Monday, January 22, 2018 On a motion by Commissioner Wojtkowski, seconded by Commissioner O’Neil and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes January 22, 2018. Receive Museums and Cultural Arts Division Activity Report – January – February 2018 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Review Neighborhood Improvement Program (NIP) Schedule and NIP Submitted Projects (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)  Museums and Cultural Arts Commission Minutes Monday, March 26, 2018 Acting Director Copeland reviewed the schedule of the NIP meetings and emphasized the following dates for the Commission to advocate for their submitted projects at the City Council Chambers: Wednesday, April 19, 7 pm for public comment, and Thursday, April 26, 7 – 11 pm for the NIP project selection. Principal Engineer Krebs reviewed the NIP meeting schedule and the following Downtown (DT), New Monterey (NM) and City-wide (CW) projects with the Commission: DT-9, Spanish Plaza Art installation; NM-10, Cannery Row Public Restroom; CW-2 (MCAC Submitter), Colton Hall Preservation Re-pointing; CW-4 (MCAC Submitter), Lower Presidio Historic Park Stables Rebuild; CW -9, Harbor Trail and Vista Trail Pedestrian Link; CW-21, Monterey Public Library Artistic Bicycle Rack, and CW-24, Monterey Public Library Newspaper Stand. For CW-26, the First Theatre Restoration, Engineer Krebs explained it is a work in progress between the City and the applicants. The City usually does not conduct joint projects unless there is a memorandum of understanding between the City and the applicants to allow citizens public use of the building. He is working with the applicants to make sure the building is eligible for the NIP. Commissioner Sovereign said the NIP voting night is the best democratic allocation of funds he has seen. Engineer Krebs asked for directional word from the Commission. Commissioner Wojtkowski commented what Acting Director Copeland clarified that the implementation of the stables study recommendations would take some time and it would not preclude the City working with the Old Monterey Foundation (OMF) and the U.S. Army about demolishing the stables. The stables are an eyesore and a possible safety hazard. The sooner the assessment study is done, the better. For CW-26, Acting Director Copeland advised the Commission to wait and see if the proposed project is eligible for NIP. On a motion by Commissioner Sovereign, seconded by Commissioner Wojtkowski and carried by the following vote, the Museums and Cultural Arts Commission endorsed the renovations for CW-26 with a caveat that this is the tipping point and it will allow the First Theater to reopen. On a motion by Commissioner Wojtkowski, seconded by Commissioner Castagna, and carried by the following vote, the Museums and Cultural Arts Commission approved the selection of Usana Weaver, Jerry Takigawa, and Julie Foudy for the three (3) art shows for exhibit at Alvarado Gallery, 2018. Receive Referral Request from City Council to Study the Display of City Art at City Offices, Community Centers, and Other Public Buildings (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Continued from November 28, 2016 Acting Director Copeland reviewed the referral from Council with the Commission. Commissioner Wojtkowski agreed with the recommendation to have the Public Art and History subcommittee work on the study, and asked staff to consider changing the artwork at the Monterey Public Library. Although part of the City Art Collection, Acting Director Copeland said the Library Board of Trustees received the artwork as donations to the Library and any changes would need to be approved by the Board in coordination with the Museums and Cultural Arts Commission. Commissioner Castagna asked about an updated inventory of art and places that are suitable for display at public buildings. He also suggested that the Public Art and History Subcommittee investigate a device that stores multiple digital images within one picture frame. Acting Director Copeland stated that the study would include an updated inventory of art available for City display. The Commission had no objections to referring the City Council’s request to study the display of City art at City offices, community centers, and other public buildings to the Public Art and History Subcommittee. 6. Receive a Report from the Public Art and History Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Acting Director Copeland reviewed the report with the Commission. The Commission asked about the Path of Fame project proposal, and Acting Director Copeland said the project has been withdrawn. The Public Art and History subcommittee can focus on the public art master plan, the utility box art project and public art murals, and the study of city art venues. He is researching the funds set aside for art. 7. Receive an Update Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Commissioners Sovereign and Wojtkowski presented a proposal for the Battle of Monterey Bicentennial event before the City of Monterey’s Special Event Grants Committee. They are drafting a proposal to the Community Foundation for Monterey County (CFMC) to support the educational portion for the Battle of Monterey effort. They are also exploring the feasibility of conducting an event similar to what took place at the Custom House in 2017 and present it at the El Castillo in 2018. He also asked if the reduced hours to the Visitors Center had made any difference in the museums’ visitation. Acting Director Copeland said the Commission will receive packets, color sections reproduced in color, in the future and there has been no effect on the visitation to the museums due to the Visitors’ Centers’ reduced hours. Commissioner Peake said that as a Colton Middle School teacher teaching a Saturday Academy for students, she is inspired to teach about Bouchard as a history topic. Commissioner Wall really enjoyed the Colton Hall Evening Music Concerts in February and March. The audiences responded nicely to the concerts too. NEXT MEETING 8.
