CALL TO ORDER
Chair O’Neil called the meeting to order at 4:03 pm.
ROLL CALL
Commissioner Castagna was absent.
Chair O’Neil moved item 3 to the beginning of the agenda.
Chair Castagna arrived at 4:07 pm.
CONSENT ITEMS
On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski and carried by
the following vote, the Museums and Cultural Arts Commission approved the minutes:

Chair O’Neil opened public comments: no public comments.
INFORMATIONAL REPORTS & STAFF COMMENTS
2. Receive Museums and Cultural Arts Division Activity Report December 2020 (Not a project
under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed
Library & Museums Director Waite shared highlights from the activity report.
Chair O’Neil agreed to continue serving as Commission Chair through the end of the fiscal year
and Wojtkowski will transition to Commission Chair in July 2021.
Artifacts Specialist Leinginger reviewed activity report highlights. Wojtkowski commented his
appreciation for the current work in process creating an exhibit featuring the Buffalo Soldiers.
Sovereign commented that work had begun to highlight the Buffalo Soldiers for Monterey 250.
Commissioners requested to agendize a Monterey 250 discussion at the next MCAC meeting.
Commissioner Evans and Sovereign will serve on a Monterey 250 subcommittee.
PUBLIC APPEARANCE
3. Approve the Recommendation of the Public Arts Subcommittee for the Mike Marotta Sr.
Sculptural Tribute (Not a project under CEQA per Article 20, Section 15378 and under General
Rule Article 5, Section 15061)
Action: Discussed and approved recommendation
David Armanasco introduced attendees Chris Shake, Dan Albert Sr., and Steven Whyte. Mr.
Armanasco, Mr. Shake, and Mr. Albert advocated for approval of the proposed sculpture in
memory of Mike Marotta Sr. Artist Steven Whyte shared the approximate time to install would
be 5-6 months once fully approved and described how the sculpture would be secured.
Public comment was not received on this item.
On a motion by Commissioner Wojtkowski, seconded by Commissioner Castagna and carried
by the following vote, the Museums and Cultural Arts Commission approved the
recommendation of the Public Arts Subcommittee for the Mike Marotta Sr. Sculptural Tribute:

COMMISSIONER COMMENTS
Commissioner Peake will share the History Slam flyer with her students.
Wall is pleased about the ease of the proposed sculpture and asked the status of the sculpture
previously approved to be installed in front of the Monterey Police Department.
Sovereign suggested thanking the person responsible for the demolition of the stables.
Chair O’Neil applauded staff for their work. He commented the need for a way to share
information between commissions when subject matters overlap. He noted the Historic
Preservation Commission would likely consider items most closely related to MCAC.

COMMISSIONER COMMENTS
COMMISSIONERS may ask a question for clarification, make a brief announcement or
make a brief report on his or her activities. In addition, a Commissioner may provide a
referral to staff or other resources for factual information, request staff to report back to
the body at a subsequent meeting concerning any City matter, or direct staff to place a
