MINUTES COLTON HALL MUSEUM AND CULTURAL ARTS COMMISSION Monday, June 24, 2013 4:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Evans, Greenwald, Kimzey, Ruhnke, Schneider, Wojtkowski Commissioners Absent: Dias Ex-Officio and Staff Community Services and Library Director Kim Bui-Burton, Members Present: Museums, Cultural Arts and Archives Manager Dennis Copeland, Recording Secretary Teresa Nash Ex-Officio Commissioners are non-voting members, appointed pursuant to MCC § 2-11. CALL TO ORDER CONSENT ITEMS Approval of Minutes 1. Monday, April 22, 2013 Action: Approved as submitted (7-0-0). ***End of Consent Agenda*** PUBLIC COMMENTS None. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Receive Museum and Cultural Arts Division Activity Report - April 2013 Action: Report received. Museums, Cultural Arts and Archives Manager Copeland thanked the Commissioners who helped with the artist reception. Community Services and Library Director Bui-Burton reviewed the process for the selection of artists to have displays at the Alvarado Gallery. Commissioner Wojtkowski noted that Director Bui-Burton will be going to our Sister City Dubrovnik in July and said it is a tremendous place to visit with lots of activities and cultural arts. He said they also subsidize their craft shops and give them priority. Commissioner Kimzey asked if CSUMB Intern Thecla Campbell’s multimedia project would be suitable for a presentation to the Commission. Director Bui-Burton stated it’s a freestanding kiosk on display at CSUMB and is the property of the student. Manager Copeland added it will be on display at the National Steinbeck Center next. Manager Copeland said the interns did a great job and that CSUMB has already contacted us to continue this program.  Colton Hall Museum and Cultural Arts Commission Minutes Monday, June 24, 2013 Commissioner Evans asked about the PastPerfect Software and if the City has anyone doing blogs and using volunteers. Director Bui-Burton stated there is not enough staff time available for blogging. She said the City is updating their website and it will be a more modular and responsive website. Commissioner Ruhnke inquired if the Commissioners are to participate in the coordinating meetings for Art in the Adobes. Manager Copeland stated it has become tradition for the Commissioners to serve as committee members. 3. Receive Museum and Cultural Arts Division Activity Report - May 2013 Action: Report received. Commissioner Wojtkowski asked if the Request for Proposals (RFPs) for the Colton Hall Interpretive Plan and the Vizcaino-Serra Oak mural were available online. Manager Copeland said they are on the Museum webpage and we have already received interest from several consultants. Commissioner Kimzey stated the attendance bar chart is clear and easy to read but you cannot get a trend and asked if staff could do a chart that shows it as a time series to see the longer term trends. Manager Copeland said that there was little variation in trending from year to year, as some events such as Colton Hall Music series, had no room to grow. Community Services and Library Director Bui-Burton gave an update on the homelessness issues and stated the City Council report will be released later this week. PUBLIC APPEARANCE New Business 4. Approve Gift of Nelson William "Bill" Hyler Ship Anchors Action: The Colton Hall Museum and Cultural Arts Commission approved the gift of two ship anchors from the family of Nelson William Hyler; one to be located near the Recreation Trail at Reeside Avenue and Cannery Row and one to be located at San Carlos Beach Park (6-0-1, Dias absent). Museums, Cultural Arts and Archives Manager Copeland presented the agenda report and said the family of Bill Hyler would like to donate two ship anchors to the City on behalf of their father. Mr. Hyler operated the General Store on the Wharf for many years and also operated the first aquarium in Monterey on the Wharf. His daughter, Joanie, offered two anchors to the City as a gift on behalf of her father. Manager Copeland said he has talked to Park Operations Manager Marcuzzo and have identified two spots at San Carlos Beach Park to place the anchors. Commissioner Kimzey asked if there is a cost to the City to install the anchors. Manager Copeland stated that the Parks Division budgets for this type of project. Director Bui-Burton also added that this would then go to the Parks and Recreation Commission for their approval of the location in the park to place the anchors. Commissioner Evans asked if a plaque will be placed on the anchors. Manager Copeland said they are working with Joanie Hyler about what to put on plaques. Colton Hall Museum Cultural Art Commission Meeting Minutes Monday, June 24, 2013 2  Colton Hall Museum and Cultural Arts Commission Minutes Monday, June 24, 2013 On a motion by Commissioner Greenwald, seconded by Commissioner Schneider, and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the gift of two anchors from the family of Nelson William “Bill” Hyler to be placed at San Carlos Beach Park: AYES: 6 COMMISSIONERS: Evans, Greenwald, Kimzey, Ruhnke, Schneider, Wojtkowski NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Dias 5. Receive Update on FY 2013-2014 Budget and Process Action: Report received. Community Services and Library Director Bui-Burton reviewed the budget process and that negotiations with most employee groups have been completed with a COLA adjustment proposed. Commissioner Wojtkowski said the City has not raised sales tax or TOT in a long time and that Monterey is the lowest in the county. Commissioner Kimzey asked if there are any changes for Museum Division’s budget. Director Bui-Burton stated it is status quo and that supplemental requests for printing brochures and the cell phone tour provider were approved. COMMISSIONER COMMENTS Commissioner Evans said there’s been discussion of turning the Cooper Molera building into a restaurant and feels that would not be a good use of a historical building. Commissioner Wojtkowski added the building is owned by the National Trust and run by State Parks. He inquired if there are going to be any City meetings on this. Director Bui-Burton said staff will bring back an agenda report in August with the information we have available. Commissioner Wojtkowski stated we need to encourage a use that fits in and maybe have a member of the National Trust attend our August meeting to answer questions. Commissioner Greenwald encouraged everyone to visit the Monterey Museum of Art to see the artwork of Motoi Yamamoto made out of salt and said he videotaped Mr. Yamamoto working throughout the week. He also said the Andrew Schoultz exhibit with murals on all the walls of the history of Monterey is coming out next month. Commissioner Kimzey said the relationship between colleges and universities was previously discussed before and said the art programs at MPC have a wide variety and it would be mutually beneficial to promote the art programs there and have MPC do exhibits at the Alvarado Mall Gallery. Manager Copeland stated there was an exhibit of MPC photographers in the past. Commissioner Schneider stated that when we choose artists, it’s based on them not having another outlet to display their artwork.
