public Comments so the applicant could respond to Commissioner Smith- regarding skylight placement. Public Comments Continued Applicant follow what the Historian suggests . Neighbor Mike Haugh stated the skylights would not blend in. Haugh suggested altering the placement of the skylights. Elizabeth Atkinson reiterated the skylights would take away from the historicity of the building and suggested altering the placement of the skylights. Commissioner Comments Continued Commissioner Pyzel noted that the skylight discussion was between preserving the historic façade of the tobacco barn and neighbor preference. Pyzel stated that they would prefer to preserve the historic façade. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Historic Preservation Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Historic Preservation Commission. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. Planning Update ADJOURNMENT The general policy of the Historic Preservation Commission is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting. Writings distributed for discussion or consideration on these matters within 72 hours prior to the meeting, pursuant to Government Code § 54957.5, are available at: monterey.gov/submitted- comments and in the Planning Office at 570 Pacific St., Monterey, CA 93940 during regular business hours.
