Monday, March 26, 2018 On a motion by Commissioner Wojtkowski, seconded by Commissioner Castagna, and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes March 26, 2018. Receive Museums and Cultural Arts Division Activity Report – March 2018 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)  Museums and Cultural Arts Commission Minutes Monday, April 23, 2018 Acting Director Copeland reviewed staff activity report, noted the decrease in attendance for March at Colton Hall due to the fewer number of the Monterey Museum of Art school groups, and provided an update on the Colton Hall ADA Accessibility project. Schedule and space has been reserved for artists’ exhibits at the Alvarado Gallery this year, and dates will be scheduled for other City-created art exhibits. The Monterey Mural most likely will not be reinstalled on the west side exterior of the Monterey Conference Center (MCC) due to vulnerability to damage since the location is on a driveway. Other sites have been reviewed, including within the MCC, a new building with restrooms near the Harbormaster’s office building adjacent to Wharf 2, and a East Parking Garage wall on the Washington Street side. Commissioner Wojtkowski said the City told the community that the mural would be returned to the MCC and asked if the mural could be relocated near the Path of History schematic map located behind Portolá Hotel. Acting Director Copeland said the site was not large enough for the 44-foot wide mural, and the Path of History mural will be moved from current location to a more visible wall on the Alvarado Mall. Commissioner Wojtkowski asked if there was wall space on exterior walls of the former Maritime Museum (Dali17), and Acting Director Copeland noted that Monterey History and Art Association owns the building, although the City owns the property and has an agreement with the Association. Commissioner Evans noted the East Parking Garage wall is textured and the mural could receive a lot of traffic at that location. Acting Director Copeland thanked Commissioners Castagna, Evans and Sovereign for their advocacy for the Commission-endorsed Neighborhood Improvement Program (NIP) proposed projects, and reminded the Commission that the final NIP meeting for project voting is next Thursday, 4/26/18. Commissioner Castagna asked is Colton Hall is on the National Register of Historic Places, and Acting Director Copeland said it was nominated for the National Register and is a State Historic Landmark. Staff, possibly working with a consultant, will need to update, rewrite and resubmit the nomination for the National Register. The Pacific Biological Laboratories is on the National Register and the Presidio of Monterey, including the Lower Presidio Historic Park, is a National Register Historic District. Commissioner Sovereign said he attended the most recent NIP meeting and there was talk about not allowing the public to speak during the voting meeting. Acting Director Copeland said there will be an opportunity for public comments during NIP voting night meeting. Commission Sovereign also mentioned the original rear stone wall at Colton Hall has no indentation for the pointing, and water cannot sit on the ledges and eat away the stone. If the City goes back to the way Colton Hall was pointed, the water would not sit on the face of the wall. Acting Director Copeland said staff will review the historic structure report for conservation recommendations. Acting Director Copeland also reported on the current Community Services Department reorganization proposals for City. Harbor and Parking are proposed as becoming part of Public Works Department, the Monterey Conference Center will report to the City Manager’s Office, Recreation and the Monterey Sports Center with Parks are proposed as its own department, and Museums and Cultural Arts may join with the Library Department. The Commission made the following revisions and additions: Goal #1. Facilities – Support historic facilities that preserve and promote history and cultural arts for Monterey residents and visitors Objective A – Colton Hall Museum and Old Monterey Jail 1. Identify Interpretive Plan elements to develop post-ADA, including technology, Subcommittee meeting to be scheduled 2. Review Old Jail Historic Structure Report (HSR) May 2018 Commissioner Wall replaced Commissioner Wojtkowski on the Colton Hall and Old Monterey Jail Subcommittee, Objective B – Pacific Biological Laboratories (PBL) & Workers Shacks 1. Complete ADA Study Commissioner Wojtkowski asked that PBL Docent Mike Guardino be invited to the subcommittee meeting. Objective C – Lower Presidio Historic Park 1. Seek funding for stables project if the NIP project is approved. Goal # 2: Programs – Support programs that promote history and cultural arts for Monterey residents and visitors Objective C – Annual Commissioner Education and Quarterly Training 2. Commission to attend quarterly training or field trips as scheduled. Staff will schedule field trips. The Presidio of Monterey Museum after the new Telegraph Battalion exhibit is installed. Objective D – Colton Hall Museum Music Series 2. Commission would like staff to explore hosting four concerts: three in Colton Hall and one in the City Council Chambers Objective E – Public Art – Add NIP Art and Path of History Project The current objective is to respond to City Council recent referrals and present recommendations on the utility box art programs, mural art program (both components of the public art master plan project), and the study of City Art display in City facilities. The Public Art & History Subcommittee will return to the MCAC with findings, and work on new referral from City Council to study the amount of City public art in public offices and make recommendations. Goal # 3: Public Celebrations – Represent and support events, celebrations and activities that promote history and cultural arts for Monterey residents and visitors. Objective A – Commissioners to serve as liaisons between the Commission and appropriate liaisons to history and cultural organizations: Historic Monterey – Commissioner Evans Monterey Museum of Art – Commissioner Wall Old Monterey Foundation – Commissioner Wojtkowski Monterey History and Art Association - Commissioner Sovereign Liaisons will report to the MCAC semi-annually. Objective C – Battle of Monterey Bicentennial Celebrations Commissioner O’Neil will replace Commissioner Wojtkowski on the Battle of Monterey subcommittee. The Commission reached a consensus to review the strategic plan semi-annually. 4. Receive Report from Public Art and History Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The subcommittee met on April 19 and is working on the two referrals from City Council on utility box art and City art placement. Commissioner Wall reported that the subcommittee is looking to see where it wants to focus their efforts on utility box art, has received program suggestions from other cities, and is creating a “Call” similar to the “Call for Art” or “Call for Music.” The subcommittee is also preparing the City art study. Cultural Arts Assistant Booker created a presentation of images of the art in storage. Acting Director Copeland added the subcommittee is concentrating on the 56 traffic signal utility boxes owned by the City. 5. Receive a Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Commissioner Sovereign stated the event will be held on November 17, 2018. A promotional flyer was distributed at Whalefest. There has been some thought to hold part of the Bicentennial event at El Castillo on the Lower Presidio Historic Park. The subcommittee partnered with the Old Monterey Foundation to apply for grants through the City’s Special Event Grant program. COMMISSIONER COMMENTS Commissioner O’Neil asked if there was any news about the Cannery Row caboose which was recently offered to the City, does it fit in with the City’s plan, and he knows a group of volunteers who can conduct repairs. Acting Director Copeland said he does not have a definitive answer on the caboose, but the City is reviewing and he will convey the suggestion of volunteers repairing the caboose. Commissioner Peake referred to the March staff activity report and asked about the five types of guests who visit Monterey which were described at the “My Monterey” training on March 22. Assistant Rygg will email to training notes to the Commission. Commissioner Evans said he has been on the road for six weeks to circumnavigate the U.S. and visited many museums, including Jamestown, Yorktown, Williamsburg, and the new Museum of African History and Culture. The remarkable thing is there are lots of new and interesting ways to display materials, and he said the MCAC needs to think about using this new technology and historic re-creations as well. The Mayor asked him to put something together for the MCAC before Commissioner Evans leaves on his trip. Acting Director Copeland asked that Commissioner Evans also provide the information to the staff. Commissioner Wall wanted to thank staff, especially Assistant Booker, for the great music series that the MCAC sponsored, and she was proud to be a part of it. NEXT MEETING 6.
