This meeting was held with a combination of in-person and teleconference attendance, pursuant
to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Council's
resolution authorizing teleconference attendance at public meetings.
CALL TO ORDER
Chair Evans called the meeting to order at 4:00 p.m.

On a motion by Commissioner Thomas, seconded by Commissioner O’Neil, and carried by the
following vote, the Museums and Cultural Arts Commission approved the minutes:

2. Receive Museums and Cultural Arts Division Activity Report (Not a project under CEQA per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)

Leininger reviewed August highlights. He reported recently visiting the California African
American Museum in Los Angeles to view their Buffalo Soldier Exhibit. Garibaldi added that
after receiving training from Leininger, she completed the weekly check at Colton Hall, the Jail,
Presidio of Monterey Museum, and the Vault.
Library & Museums Director Edwards stated this was his first official meeting with the
Commission and introduced himself. He expressed his excitement to be in the Director’s
position. In October, Edwards will begin a Museums Studies certificate program through the
University of Washington. He shared additional background information about his education,
work history, and grants that he submitted for the Library & Museums Department. He
expressed appreciation to Leininger and Copeland for their assistance in gathering information.

3. Discuss and Approve Strategic Plan Priorities for Fiscal Year 2022-2023 (Not a project under
CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed
Edwards reviewed the information in the Strategic Plan Priorities. The Commission discussed
the Strategic Plan Priorities and asked questions. They determined it would be best for the
subcommittee to meet with the new Library & Museums Director and then return to the next
Museums and Cultural Arts Commission meeting.
Chair Evans opened public comments. Public attendee John Sovereign encouraged the
Commission to include and promote public art in the Strategic Plan Priorities. He believes there
are many opportunities for community art.
4. Discuss Potential Long-term Loan of Western Flyer Model (Not a project under CEQA, per
Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received and discussed
Evans reported that the Western Flyer ship would soon be returning to Monterey. Edwards
reviewed the details of the model ship and location considerations. Commissioners discussed
various locations for displaying the model ship and noted that the library would be optimal due
to the accessibility and greater visibility. This item will be agendized at the next Board of Library
Trustees meeting.
There was no public comment.
COMMISSIONER COMMENTS
Thomas commented that he noticed the Bruce Ariss mural in Cannery Row is in terrible
condition. He recommended having the mural temporarily removed if it cannot be repaired.
O’Neil commented that it was nice to work with Director Edwards and welcomed him. He stated
that it was great to see Dennis Copeland at this meeting.
Sovereign commented on the necessity to find a better way to work with City staff. He was
happy to see Assistant City Manager Rojanasathira attend today’s MCAC meeting and hopes it
continues.

Evans commented on whether the Commission and the City or City Council should discuss the
function of the Commission. He asked for clarity about ad hoc committees.
Rojanasathira provided information about ad hoc subcommittees.

The next meeting will take place on October 6, 2022.

Seeing no further business to come before the Museums and Cultural Arts Commission, Chair
Evans adjourned the meeting at 4:55 p.m.
