CALL TO ORDER
Vice Chair Panetta called the meeting to order @ 7:09 pm.
ROLL CALL
PRESENTATIONS
1. Highlights of Field Sports Programs (Not a project under CEQA Article 20, Section
15378 and under General Rule Article 5, Section 15061)
Action: Presentation given.
Interim Recreation and Community Services Manager Leon introduced Kyle Susic, Field
Sports Coordinator, who gave a presentation.
2. Review Status of Spray Avenue Tot Lot Shade Structure (Not a project under CEQA
Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Presentation given.
Interim Recreation and Community Services Manager Leon introduced Jeff Krebs,
Principal Engineer, who gave a presentation proposing a wooden, triangular trellis as the
shade structure.
Principal Engineer Krebs introduced Jayme Fields, Del Monte Beach NIP
Representative, who stated the neighborhood does not like the City’s proposed structure.

3. Review Concept for Scholze Park Improvements (Not a project under CEQA Article
20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Presentation given.
Principal Engineer Krebs gave a presentation outlining the replacement of the existing
stucco wall in Scholze Park along Lighthouse Avenue. Proposing a short, solid fence and
a platform with seating, improved ADA access at each end of the wall.
Rick Johnson, New Monterey Business Association, submitted a letter supporting a fence
that allows a visual connection to the grounds.
Krebs requested Sara Ziel, Scholze Park Center Coordinator, come up to the podium.
Coordinator Ziel stated the benefits of enhanced visibility by not having a solid fence.
Sharon Dwight, Monterey resident, stated the noise level at the Community Center would
greatly increase without a solid wall/fence.
Interim Recreation and Community Services Manager Leon stated that the Community Center is
actually situated closer to Foam Avenue and traffic noise is not an issue. Staff would support a
solid stucco wall, but the budget cannot support that. They do not want a solid wood wall, as it
will not be welcoming people into the park.
Park Operations Manager Marcuzzo suggests a black, metal fence and the noise can be
reduced with plants. Would prefer the platform be rounded and not square as proposed.

PUBLIC COMMENTS
Sharon Dwight, Alternate NIP Spokesperson. Praised the upgrade at Montecito Park and
requested the Commission consider re-naming the park Mucha Park, after Villa Del Monte
resident Harry Mucha who recently passed away.

6. Approve Concept for the Dennis the Menace Boat Structure Replacement (Exempt
from CEQA Article 19, Section 15301, Class 1)
Action: The Parks and Recreation Commission approved the concept for the Dennis the
Menace boat structure replacement (4-0-3; Hofmann, McCarthy, McEwen absent)

Interim Recreation and Community Services Manager Leon introduced Jeff Krebs, Principal
Engineer. The NIP’s recommendation for the replacement of the existing boat at Dennis the
Menace Playground is the fishing boat with additional themed play equipment.
Commissioner Spangler inquired if there are any moving parts on the structure. Park Operations
Manager Marcuzzo said this is a custom piece of equipment and we can request a moving
steering wheel.
On a motion by Commissioner Menendez-Herbst, seconded by Commissioner Gibson, and
carried by the following vote, the Parks and Recreation Commission recommends to approve
the concept for the Dennis the Menace boat structure replacement:
AYES: 4 COMMISSIONERS: Gibson, Menendez-Herbst, Panetta, Spangler
NOES: 0 COMMISSIONERS: None
ABSENT: 3 COMMISSIONERS: Hofmann, McCarthy, McEwen
7. Receive Report on Monterey Amberjacks (Not a project under CEQA Article 20,
Section 15378 and under General Rule Article 5, Section 15061)
Action: Received report.
Interim Recreation and Community Services Manger Leon reported the 2018 Monterey
Amberjacks seasons was a great success. For 2019 they will be increasing their season to 29
games, including two Thursday nights; opening night and the 4th of July.
Manager Leon invited Kyle Susic, Field Sports Coordinator, up to the podium. He reiterated the
success of this past season.
Sharon Dwight, Monterey resident, asked that the City reach out to the different neighborhood
associations next year regarding the schedule for the Amberjacks. She suggested posting
information about the league on Nextdoor.

9. Monthly Update - Parks and Recreation Work Plan – August/September 2018 (Not a
project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section
15061)
Action: Received report.
Parks Operations Manager Marcuzzo reported Montecito Park Phase II is complete and
the park looks great; suggests everyone check out the transformation. Parks staff has
been busy landscaping around town. Changing out pots along Alvarado Street and
parking garages. Commissioner Spangler asked if the increased revenue for Veteran’s
Memorial Park is due to events or camping. Marcuzzo reported it was camping.
Sports Center Manager Willer reported they are trying a new marketing approach
working with a company that sends postcards to new residents every three months.
Currently working with Middlebury Institute on a membership program, which
accommodates the 9-month academic year for their students. We are exploring an
upgrade to our recreation software, looking to get a program that is intuitive and has a
strong mobile presence; would like to recognize Ann Pagan, Administrative Analyst, for
taking the lead on this project.
Interim Recreation and Community Services Manager Leon reported that City Council
recommended the authority to delegate park hours be given to the Parks and Recreation
Commission, not the Parks and Recreation Director. Will be bringing dogs in parks to the
commission in October. Second round of interviews for the top two candidates for the Parks and
Recreation Director scheduled for the week of October 8. Wrapping up the preparation of the
Winter/Spring activities guide.
