MINUTES COLTON HALL MUSEUM AND CULTURAL ARTS COMMISSION Monday, May 22, 2017 4:00 PM CITY COUNCIL CHAMBERS, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Castagna, Wall, Evans, Peake, Ruhnke, Sovereign, Wojtkowski Commissioners Absent: Ex-Officio and Staff Community Services Director Kim Bui-Burton, Museums, Members Present: Cultural Arts Manager Dennis Copeland, Recording Secretary Claire Rygg Ex-Officio Commissioners are non voting members, appointed pursuant to MCC § 2-11. CALL TO ORDER ROLL CALL PRESENTATIONS 1. Recognition of Commissioner Jennifer Ruhnke for Four (4) Years of Service to the City of Monterey (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The Commission and staff thanked Commissioner Ruhnke for her service, and staff presented her with a bouquet of flowers. Commissioner Ruhnke thanked everyone for working on the Commission. 2. Introduction of Colton Hall Museum Staff During National Museum Month (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Manager Copeland introduced to the Commission the museum docents, Norman Colman, Jeff Lanzman, and Jordan Leininger, who greet and engage school groups, foreign and local visitors to Colton Hall at various times, seven days a week. Director Bui-Burton also introduced other museum staff members: Cultural Arts Assistant Booker, Administrative Assistant Rygg and Manager Copeland. CONSENT ITEMS Approval of Minutes 3. On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the minutes for April 24, 2017. Receive Museum and Cultural Arts Division Activity Report – April 2017 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) ACTION: Report received. Manager Copeland highlighted the increases in the museums’ general attendance and cell phone tours, attendance and funds received at the Celtic Quartet music concert, and thanked Chair Castagna and Commissioner Sovereign for advocating for the two Neighborhood Improvement Program (NIP) projects, “Taking Flight” sculpture and the Lower Presidio Historic Park pedestrian pathway study which will be completed once NIP funds become available. He said the work on the Cannery Row Worker Shacks is expected to be completed late this year. Manager Copeland noted that the State Historic Preservation Officer (SHPO) Julianne Polanco’s visited Lower Presidio Historic Park on April 26, and she was shown what is planned, maintained and preserved at the park and its significant history. Director Bui-Burton reviewed the proposed field trip dates with the Commission: June 26 Colton Hall Museum, Old Monterey Jail, and the collections vault September 25 Public Art Tour January 22 LPHP pathway work April 22 Pacific Biological Laboratories The Commission asked if attendance charts are done for the entire year, and Manager Copeland said the annual report for the previous fiscal year is presented to the Commission in August. The Commission asked if it can review the LPHP annual report to the Army, and Director Bui- Burton said potentially once the Commission’s name changes, it would be appropriate for the Commission to review the report. Colton Hall Museum Cultural Art 2 Commission Meeting Minutes Monday, May 22, 2017 2  Colton Hall Museum and Cultural Arts Commission Minutes Monday, May 22, 2017 The conditions report for the two LPHP stables is being reviewed for its recommendations to rebuild, and then funding will need to be obtained to accomplish the work on the stables. The study will be brought to the Commission once it is approved. On behalf of the Old Monterey Foundation, Commissioner Wojtkowski thanked Manager Copeland for all his work on the LPHP signs. PUBLIC APPEARANCE 5. Receive a Report on the Colton Hall Americans with Disabilities Act (ADA) Accessibility Project (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) ACTION: Report received. Manager Copeland said the City’s Engineering Division developed specific plans on how the ADA compliance will be achieved at Colton Hall, and he reviewed the report with the Commission. He reviewed the designs and locations of the Limited Use / Limited Application (LULA) elevator, first floor access through the Planning Division, the ADA restrooms and parking, and exterior lighting for Colton Hall. The Commission asked about the capacity of the LULA when it would be installed, and could the music concerts return to Colton Hall? Staff said the LULA’s rated capacity is 750 lbs and has 43” high side walls, and installation would be probably be in the fall / winter 2017 and, if all the other ADA projects are completed, the music concerts could return to Colton Hall in the spring. Manager Copeland will check with Engineer Krebs on available room for a table with seating at the patio entrance outside Planning. The Commission also asked about the upstairs entry threshold, and Manager Copeland said the threshold will be changed for ease of mobility. Manager Copeland will check with the Engineering Division on the access from King Street, the Colton Hall stairway railing, and the security of the LULA after operating hours. 6. Review Proposed Strategic Planning Process for June 2017 Commission Retreat (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The Commission determined that the two-hour retreat will be held on Thursday, June 8 in the afternoon, potentially starting at 1:00 or 1:30 pm after a luncheon, and staff will find a location. 7. Receive a Report from Public Art-Path of History Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Questions to be answered will be: Who owns the art? Who will maintain it? and who pays for it? The current public art brochure is outdated and lists only art that may be seen in City offices or the Library. A new objective would be to create a new public art brochure. The subcommittee, with Commissioner Evans assistance, will review the public art inventory initial draft, make corrections, and return it to staff. The Commission suggested Andrew Cardinelli may want to join the walking reconnaissance. Manager Copeland will contact the Engineering Division about a map of all the utility boxes. 8. Receive a Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Commissioner Sovereign pointed out the FYI for the link to re-enactment video, and presented a third draft plan for 2017. After review of options, the following two-part approach for 2017 should meet the objective raising public knowledge and awareness of the Spanish area and Bouchard while maintain excitement for the Battle of Monterey: re-enactments & educational presentations. 1. Several small-scale re-enactment appearances, some just static. Potential examples: a. Tableau version Nov 19 battle re-enactment at LPHP for July 1 OMF event b. Demonstration / recruitment on Custom House porch at History Fest Oct 14 (static?) c. Special tours/displays at Heritage Center & RPC during History Fest (static) d. Lady Washington attack and longboat landing at Custom House Nov. 18 e. Mock trial of captured Bouchard crew, venue & date TBD (repeated?) 2. Series of educational events during Summer and Fall 2017, venues & dates mostly TBD. a. Briefings on the Battle of Monterey: venues & dates mostly TBD. Obtain funds to support speakers, venues & props: Arts Council, revised City proposal, CFMC, others? (Probably thru OMF? Friends of Library?? But also Museum fund) 2. Arrangements for “speakers”: selection, invitations, venues, travel support, projector 3. PUBLICITY: media, social networks, “sky-writing”, pop-ups in public spaces, Tuesday market 4. Planning & support of mini re-enactments 5. Planning for 2018: report to city council on accomplishments & plans, funding & participation recruitment of participants, tall ship arrangements & venue reservations PUBLIC COMMENT: John O’Neal: Sounds like good plan. Thank you for what you do. Commissioner Sovereign said the Lady Washington will be at Moss Landing on November 19. COMMISSIONER COMMENTS Sovereign: The $25,000 [LPHP Pedestrian Walkway] study is important for 2018 event, to get something going. A walking reconnaissance with a camera to take a nice set of photos of connecting the many memorials, or existing plaques that relate to the Serra landing, and to have Bouchard incorporated on that path. The Path of History actually goes to LPHP, which is a little rough in places. My hope to have quick idea and use some of the $25K to improve the sidewalk. Peake: Best wishes to you, Jennifer.
