MINUTES MUSEUMS AND CULTURAL ARTS COMMISSION Monday, November 26, 2018 4:00 PM CITY COUNCIL CHAMBERS, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Peake, Castagna, Evans, Sovereign, Wojtkowski Commissioners Absent: Wall, O’Neil Ex-Officio and Staff Acting Community Services Director Dennis Copeland, Cultural Members Present: Arts Assistant Chalet Booker, Recording Secretary Claire Rygg Ex-Officio Commissioners are non-voting members, appointed pursuant to MCC § 2-11. CALL TO ORDER ROLL CALL After Roll Call, agenda item # 7 moved up to item # 3. PRESENTATIONS 1. Receive Presentation from Laurie Huelga, Monterey 250 Committee Outreach Committee. (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Communications Officer Huelga gave a presentation and described events for the Monterey 250 Celebration “Bold Past, Golden Future”. She encouraged the MCAC to participate in various committees. The Commission suggested ideas to place a list of committee meetings and locations on the City’s website, and to produce a book or DVD of the event. Communications Officer Huelga said the website will be up in January, and thanked the MCAC for their input. She passed on a 250 Monterey Committee sign-up sheet to the Commission. CONSENT ITEMS Approval of Minutes 2. Monday, October 22, 2018 On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans, and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes for October 22, 2018. Receive Museums and Cultural Arts Division Activity Report – October 2018 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Acting Director Copeland said the information for History Fest is available in a separate agenda report. Visitation to Colton Hall has expanded to those who have mobility issues. He also praised the contributions made by the CSUMB service learners. Commissioner Wojtkowski asked for an update on the Monterey Conference Center’s fountain sculpture that is not working properly, and Acting Director Copeland said staff will look into it. PUBLIC APPEARANCE 4. Approve Music Selection Subcommittee's Recommendation for 2019 Colton Hall Evening Music Series Concerts (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The Music Subcommittee ranked the following music groups and selected 1-3 to perform at Colton Hall: 1. Cypressaires/Monterey Bay Belles 2. Ensemble San Francisco 3. Balkan String Projekt 4. Derek Bodkin 5. J & T Duo 6. Douglas Ovens On a motion by Commissioner Wojtkowski, to approve the Cypressaires, the Ensemble San Francisco on the condition they reduce their fee, the Balkan String Projekt and an alternate Derek Bodkin, seconded by Commissioner Evans, the Museums and Cultural Arts Commission approved the music selection subcommittee’s recommendation for 2019 Colton Hall Evening Music Series concerts. AYES: 5 COMMISSIONERS: Peake, Castagna, Evans, Sovereign, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 2 COMMISSIONERS: Wall, O’Neil ABSTAIN: 0 COMMISSIONERS: NONE RECUSED: 0 COMMISSIONERS: NONE Commissioner Wojtkowski suggested sending out a letter in December or January with music group information, concert dates, and a request for monetary donations. 5. Receive a report on Neighborhood Improvement Program (NIP) Projects and NIP Schedule and Provide Direction to Staff (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Acting Director Copeland reminded the Commission that the deadline for NIP projects is February 8, 2019. He reviewed proposed new projects, and existing and pending projects, and the Commission provided its input. He added that a volunteer with a background in cultural resources is assisting with master plans for the expanded Path of History. The Commission asked: to have Engineer Krebs present information on the Presidio Historic Park Pedestrian Access Study in either December or January, and keep the Old Monterey Foundation apprised of the study. It also asked about the status of the stables at the Lower Presidio Historic Park. Commissioner Evans commented it would be nice to have the project completed before the Monterey 250 Celebration in 2020. Receive Report on History Fest 2018 Activities (Not a project under CEQA, per Article 6. 20, Section 15378 and under General Rule Article 5, Section 15061.) The report was reviewed with the Commission. The Commission commented on the status of the Monterey State Park’s “First Theater”, and suggested it would be a great additional site for visitors to see in 2020. Acting Director Copeland will report back to the Commission on the status of that site. 7. Receive a Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Acting Director Copeland read the report that recognized and honored those who were responsible for the event, especially Commissioner Sovereign. Commissioner Sovereign thanked all who volunteered their time, the Old Monterey Foundation, other civic groups and Acting Director Copeland and the Museum staff. Commissioner Sovereign reported that a proposal was submitted to the Community Foundation for Monterey County for funding the educational efforts of the event. Commissioner Wojtkowski praised Commissioner Sovereign, and the Commission gave applause. Commissioner Evans reported working on video presentations and looking forward to placing them on touch screen panels in Colton Hall or other places. Commissioner Sovereign presented to volunteer Mike Carbaugh a copy of the “Battle of Monterey” poster. 8. Receive a Report from the Public Art Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Vice Chair Peake and Commissioner Evans have a list of “talking points” on the utility box art program, and will meet with the Mayor on December 5. They will report to the MCAC on December 10, 2018. COMMISSIONER COMMENTS Commissioner Wojtkowski said the Old Monterey Foundation (OMF) Board agreed to focus on downtown projects other than the Lower Presidio Historic Park (LPHP), and will continue with LPHP projects. The OMF is already involved with the mural behind the Golden State Theater, and could be involved with the Path of History mural map at the Osio Adobe and the utility box art program. He asked the MCAC and City staff for suggestions for other ideas for projects. Commissioner Evans praised Commissioner Sovereign’s work on the Battle of Monterey event. The recreation trail area where part of the event took place was packed with attendees. He was also amazed at the attendance for the lectures at the Irvine Auditorium at the Middlebury Institute for International Studies at Monterey. NEXT MEETING 9.
