MINUTES PARKS AND RECREATION COMMISSION MEETING CITY OF MONTEREY Wednesday, June 12, 2024 5:30 PM COUNCIL CHAMBER, 580 PACIFIC ST. MONTEREY, CALIFORNIA Commissioners Present: Schmidt, Crampton, McEwen, Ono, Sanders Commissioners Absent: Buaya, Spangler Staff Members Present: Parks and Recreation Director, Recreation Manager, Recreation Supervisor, Administrative Assistant CALL TO ORDER Chair Schmidt called the meeting to order at 5:37 p.m. ROLL CALL PRESENTATIONS 1 Presentation on the Status of the Parks and Recreation Department Operations for April 2024 and May 2024 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presentation given Public Comments: None CONSENT ITEMS Approval of Minutes 2 Wednesday, April 10, 2024 Action: Approved as submitted (5-0-2 Absent). Commissioner Crampton motioned Commissioner Ono Second ***End of Consent Agenda*** PUBLIC COMMENTS Peter Berridge, Mike McGirr, Kevin Tatsugawa, Lee Whitney, Barbara Wind, and Taylor Merritt all provided public comments regarding the Old Capitol Site Park Plan. PUBLIC APPEARANCE Parks and Recreation Commission Minutes 06/12/2024 5:30:00 PM 3 Receive Report on Commission Appointment Process and Select Chair and Vice Chair for FY2024-2025 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved the Selection of Chair and Vice Chair for the Parks and Recreation Commission (5-0-2). Public Comments: None On a motion by Commissioner McEwen, seconded by Chair Schmidt and carried by the following vote, the Parks and Recreation Commission approved the selection of Chair (Cyd Crampton) and Vice Chair (Justin Ono) to serve a one-year term effective July 1, 2024 - June 30, 2025. AYES: 5 COMMISSIONERS: Schmidt, Crampton, McEwen, Ono, Sanders NOES: 0 COMMISSIONERS: None ABSENT: 2 COMMISSIONERS: Buaya, Spangler INFORMATIONAL REPORTS & STAFF COMMENTS Parks and Recreation Director Larson thanked the Commission for their service and mentioned how excited the Department is for the busiest summer yet in terms of programming and meetings for the Old Capitol Site Park Plan. Recreation Manager Leon discussed the closing of the Old Capitol Site survey results, mentioning that the proposed plan and results will be reviewed during the next meeting. Manager Leon stated that there will be a presentation on the environmental aspects, as well as community and Commission input for the space. Additionally, Manager Leon was excited to announce that there will be an outreach for the annual visit to Camp Quien Sabe for the Commissioners and City Council. COMMISSIONER COMMENTS Vice Chair Crampton thanked Director Larson and Manager Leon for the wonderful presentation on the status of the Department. She asked about the growing senior population statistics and how to address their needs in the community. Lastly, she inquired about the Via Paraiso basketball court project and if there was a timeline to start. Commissioner Sanders inquired about the timeline for public participation and community input regarding the Old Capitol Site Park Plan. Commissioner Ono inquired about the environmental aspects of the Old Capitol Site. Commissioner McEwen thanked the Department for their ongoing support, highlighting the significant impact the entire Department makes not only on herself but on the entire community. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Parks and Recreation Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Parks and Recreation Commission. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Committee’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker.
