ACTION: Approved.
On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski and carried by
the following vote, the Colton Hall Museum and Cultural Arts Commission approved the minutes
for August 22, 2016.

2. Receive Museum and Cultural Arts Division Activity Report – August 2016 (Not a project
under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section
15061.)
Report received.
Museums and Cultural Arts Manager Copeland reviewed the staff report with the Commission
and highlighted the division’s projects including relocation of city’s art, working with the
volunteers at the museums, and preparation for History Fest. He also reviewed the museums’
attendance figures.

Community Services Director Bui-Burton answered Commissioners’ questions about the fence
project plan at the dry boat storage yard by the Monterey Beach House. The proposed project is
to display selected 4’ x 8’ Cannery Row murals on the fence. As the plan progresses, staff can
bring back the fencing plan to the Commission for viewing.

3. Approve a Recommendation to the City Council to Change the Name of the Colton Hall
Museum and Cultural Arts Commission to the Museums and Cultural Arts Commission
(Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article
5, Section 15061.)
On a motion by Commissioner Castagna, seconded by Commissioner Evans and carried by the
following vote, the Colton Hall Museum and Cultural Arts Commission approved a
recommendation to the City Council to Change the name of the Colton Hall Museum and
Cultural Arts Commission to the Museums and Cultural Arts Commission.

As a follow-up action, Commissioner Sovereign appointed Commissioners Evans, Wojtkowski
and himself as a subcommittee to work with staff to recommend changes to the ordinance. The
entire ordinance will be brought to the Commission at the October 24 meeting for discussion,
recommendation, and approval before forwarding to the Mayor. Director Bui-Burton said the
entire Colton Hall Museum and Cultural Arts Commission ordinance may be found online on the
City’s website.
4. Accept and Recommend the Approved Design for the Portola Plaza Fountain to the City
Council (Not a project under CEQA, per Article 20, Section 15378 and under General
Rule Article 5, Section 15061.)
On a motion by Commissioner Wojtkowski, seconded by Commissioner Dias and carried by the
following vote, the Colton Hall Museum and Cultural Arts Commission accept and recommend
the approved design for the Portola Plaza Fountain to the City Council.

following vote, the Colton Hall Museum and Cultural Arts Commission approved the Call for
Music schedule for fiscal year 2016-2017.

The 2017 performance dates are on Wednesdays: February 8, March 8 and April 12.
6. Receive an Update Report from the City Art Subcommittee (Not a project under CEQA,
per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)
Report received. The City Art Subcommittee will have their next meeting on October 13.
7. Receive an Update Report from Bouchard–Battle of Monterey Bicentennial
Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under
General Rule Article 5, Section 15061.)
Chair Sovereign provided to the Commission a revised draft of a program in November 2016 to
begin celebrating the 2018 Battle of Monterey. The subcommittee will contact other non-profit
organizations and institutions for assistance with the event. Commissioner Sovereign also
received a suggestion to contact Roger Thompson, retired theater arts director at Santa
Catalina School, or Harriet Lynn [Heritage Theater Artists’ Consortium].
Public comment: Mr. Mike Carbaugh spoke with the docents at the Royal Presidio Chapel and
they are excited about participating in the event.
COMMISSIONER COMMENTS
Commissioner Wojtkowski attended a Monterey History and Art Association (MHAA) meeting
and he reported that the joint venture of Dali 17 and the MHAA is doing well.
Commissioner Evans thanked the organizers for the San Salvador reception which was on
Thursday, September 22.
Commissioner Dias thanked Historic Monterey who hosted reception and tour of the San
Salvador event. The ship’s captain suggested to her to engage Senator Ben Hueso (who was a
volunteer carpenter on the ship), to help with the Battle of Monterey event.
Commissioner Wall enjoyed the San Salvador reception as well and complimented Historic
Monterey for the event.
Commissioner Castagna was a volunteer on the San Salvador, and praised the San Diego
Maritime Museum for their San Salvador program.
Commissioner Sovereign announced that History Fest is October 15-16 and encouraged the
Commissioners to attend.
