On a motion by Commissioner O’Neil seconded by Commissioner Sovereign, and carried by the
following vote, the Museums and Cultural Arts Commission approved the minutes for August 27,
2018.

2. Receive Museums and Cultural Arts Division Activity Report – August 2018 (Not a project
under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section
15061.)
Acting Director Copeland provided an update that Cultural Arts Assistant Booker had
returned to the office and is currently working half days. Chair Wall asked that staff
please tell Booker that the Commission welcomes her back. The installation of the
Monterey Mural will be completed by the end of October. The Architectural Resources
Group conservation staff will advise the contractor on best practices for installing the
ceramic tile art mural. The LULA ADA elevator has been installed, inspected, and is in
operation. For History Fest, the California Constitutional Convention Reenactment actors
started rehearsals in Colton Hall for the annual performance in Colton Hall on October
14. A Commissioner may volunteer to greet attendees and introduce the program. A new
volunteer with cultural resource background is currently assisting with the Path of History
master plan site inventory.
Public Comment:
Cathy Leiker, a representative the Royal Presidio Chapel (RPC), stated that Pastor Jerry
Maher asked her to attend the Museums and Cultural Arts Commission meetings to
obtain information about the City’s events and History Fest for the RPC bulletin. She
provided information about the RPC to the MCAC.

3. Approve Call for Music Schedule for Fiscal Year 2018-2019 (Not a project under CEQA,
per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)
Acting Director Copeland reviewed the report and reminded the MCAC about sending out
a fundraising letter since there will be costs due to the return of the concerts to Colton
Hall.
On a motion by Commissioner Peake seconded by Commissioner Sovereign and carried
by the following vote, the Museums and Cultural Arts Commission approved the Call for
Music Schedule for fiscal year 2018-2019.

4. Receive Report from Pacific Biological Lab Subcommittee (Not a project under CEQA,
per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)
Commissioner Peake reported that the committee met on August 29, 2018, reviewed the
interpretive plan, focused on the first floor laboratory, and decided the next step is to
meet with some stakeholders, for example, Stanford University’s Hopkins Marine
Station,, Intercontinental The Clement at Monterey, and the Cannery Row Foundation,
and others.

5. Receive an Update Report from Bouchard–Battle of Monterey Bicentennial
Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under
General Rule Article 5, Section 15061.)
Commissioner Sovereign reported that preparations continue for the November 17 event.
A grant proposal to the Community Foundation for Monterey County now has been
submitted. Sponsorship opportunities are available.
COMMISSIONER COMMENTS
Commissioner O’Neil thanked Commissioner Sovereign, Ms. Leiker and Father Jerry for
integrating historic resources and their abilities. The Battle of Monterey is a perfect
example.
Commissioner Sovereign said if we can get the 2020 celebration (Monterey’s 250th) into
that process, it would be a great help. He also likes the idea of the PBL subcommittee
working to bring stakeholders together. He also mentioned closing off Cannery Row and
using the middle for pedestrian use to guide people toward the Lab (see July 2018
minutes).
Director Copeland said Museums staff held meetings with PBL stakeholders a couple of
times to obtain input for the creation of the interpretive plan and for other PBL projects,
and will do so again for exhibit design for the Lab.
Commissioner Peake said that she and other teachers are promoting the Division’s
upcoming events to the Colton Middle School.
