A member of the public or a Commissioner may request that an item recommended for approval on consent be heard on the regular agenda for further discussion. Approval of Minutes 1. January 24, 2011 – Commissioner Chair Rodriguez asked that a correction to the minutes should reflect that Commissioners Greenwald, Messenger and Schneider will be on the Colton Hall Music Ad-hoc committee and serve until December 2011. Motion made by Wojtkowski to approve the minutes, as corrected, and seconded by Dias. Motion carried. PUBLIC COMMENTS PUBLIC COMMENTS allows you, the public, to speak for a maximum of three minutes on any subject which is within the jurisdiction of the Monterey Colton Hall Museum and Cultural Arts Commission and which is not on the agenda. Any person or group desiring to bring an item to the attention of the Commission may do so during Public Comments or by addressing a letter of explanation to: Library, Museum, and Cultural Arts Director, Monterey Public Library, 625 Pacific Street, Monterey CA 93940. The appropriate staff person will contact the sender concerning the details. INFORMATIONAL REPORTS & STAFF COMMENTS INFORMATIONAL REPORTS & STAFF COMMENTS supply the Commission with written or oral information that they may wish to discuss or take action by placing the item on a future agenda. 2. Museum and Cultural Arts Division Activity Report - January 1- 31, 2011 – There was a brief discussion on the lack of public events at the Pacific Biological Laboratories (PBL); staff provided information on its maintenance and preservation. Bui-Burton and Copeland will be working on a policy for the PBL including criteria for use.  Bui-Burton discussed the state of the City FY 11/12 budget. A $5M budget gap is projected if employee groups do not make concessions; a $2 to $2.6M gap if concessions are made. The Finance Director will present the results of the Priority–Based Budgeting survey to City Council on March 1. On March 15, the City Manager will present to City Council the mid-year budget report. In May the City Manager will present budget to the City Council and in June, the City Council will approve the budget. Bui-Burton mentioned that the City’s Preserve America grant has been extended through December 2011 and will allow for the creation of a multi-language cell phone tour and printing of additional Explore Monterey brochures. PUBLIC APPEARANCE PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate public discussion, but that do not require formal noticing as public hearings. You are welcome to offer your comments after being recognized by the Chair. The Chair may limit the time allocated to each speaker. New Business 3. Report on Commission Subcommittees – Commissioner Rodriguez reviewed all subcommittee memberships. The Commission agreed to establish an ad-hoc fundraising sub-committee through December 2011 with Commissioners Dias, Rodriguez and Wojtkowski as members. 4. Report on Presidio Museum Directional Signage – Copeland will review with the City’s traffic engineer directional about previously agreed upon sign installation and a timetable for completion. Commissioners suggested four directional signs to the Presidio of Monterey Museum: one directional pedestrian sign at Van Buren and Scott Streets to the pedestrian bridge; a directional sign to the Presidio of Monterey Museum at the end of the pedestrian bridge; a directional sign for drivers on the northbound island on Pacific Street; a southbound directional sign from Lighthouse Avenue. A suggestion was also made for a fifth directional sign on 76th Artillery Blvd. Bui-Burton noted that staff will to start the process for potential four directional signs by meeting with the City Traffic Engineer. She also noted that the Lower Presidio Historic Park Master plan should be reviewed for signage and its installation on federal archeological-defined land. Bui-Burton briefly reviewed the layers of complexity of implementing signs within the city: that signage must meet city and architectural codes, be readable, not clutter the landscape as to lose their impact, and not pose a safety hazard for drivers. A report on Presidio Museum signage will be on the March agenda. 5. Report on Commission Strategic Planning Actions and Activities – Background information on the strategic planning process was provided to the Commission and goals reviewed. Commissioner Rodriguez asked the Commission if it wanted a strategic plan. Commission wanted to discuss this at the March meeting with the entire Commission present. Commissioner Dias will send out an email to the strategic planning subcommittee and Copeland to schedule a meeting during the week of March 14. COMMISSIONER COMMENTS COMMISSIONERS may ask a question for clarification, make a brief announcement or make a brief report on his or her activities. In addition, a Commissioner may provide a referral to staff or other resources for factual information, request staff to report back to the body at a subsequent meeting concerning any City matter, or direct staff to place a request to agendize a matter of business on a future agenda. (G.C. 54954.2) Greenwald ~ enjoyed the Cannery Row Foundation tours of the Pacific Biological Lab. There is a big mural of Colton Hall in the Salinas Courthouse. Dias ~ The attendance was light at the Cannery Row Foundation’s PBL Tour event, according to CRF president Michael Hemp, because the San Francisco Chronicle did not Colton Hall Museum & Cultural Arts Commission Monday, February 28, 2011 2  advertise the event. This is a reminder that newspaper coverage still has a positive impact for events. NEXT MEETING 6.
