Monday, January 27, 2020 On a motion by Commissioner _Evans, seconded by Commissioner Sovereign and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes of January 27, 2020 with corrections. Receive Museums and Cultural Arts Division Activity Report – January 2020 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Report received. Approve Bayview Academy Students Elizabeth Jimenez and Yuka Hawkins Montecito Park Art Project Concept (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) On a motion by Commissioner Evans, seconded by Commissioner Castagna and carried by the following vote, the Museums and Cultural Arts Commission approved the the Bayview Academy Students Elizabeth Jimenez and Yuka Hawkins Montecito Park Art Project Concept. Review Updated Strategic Plan for FY 2017-2019 and Provide Direction to Staff for Strategic Plan FY 2020-2024 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The Commission reached a consensus that Chair O’Neil and Commissioners Castagna and Evans will be members of a strategic plan subcommittee to review and work on the Plan for 2020-2024 and make recommendations to the Commission. 5. Report on Commission Subcommittees Appointments for 2019 and Appointment of Subcommittees for 2020 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) This item is tabled until a full Commission is present to discuss or until the Strategic Plan is approved. 6. Receive a Report from Pacific Biological Laboratories Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Manager Copeland said the subcommittee reviewed the interpretive priorities for the Lab, and discussed the Commission’s approved options for Americans with Disabilities Act (ADA) access. Commissioner Castagna said the subcommittee did not reach a consensus to do anything for the lab because there is no money, and it suggested having a representative from the State Historic Preservation Office (SHPO) and the City’s legal counsel attend a Commission meeting to talk about ADA access requirements. Manager Copeland added the subcommittee also discussed funding for a design plan for ADA access, possibly through a grant. Commissioner Castagna asked if the PBL can receive an exemption from the ADA requirements because to make the building accessible it would alter the historic fabric of the building. Manager Copeland said two of the ADA access options affected the historic integrity of the building and he, staff and the Commission opted for one option which did not affect the building’s integrity. He said he’ll place on a future agenda for SHPO to talk about ADA accessibility, and also review the Commission’s conclusions for the PBL’s ADA report. 7. Receive Report on 2020 Schedules of Commission Meetings and Volunteer Event Opportunities (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) . Report received. Manager Copeland said the Commission and staff suggested a field trip to the Lower Presidio Historic Park and the Japanese American Citizens’ League (JACL) Heritage Museum in April or May. He listed the volunteer opportunities are available: Music, art gallery receptions, Christmas in the Adobes, the California Constitutional Convention reenactment debates, and assist with the PBL open hours. A sign-up sheet of volunteer opportunities will be shared online with the Commission. COMMISSIONER COMMENTS Museums and Cultural Arts 2 Commission Meeting Minutes 2/24/2020 4:00:00 PM 2 Museums and Cultural Arts Commission Minutes 2/24/2020 4:00:00 PM Commissioner Evans said for the March meeting, he would like to present a virtual tour of Colton Hall he created on his iPad. He will attend the February 28 art exhibit opening at the Alvarado Gallery. Commissioner Sovereign distributed information for the “Dialogues” for each museum, and other ideas to extend the Monterey 250 Celebration after June 3, 2020. He also talked about ideas for increasing visitors’ awareness of the Monterey Mural. Manager Copeland suggested to contact history and heritage organizations to assist with the presentations and dialogues: Monterey State Historic Park, San Carlos Cathedral, Old Monterey Foundation and the National Trust for Historic Preservation. He suggested it may be good to have a representative from the Commission to participate on the Monterey 250 Celebration Committee. He will check with the committee. Chair O’Neil said he sent an email about a March 7 tour at 10:00 am of the Naval facility at Pt. Sur. He asked if artist John Sanders will be on the next agenda, and Manager Copeland said yes.
