MINUTES PARKS AND RECREATION COMMISSION Regular Meeting Wednesday, April 18, 2018 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Commissioners Hofmann, McCarthy, McEwen, Menendez- Herbst, Spangler Commissioners Absent: Commissioner Panetta Staff Members Present: Acting Community Services Director, Interim Recreation and Community Services Manager, Interim Sports Center Manager, Park Operations Manager, Administrative Assistant I CALL TO ORDER Chair McCarthy called the meeting to order at 7:01pm. ROLL CALL PRESENTATIONS 1. Highlights of Monterey Sports Center Programs (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation Rachael Zalan, Facility Coordinator, gave a presentation. Several Sports Center staff members approached the podium after the presentation and introduced themselves to the Commission. 2. Community Services Department Operational Overview and Reorganization (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation Pamela Sloan, Senior Advisor to Community Services, gave a presentation on the Community Services Department Operational Overview and Reorganization, and then answered questions from the commissioners and staff. CONSENT ITEMS Approval of Minutes Action: Approved as submitted. 3. Thursday, March 15, 2018 ***End of Consent Agenda*** PUBLIC COMMENTS None. INFORMATIONAL REPORTS & STAFF COMMENTS 4. Monthly Report - Parks Division - March 2018 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report. 5. Monthly Update - Parks and Recreation Work Plan - April 2018 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received report. Chair McCarthy asked for one of the commissioners to take the lead for the Youth Center Subcommittee. Commissioner Spangler volunteered and Commissioner McEwen volunteered to be the alternate. Interim Recreation and Community Services Manager Leon reported the first day of summer registration was a big success. The Spring Egg Hunt had approximately 2,400 people in attendance. Staff will be looking at expanding the Egg Hunt for next year, possibly doing a glow- in-the-dark hunt for older children on the Friday night. Interim Sports Center Manager Rothschild reported the Sports Center is continuing with their popular lecture series. Staff is focusing on youth activities over the next couple of months and looking to reach out to the underserved populations. Park Operations Manager Marcuzzo stated that landscaping has been completed at the Monterey Conference Center. The moon bridge at Dennis the Menace has been refurbished and should be re-opened very soon. COMMISSIONER COMMENTS Commissioner McEwen thanked staff and stated that she feels encouraged by the reorganization. Commissioner Spangler suggested the Commission have another strategic planning session to review the Parks and Recreation Master Plan, possibly in the fall. Commissioner Hofmann stated her excitement in having been introduced to Sports Center employees. She asked Manager Rothschild if employees provide functional analysis to members; he stated that personal trainers and physical therapists provide those. Commissioner Hofmann suggested to Manager Leon that staff reach out to the Villa Del Monte Neighborhood Association in regards to helping promote the Playground Program at Montecito Park. Commissioner Menendez-Herbst stated this is a very exciting time for staff. She extended her thanks to Manager Rothschild for having his staff show up and introduce themselves.
