MINUTES MUSEUMS AND CULTURAL ARTS COMMISSION 10/02/2025 4:00 PM COUNCIL CHAMBER, 580 PACIFIC STREET MONTEREY, CALIFORNIA Commissioners present: Kimzey, O’Neil, Evans, Wojtkowski Commissioner Absent: None Staff Present: Library & Museums Director, Artifacts Specialist, Recording Secretary CALL TO ORDER Chair Kimzey called the meeting to order at 4:00 p.m. ROLL CALL Recording Secretary Cleary called the roll with the Commission present as indicated above. CONSENT AGENDA Approval of Minutes 1. August 7, 2025 (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Approved as submitted Public comment was not received. On a motion by Commissioner Evans, seconded by Commissioner O’Neil, and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes as submitted: AYES: 3 COMMISSIONERS: Kimzey, O’Neil, Evans NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 1 COMMISSIONERS: Wojtkowski RECUSED: 0 COMMISSIONERS: None ***End of Consent Agenda*** GENERAL PUBLIC COMMENTS Chair Kimzey opened public comments: there were no public comments. Chair Kimzey asked Commissioner Evans if there is an update on the Colton Hall repairs. Library and Museums Director Edwards described the approval process and timeline for potential Neighborhood and Community Improvement Projects (NCIP). Chair Kimzey requested an update regarding the new Board and Commission Member selection process. Director Edwards stated that applications are open and explained how to find them. Museums and Cultural Arts Commission Minutes 10/2/2025 4:00:00 PM INFORMATIONAL REPORTS & STAFF COMMENTS 2. Receive Update on Colton Hall Music Series and Programs (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Update Director Edwards presented the Agenda Report and answered Commissioner questions, discussing details regarding scheduling, staffing, occupancy limits, donations, and other event logistics with the Commission. Public comment was not received. 3. Receive Library and Museums Director Activity Report (Not a project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Report Director Edwards presented the Agenda Report and answered Commissioner questions. Topics discussed included: a grant awarded for moisture control equipment, status and goals for the De Anza Map replacement replica, Staff experience speaking at the American Planning Association conference, Library and Museums events and exhibits, including funding and fee structures, City Staffing and budget, and details regarding upcoming events. Public comment was not received. COMMISSIONER COMMENTS The Commission praised Director Edwards and Staff, proclaiming they are impressed with the work and progress made, and encouraging the good work and heavy focus on public events. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Museums and Cultural Arts Commission meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Museums and Cultural Arts Commission. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Committee’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker.
