MINUTES MUSEUMS AND CULTURAL ARTS COMMISSION Monday, December 10, 2018 4:00 PM CITY COUNCIL CHAMBERS, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Peake, Castagna, Evans, O’Neil, Sovereign, Wojtkowski Commissioners Absent: Wall Ex-Officio and Staff Acting Community Services Director Dennis Copeland, Cultural Members Present: Arts Assistant Chalet Booker, Recording Secretary Claire Rygg Ex-Officio Commissioners are non voting members, appointed pursuant to MCC § 2-11. CALL TO ORDER ROLL CALL CONSENT ITEMS ***End of Consent Agenda*** PUBLIC COMMENTS PUBLIC APPEARANCE 1. Receive a Report from the Public Art Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The subcommittee will meet with the Mayor on December 12 (not on December 5 as originally stated) to discuss the proposal for the Utility Box Art Program, and will bring a report to the Commission at the January 28, 2018 meeting. 2. Select Artists for Four (4) Art Shows for Exhibit at Alvarado Gallery 2019 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Assistant Booker presented samples of the artists’ works to the Commission for review and selection, and. the Commission selected and combined the following:  Kirk Kennedy and Aleks Raskin  Lauren Weaver, Leonard Han and Lud Oliviera  Central Coast Art Association  Padre Trails Camera Club On a motion by Commissioner Wojtkowski, seconded by Commissioner O’Neil, and carried by the following vote, the Museums and Cultural Arts Commission approved the selection of artists for four (4) art shows for exhibit at Alvarado Gallery 2019. Museums and Cultural Arts Commission Minutes Monday, December 10, 2018 AYES: 6 COMMISSIONERS: Peake, Castagna, Evans, O’Neil, Sovereign, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: Wall ABSTAIN: 0 COMMISSIONERS: NONE RECUSED: 0 COMMISSIONERS: NONE STAFF COMMENTS Acting Director Copeland thanked the Commission for their work and assistance this year on the various subcommittees, the evening music series at Colton Hall, the Alvarado Gallery art exhibit openings, the Battle of Monterey event, Christmas in the Adobes, and he wished them all an enjoyable holiday season. He provided the Commission information about the current proposal for the Museums and Cultural Arts Division (MCAD) to move with the Monterey Public Library. The Commission discussed the Library and Museums as a department together. Both the City Manager and the Library Director have been in favor of the proposal. In this proposal, the Library and the MCAD will operate as usual, and both the advisory Commission and the administrative Library Board will continue their own distinct responsibilities as designated under the City Code. The Commission was generally in favor of the proposal. The Commission discussed how the two budgets will be handled separately and the distinct roles and responsibilities of the Commission and Board, and recommended the department title of Library and Museums. The Commission also expressed concern that the Museums and Cultural Arts is understaffed and noted that this issue should be brought to the attention of the City Council as an advisory commission to City Council. COMMISSIONER COMMENTS Commissioner Evans wished everyone a Merry Christmas and Happy New Year. He hopes to have new information about digital displays for the City’s museums at the January meeting. Commissioner Wojtkowski wished everyone happy holidays, and mentioned about the “Miniatures” exhibit at the Monterey Museum of Art. Commissioner Sovereign wanted to make sure it would be recorded in the November 26, 2018 minutes, that Congressman Panetta should be contacted about the cavalry stables at the Lower Presidio Historic Park. If the Congressman responds, the Commission will need to provide background information, and asked staff if a copy of the assessment study be sent to the Congressman. Commissioner Wojtkowski added the City Manager is arranging a tour of the stables in January with the Presidio Commandant and a couple of members of the Old Monterey Foundation (OMF) and will ask the question what is the U.S. Army’s position on the project. Acting Director Copeland said the assessment report recommendation has been made to salvage usable portions of the stables, demolish the rest and rebuild the stables. NEXT MEETING 3.
