MINUTES COLTON HALL MUSEUM AND CULTURAL ARTS COMMISSION Monday, August 22, 2016 4:00 PM CITY COUNCIL CHAMBERS, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Sovereign, Dias, Castagna, Evans, Ruhnke Wojtkowski Commissioners Absent: Wall Ex-Officio and Staff Community Services Director Kim Bui-Burton, Museums & Members Present: Cultural Arts and Archives Manager Dennis Copeland, Recording Secretary Claire Rygg Ex-Officio Commissioners are non voting members, appointed pursuant to MCC § 2-11. CALL TO ORDER ROLL CALL CONSENT ITEMS Approval of Minutes 1. Monday, July 25, 2016 On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the minutes for July 25, 2016. AYES: 6 COMMISSIONERS: Sovereign, Dias, Castagna, Evans, Ruhnke, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: Wall ABSTAIN: 0 COMMISSIONERS: NONE RECUSED: 0 COMMISSIONERS: NONE ***End of Consent Agenda*** PUBLIC COMMENTS INFORMATIONAL REPORTS & STAFF COMMENTS 2. Receive Museum and Cultural Arts Division Activity Report – July 2016 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Museums and Cultural Arts Manager Copeland reviewed the staff report with the Commission and highlighted the chart showing museums attendance, the project to restore five original Christmas angels, and the review of the City’s Art from the Monterey Conference Center, and answered the Commissioners’ questions about the Pacific Biological Laboratories’ user groups and building capacity. Colton Hall Museum and Cultural Arts Commission Minutes Monday, August 22, 2016 Community Services Director Bui-Burton announced that in 2015 Governor Brown signed a bill that allows the California Arts Council (CAC) to designate areas as state cultural districts. There will be an online survey to obtain community input on what is a cultural district, and in 2017 interested areas may apply for grant to be a cultural district. In the fall, staff will send a link to the survey to the Commissioners. A full-scale replica of the San Salvador is scheduled to arrive in Monterey, and public tours will be offered September 23-25. PUBLIC APPEARANCE 3. Receive Report on Museums and Cultural Arts Division Programs FY 2015-16 and Provide Input to Staff (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Director Bui-Burton provided an overview of the Museums and Cultural Arts programs, and Manager Copeland reviewed key details of the report with the Commissioners. The Commission asked about the vacant Artifacts Specialist position, and Director Bui-Burton explained that the position was submitted as a budget request for the past two to three years, but not approved. She is now working with the City Manager and Finance Director to discuss possible ways to fund the hours. 4. Receive Report on the Proposal to Change the Name of Colton Hall Museum and Cultural Arts Commission and Provide Direction to Staff (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Commission discussed possible changes to the name of the commission. Staff will bring the name change as an action item for a motion at the September 26, 2016 meeting. 5. Receive a Report from the City Art Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The City Art Subcommittee met and will prepare a recommendation of the Monterey Conference Center Art Collection to the Commission at the November or December meeting, then the recommendation will be presented to the City Council in January or February 2017. 6. Receive an Update Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Chair Sovereign provided a draft of a mini-engagement program for the Bicentennial of the Battle of Monterey. The hour-long event includes a reading of the Mayor’s bicentennial proclamation, a narration of the historic event, and flag-raising scheduled for Saturday, November 19, 2016 at the Bouchard Monument in the Lower Presidio Historic Park. COMMISSIONER COMMENTS Commissioner Ruhnke is excited about the San Salvador ship coming to the area.
