MUSEUMS AND CULTURAL ARTS COMMISSION REGULAR MINUTES Thursday, August 1, 2024 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET MONTEREY, CALIFORNIA Commissioners present: Chamption, Evans*, Kimzey, Sovereign, O’Neil, Thomas, Wojtkowski Commissioner Absent: None Staff Present: Library & Museums Director, Assistant, Artifacts Specialist, Retired Annuitant *Attended remotely per justification under AB 2449 CALL TO ORDER Chair Thomas called the meeting to order at 4:04 pm. ROLL CALL CONSENT AGENDA On a motion by Commissioner Sovereign, seconded by Commissioner Kimzey, and carried by the following vote, the Museums and Cultural Arts Commission approved the consent agenda: AYES: 7 COMMISSIONERS: Champion, Evans, Kimzey, O’Neil, Sovereign, Thomas, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 0 COMMISSIONERS: NONE ABSTAIN: 0 COMMISSIONERS: NONE RECUSED: 0 COMMISSIONERS: NONE There was no public comment on the matter. Approval of Minutes 1. May 9, 2024 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved ***End of Consent Agenda*** GENERAL PUBLIC COMMENTS Chair Thomas opened public comments: there were no public comments. PUBLIC APPEARANCE 2. Receive Library and Museums Director Activity Report (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received and discussed There was no public comment on the matter. 3. Approve Receipt of Grant Funding (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved and recommended to Council Museums and Cultural Arts Commission Minutes 8/1/2024 4:00:00 PM On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans, and carried by the following vote, the Museums and Cultural Arts Commission approved the use of grant funds for the Colton Hall Museum and Old Jail, and made the recommendation that City Council appropriate the funds accordingly: AYES: 7 COMMISSIONERS: Champion, Evans, Kimzey, O’Neil, Sovereign, Thomas Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 0 COMMISSIONERS: NONE A ABSTAIN: 0 COMMISSIONERS: NONE RECUSED: 0 COMMISSIONERS: NONE There was no public comment on the matter. 4. Confirm Annual Appointments for Chair and Vice Chair for Fiscal Year 2025 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Confirmed Commissioner Sovereign accepted the role of Chair, and Commissioner Kimzey accepted the role of Vice Chair. There was no public comment on the matter. INFORMATIONAL REPORTS & STAFF COMMENTS Edwards briefly announced a TV series being filmed at our historical sites. He expressed appreciation for Commissioner Thomas’ service as Chair for the past year. COMMISSIONER COMMENTS Wojtkowski asked Edwards to confirm when the Lower Presidio Historic Park report will be presented to the City Council. Sovereign stated he is looking forward to next year. Kimzey commented that she is glad the Colton Hall seating is being addressed Evans thanked staff for assistance preparing for today’s meeting. Thomas wished Commissioner Evans a speedy recovery and welcomed Commissioner Champion to the esteemed Commission. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Museums and Cultural Arts Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Museums and Cultural Arts Commission. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Committee’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker.
