MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, August 10, 2022 5:30 PM COUNCIL CHAMBER, 580 PACIFIC ST., AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Commissioners Present: Gibson, McEwen, Crampton, McCarthy, Ono, Schmidt Commissioners Absent: Spangler Staff Members Present: Parks and Recreation Director, Recreation Manager, Park Operations Manager, Sports Center Manager, Recreation Supervisor, Recreation Coordinator, NCIP Coordinator, Administrative Assistant CALL TO ORDER Chair Gibson called the meeting to order at 5:35p.m. ROLL CALL PRESENTATIONS 1 Introduction of New Commissioner Justin Ono (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given 2 Introduction of New Monterey Recreation Division Staff (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given 3 Presentation on the Status of the Parks and Recreation Department Operations for March 2022 through July 2022 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given Comments: Michael Lang inquired about the humidifier project at the Sports Center and why NCIP funds were used to support this and if there were any plans to pay the fund back. Sports Center Manager Willer responded and explained revenue and the NCIP process. Jean Rasch, Monterey Vista Neighborhood president thanked the staff for their efforts with the pickleball/tennis mediation at Via Paraiso Park. Commissioner Comments Commissioner Crampton complimented staff efforts and asked the benefits of bringing in consultants to the Monterey Sports Center. Director Larson stated the top benefits are space utilization, detailed financial analysis and staff levels. Chair Gibson asked who will decide the path forward for the Sports Center, Larson clarified it will be the City. Chair Gibson also inquired about the sports center survey and who it will be sent out to. Director Larson stated it will not only be sent to current Sports Center users but also the public. Commissioner McEwen shared that the consultants will benefit the Sports Center in identifying the community and facility needs. Commissioner McCarthy inquired if increased staffing would increase revenue. Director Larson confirmed it would. McCarthy also asked if the Sports Center offers lifeguard training courses. Staff confirmed they do offer those courses. McCarthy then asked about the repairs at Sollecito Ballpark and what needs to be done at that location. Manager Leon outlined the proposed projects. Commissioner Gibson asked about Campership fundraising and what the plans are to fundraise for that program. Manager Leon explained that staff is planning to reach out to organizations to increase fundraising efforts. CONSENT ITEMS Approval of Minutes 4 Wednesday, April 13, 2022 Action: Approved as submitted (6-0-1 Absent). Commissioner McEwen motioned Commissioner Crampton Second ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE 4 Receive Report on Commission Appointment Process and Select Chair and Vice Chair for FY2022-2023 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Selection of Chair and Vice Chair for July 1, 2022 through June 30, 2023 (6-0-1). Public Comments: None. On a motion by Commissioner McCarthy, seconded by Commissioner Gibson and carried by the following vote, the Parks and Recreation Commission approved the appointment of Ellen McEwen as Chair and Christian Schmidt as Vice Chair for July 1, 2022 through June 30, 2023: AYES: 6 COMMISSIONERS: Gibson, McEwen, Crampton, McCarthy, Ono, Schmidt NOES: 0 COMMISSIONERS: None. ABSENT: 1 COMMISSIONERS: Spangler Parks and Recreation Commission Meeting Minutes 8/10/2022 5:35:00 PM Parks and Recreation Commission Minutes 8/10/2022 5:30:00 PM 5 Review Park and Recreation Related Proposed Neighborhood and Community Improvement Program (NCIP) Projects for Fiscal Year 2022-2023 for Conformity to the Parks and Recreation Master Plan and Provide Direction to Staff to Advise City Council (See Project Specific Environmental Determination) NCIP Coordinator Harty presented and answered commissioner questions. Commissioner Comments: Commissioner Schmidt asked what happens to the projects that are not funded and if they roll over to the next year. Harty explained a project can be nominated again and a project can be nominated year round but the best process is to resubmit the nomination. Commissioner Crampton asked how thoroughly the City Council vets the projects. Harty explained the NCIP Committee is an advisory committee so the Council typically relies on their recommendation. Commissioner McCarthy recommended that the Via Paraiso court renovation to be funded and explained that if it does not get funded then there should be discussion on how to get funding. Public Comments: Jay Zwagerman spoke as the Pickle ball advisor and explained that if the project doesn’t get funded then they do not have additional funding. John Sovereign echoed the comments of the commissioners and Jay Zwagerman. Michael Lange, current President of Monterey Pickle Ball Club, explained that the club was not involved in the mediation process. Lange stated the purpose of mediation was to increase the number of courts due to the growing number of Pickle ball players in the City. Lange also shared he would like to move forward in getting more courts established in the City of Monterey and inquired about the Ryan Ranch project since there is limited court space on the Peninsula. Rick Heuer, chairman of the NCIP, commented to clarify a couple of things and explained that this year there was a large number of projects as well as previously funded projects that were then put back into the project list. Heuer also commented that the Council reviews the projects and gives the ultimate approval. Jean Rasch, President of Monterey Vista Neighborhood, Vice Chair of NCIP. Rasch explained the solution to the mediation was not proposed to NCIP so she is hopeful that the staff will find a way to fund the project at Via Paraiso Park. . Parks and Recreation Commission Meeting Minutes 8/10/2022 5:35:00 PM Parks and Recreation Commission Minutes 8/10/2022 5:30:00 PM On a motion by Commissioner Crampton, seconded by Commissioner McCarthy and carried by the following vote, the Parks and Recreation Commission voted the Park and Recreation Related Proposed Neighborhood and Community Improvement Program (NCIP) Projects for Fiscal Year 2022-2023 conform to the Parks and Recreation Master Plan: AYES: 6 COMMISSIONERS: Gibson, McEwen, Crampton, McCarthy, Ono, Schmidt NOES: 0 COMMISSIONERS: None. ABSTAIN: 0 COMMISSIONERS: None. ABSENT: 1 COMMISSIONERS: Spangler INFORMATIONAL REPORTS & STAFF COMMENTS Director Larson expressed her disappointment that the Via Paraiso project is not being funded by NCIP, but said staff will continue to advocate for the project. Larson also thanked the commission and staff for their support. Sports Center Manger Willer recognized the Sports Center full time and part time staff for their dedication. Willer also thanked members and guests for their patience and support. Recreation Manager Leon thanked Louie Marcuzzo and the Parks staff for all their support and assistance with summer programming. Leon also thanked the Recreation staff for their hard work over the summer. Parks Director Marcuzzo thanked Leon for her recognition of staff and encouraged Commissioner to visit Parks and check out the landscaping. Marcuzzo also clarified that city grass appears to be neglected but the reason for that is staff is following drought guidelines and watering less. COMMISSIONER COMMENTS Commissioner Crampton thanked Chair Gibson for her service. Commissioner McEwen echoed Crampton’s comments and thanked staff for all they do. Chair Gibson also recognized the staff and thanked them and complimented Camp Quien Sabe and stated she is interested in exploring fundraising efforts for the Campership Program. Commissioner Ono explained how impressed he was with the staff with the services they provided. Commissioner McCarthy thanked Chair Gibson for her service and complimented Recreation staff and thanked them for their hard work. Commisioner Schmidt welcomed Commissioner Ono and the new Administrative Assistant to the team. Schmidt also recognized the work of the Parks division and the community interest in Pickleball.
