Larry Conte Staff Present: Tom Reeves, Doug Stafford, Andrea Renny, Sharon Rodrigues, Kim Allen APPROVAL OF MINUTES 1. March 31, 2011 Mr. Reeves confirmed that all Representatives had received and reviewed the draft March 31, 2011 NIP minutes. Sharon Dwight asked to make minor clarifications to Item #7 projects AO-01, FF-05, GW-03, GW-04, MV-09, MV-17, and MV-35. Mr. Reeves asked for minor spelling corrections. The Committee concurred. Sharon Dwight made a motion to approve the March 31, 2011 minutes as amended. Hansen Reed seconded the motion. The motion was approved by all fourteen Representatives. PUBLIC COMMENTS Mr. Reeves opened Public Comments. Tom Rowley, Fisherman’s Flats NIP Alternate, asked the Committee if anyone would co-sponsor CW-77 NIP Infrastructure Repair Program, the NIP Committee Final Minutes April 7, 2011 1 project he submitted to create NIRP. Having no further requests to speak, Mr. Reeves closed Public Comments. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Purpose of Meeting Mr. Reeves explained that the purpose of the second project review meeting was to view the videos of each project and discuss the project scope for New Monterey through Citywide. He stated that the videos would be posted on Monterey’s website. 3. Reminder that Van Tour Projects Due to Tom Reeves, Engineering Office Mr. Reeves asked that the Committee advise him of projects that they wanted to add to the van tour field trip by 5:00 p.m. Friday, April 8. NIP INFORMATIONAL REPORTS 4. NIP Spokesperson’s Report NIP Spokesperson Rick Heuer said he had nothing to report. NIP Alternate Spokesperson Sharon Dwight reported that she attended the March 17 Parks and Recreation Commission meeting. PUBLIC APPEARANCE 5. Discussion of Project Changes and Estimates from March 31 meeting Mr. Reeves reported that he had no definitive information on when a joint Council and NIP meeting would be scheduled. He and the Committee reviewed the project changes and estimates from the March 31 meeting for Aguajito Oaks through Monterey Vista neighborhoods. (Projects listed in italics are those that have been modified or pulled from the active list.) Del Monte Grove – Laguna Grande DMG-03 English Radar Speed Signs – Staff confirmed that the revised scope will be $40,000. Downtown DT-04 Griffin Plaza Security Lighting – Mr. Reeves said he had contacted one of the property owners and Rick Heuer said the Committee will need to know if the property owners will be contributing a portion of the funding for the project prior to voting night. Fisherman’s Flats FF-03 Foothill School Sidewalk – Hansen Reed said the length of sidewalk is approximately 113 yards. FF-04 Monterey Woods Traffic Mirror – Staff to provide estimate. FF-05 Fisherman's Flats Sidewalk/ Curb/Gutter Repair Ph II – Staff distributed a detailed list of repairs to the Committee. Monterey Vista MV-02 Via Buena Vista Sewer Replacement – Staff distributed a detailed list of repairs to the Committee. MV-03 Martin Street Repair – Mr. Jannasch said he was still unable to contact the submitter to confirm that the repairs are adequate. MV-09 Mar Vista Dr btwn Soledad/Via Gayuba Repaving/Curb Repair – Mr. Reeves explained that the project needed to be done at one time, rather than in phases... MV-26 32 Sierra Vista Street/Gutter Maintenance – Mr. Reeves stated that the estimate NIP Committee Final Minutes April 7, 2011 2  is $15,000. MV-36 Lomita Street/Curb Repair – Mr. Reeves will do further research on the scope and estimate. 6. Project Review (New Monterey – Citywide Neighborhoods Mr. Reeves presented the videos of the projects beginning with the New Monterey neighborhood and answered the Committee’s questions. Mr. Reeves invited the public to speak to the individual projects. (Projects listed in italics are those that have been modified or pulled from the active list.) New Monterey NM-13 Cypress Park Tennis Court Resurfacing – Refer to Parks NM-17 Hoffman Walkway – Mr. Reeves confirmed that the scope will be for repairs, not replacement, with an estimate of $10,000. Change title to read Hoffman Walkway Repair. NM-20 Lighthouse EIR & Preliminary Engineering – Bob Evans, New Monterey Alternate, spoke to the need for the project, adding that Lighthouse Avenue has more daily traffic than Hwy 68. NM-21 Lottie 800 Retaining – Mr. Reeves confirmed that the scope will be for the driveway only and that he does not have an estimate yet. NM-25 Hawthorne/POM Pedestrian & Bike Access – The Committee asked staff to verify the scope of the project, as there are two proposed variations of the location of the access ramp. NM-26 Cannery Row Rec Trail Crossings Ph I – Mr. Reeves confirmed that Cannery Row Business Association will pay for the design. Carol Lieberman spoke in favor of the project. NM-29 Sloat Monument Repair/Restoration – Tom Rowley, NIP Alternate, said other groups were also having fund raising drives for the project. NM-33 Cypress Park ADA Access to Tot Lot – Mr. Reeves confirmed that the estimate is $5,000. NM-34 Hilltop Park Replace Sand in Tot Lots with Wood Fiber – Mr. Reeves confirmed that the estimate is $12,000. Oak Grove OG-02 Sloat Ave/5th St Lighted Crosswalk Warning – Staff advised that Traffic revised the scope to install curb extensions and move the crosswalk to the other side along with improved lighting. OG-04 1187 5th St Relocate Utility Pole in