ROLL CALL CONSENT ITEMS Approval of Minutes 2 Wednesday, February 12, 2020 Action: Approved as submitted (6-0-1, McCarthy absent). ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE  Parks and Recreation Commission Minutes 3/11/2020 5:30:00 PM 3 Approve Installation of “Little Free Library” Book Distribution Structure at El Estero Park (This project has been determined to be Exempt from CEQA Requirements per Article 19, Section 15303, Class 3) Action: The Parks and Recreation Commission approved the installation of the “Little Free Library” book distribution structure at El Estero Park. On a motion by Commissioner Gorman, seconded by Commissioner Spangler and carried by the following vote, the Parks and Recreation Commission Approved the Installation of the “Little Free Library” Book Distribution Structure at El Estero Park: AYES: 6 COMMISSIONERS: Gibson, Gorman, McEwen, Panetta, Schmidt, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: McCarthy 4 Recommend that the City Council Amend Resolution 15-215 Revising the Master Fee Schedule to Adjust Veteran’s Memorial Park Campground Fees in the Parks and Recreation Department (Not a project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: The Parks and Recreation Commission recommends the City Council amend Resolution 15-215 revising the master fee schedule to adjust Veteran’s Memorial Park campground fees in the Parks and Recreation Department Assistant City Manager Rojanasathira stated the staff recommendation is to amend Resolution 15-215 to revise the master fee schedule and the Veteran’s Memorial Park fees. Increase will bring in more revenue and fees will be competitive with like facilities in the marketplace. Proposed increases as follows: $5 per night increase to camp sites (from $35 to $40); $1 increase for additional vehicle (from $9 to $10); $1 increase for overnight group youth site (from $7 to $8 per person); $1 increase to shower fee for non-campers (from $2 to $3); $10 per use for the dump station for non-campers (currently free); and a $5 per night RV surcharge. Resident Mike Dawson asked if the present fees cover the current costs? Assistant City Manager Rojanasathira said operational costs are covered but not all capital infrastructure that is needed for improvements. On a motion by Commissioner McEwen, seconded by Commissioner Gorman and carried by the following vote, the Parks and Recreation Commission Recommends the City Council Amend Resolution 15-215 Revising the Master Fee Schedule to Adjust Veteran’s Memorial Park Campground Fees in the Parks and Recreation Department: AYES: 6 COMMISSIONERS: Gibson, Gorman, McEwen, Panetta, Schmidt, Spangler NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: McCarthy 2  Parks and Recreation Commission Minutes 3/11/2020 5:30:00 PM 5 Review and Prioritize Parks and Recreation Related Submitted Neighborhood and Community Improvement Program (NCIP) Project Requests for Fiscal Year 2020-2021 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: The Parks and Recreation Commission reviewed and prioritized the Parks and Recreation related submitted Neighborhood and Community Improvement Program (NCIP) project requests for fiscal year 2020-2021. Interim Recreation and Community Services Manager Leon said without basing projects by cost or specifics, the goal for the Parks and Recreation Commission tonight is to prioritize the projects and decide which they would like to advocate for. Resident Mike Dawson requested two projects from NCIP for the Old Capitol Site. This should be a high priority as this area will be the gem of Monterey. Mark Thomas, on behalf of Pickleball, appreciates the support in trying to find a permanent home for Pickleball in this area. Steven Cry, President of Del Monte Grove/Laguna Grande Neighborhood Association, is concerned that the Old Capitol Site is causing funding and focus to be redirected from existing city parks. Respectively asked that the Laguna Grande Neighborhood not be forgotten. John Sovereign submitted the NCIP project request for a 6-court Pickleball facility and would appreciate the commission’s support. Commissioner Gorman would like to add projects DMG-3 (Laguna Grande Park Signage) and CW-36 (DMB Dunes Fence and Signage Repair) to the list of priorities. Tom Harty, Senior Engineer, said he and his team met with Commissioner McCarthy to discuss the possibilities of how to improve the congested area of the recreation trail. Would like to focus on potential solutions by hiring an outside consultant to do an in-depth study, with a lot of public outreach and community input. Commissioner McEwen said with the physical constraints, this needs to be approached scientifically to get a safe outcome and believes this should be a high priority. Commissioner Spangler inquired if CW-5 (Rec Trail Study) was worth pursuing as NCIP has not been favorable about approving funding for studies in the past. Commissioner Panetta would like to add COK-1 (Casanova Oak Knoll Park Play Structure) and CW-7 (El Estero Park Bike and Ped Path Design) to the list of priorities. Commissioner McEwen would like to advocate for CW-4 (Sports Center Pool Modernization) due to the high usage of the facility. Commissioner Gibson stated that saving money is a high priority for her so anything that reduces cost (lighting at Sollecito Ball Park [CW-25] and water at Jacks Park [CW-19]) should be a priority. Interim Recreation and Community Services Manager Leon stated correct signage, hand sanitizer and tissues are available at all of our facilities. Recruitment deadline for summer jobs will be extended due to low amount of applications received so far. Gearing up for Summer Registration and the Spring Egg Hunt on April 11. Director Larson is currently attending the CPRS conference. Will have a presentation at next month’s meeting from the Traffic Department regarding the recreation trail. Sports Center Manager Willer said they are gearing up for three weeks of Spring Break Sports Camp and currently have waitlists for the first two weeks. Teen Work Experience Camps are full for all three weeks. The gymnasium floor has been refinished and the studios are being repainted. Park Operations Manager Marcuzzo said the last phase of the cemetery irrigation project has been started. Finished the renovation of the Cannery Row Parking Garage and finished the sidewalk on the side of the Conference Center today. COMMISSIONER COMMENTS Commissioner Panetta thanked staff for the tour of the Old Capitol Site. Commissioner Gibson appreciates the proactivity and efforts of the City. Commissioner McEwen said it was fun to see the Old Capitol Site. Commissioner Gorman encouraged everyone to attend Cutting Day on Saturday, March 21. Commissioner Spangler thanked staff for the tour and stated how thankful she is to live in a city with so many beautiful outdoor spaces.