Driveway – Staff confirmed that the pole has to remain and that there is no workable solution. OG-07 Park Ave/Ocean Ave Traffic Calming Element – Staff to provide copy of project form. Old Town OT-01 Van Buren 300 Blk Eliminate Water on Street – Mr. Reeves and April Harrison identified the project location as the 200 block of Van Buren. Change title to read Van Buren 200 Blk Eliminate Water on Street. OT-02 Franklin Crosswalk Alert – Staff to verify if a V-Calm sign would be an option. OT-03 Johnson 800 Blk Stormdrain – Staff to verify linear feet and revise estimate if necessary. OT-04 Monroe St 200 Blk Gutter – Staff to confirm the scope of the project. Olivia Morgan, Aguajito Oaks, left the meeting at 9:00 p.m. NIP Committee Final Minutes April 7, 2011 3 OT-05 Franklin Resurfacing Pacific to Presidio – Staff to explore changing the scope to resurface only the block in the worst condition. OT-06 Old Town Underground Utilities – April Harrison stated the submitter understood the situation but did not choose to withdraw the project. OT-10, OT-11 and OT-12 Tree Planting requests. Colleen Sullivan, Old Town resident, stated she is the keeper of a master list of all the approved projects for tree planting in Old Town and that when tree projects are released from hold, the oldest projects will be taken care of first. OT-15 Larkin St 400 Blk Sidewalk Repair – Mr. Reeves determined that the problem was not caused by a City tree, so the project is not valid. OT-18 Van Buren/Franklin Curb Ramp/Curb Cut Ph V – Staff to verify if a revised estimate is needed. Mike Mascarello, Old Town resident, spoke in favor of the project. OT-20 Hwy 68/Presidio Gate Study – Mike Mascarello, Old Town resident, spoke in support of the project, adding that anything that would help alleviate traffic on Franklin would benefit the neighborhood. Colleen Sullivan and Mary Ann Finocchi both spoke in favor of the project and along with Sharon Dwight, confirmed that there is support from the Army, Pacific Grove, New Monterey Area Plan and Old town Area Plan. Skyline Forest SF-04 Forest Knoll Rd/Skyline Dr Streetlight – Staff confirmed that a street light exists, refer to Streets for maintenance. SF-06 Shepherds Pl Repaving – Sharon Dwight asked about the status of the City Road Maintenance Program. Mr. Reeves said that the City is actively working at creating a functional road maintenance program. He said that the City receives funding from the gas tax and the construction truck impact fee, but these funds are not adequate to maintain the city’s road infrastructure. He confirmed that street resurfacing is coordinated with the rehabilitation of sewers whenever possible. SF-07 Holman Hwy/Skyline Forest Traffic Signal Study – Staff to verify if any other entities will be conducting a study. SF-08 Forest Ridge Sidewalk Repair – Staff will meet with Representative to further assess the project scope. Villa Del Monte VDM-01 Hwy 1 Soundwall Palo Verde/Casa Verde – Mr. Reeves said that the City Traffic Engineer has made the determination that plant material is not an effective sound attenuation. VDM-02 Casa Verde 400 Blk Improve Streetlighting – Referred to Maintenance for tree trimming. VDM-03 Del Robles Install Sidewalk – The Committee asked if the apartment complex would pay for half of the cost. VDM-09 Ramona Ave Traffic Calming – The Committee asked staff to provide clarification of scope and estimate for the next meeting. VDM-10 Ramona Ave/Neighborhood Sidewalk Repair – The Committee asked for verification of how many properties would be part of the project. VDM-11 Casa Verde Sidewalk Repair – The Committee asked staff to verify what the estimate is for. VDM-12 Montecito Ave Traffic Calming – Revise scope to a V-Calm sign, with estimate of $20,000. Change title to read Montecito V-Calm Sign NIP Committee Final Minutes April 7, 2011 4 VDM-13 Montecito/Dela Vina Add Parking Spaces – Referred to Traffic. Citywide CW-03 Aguajito Sidewalk Mark Thomas to Allan – The Committee asked staff to confirm what the estimate is for. CW-09 Monterey Library Parking Lot Expansion – The Committee asked staff to confirm what the two estimates are for, and find out if there are Library trust funds available. CW-10 York/Hwy 68 Park – Sharon Dwight reported that the Parks and Recreation Commission does not support the project because they determined that the project is not in their Park Master Plan. Larry Conte left the meeting at approximately10:30 p.m. CW-12 Josselyn Cyn Rd Install Sidewalks – Janine Robinette said the project does not affect Deer Flats, but the section of road is dangerous for pedestrians, and questioned if there was enough space to install a sidewalk there. Hanson Reed said that the residents on Josselyn Canyon Road do not support the project. Tom Rowley, Fisherman’s Flats Alternate, said a project supported by both Deer Flats and Fisherman’s Flats had been approved for sidewalks and walkways on Josselyn Canyon Road in the past, but Council deappropriated the project due to the objections of the residents on Josselyn Canyon Road. CW-18 Bike Rack Installation – Staff to confirm the number and location of bike rack installations in the Bicycle Master Plan. CW-19 Colton Hall Re-Pointing – Mr. Reeves advised that Dennis Copeland will be withdrawing the project and applying for grant funding instead. CW-27 Franklin/Tyler Signal Upgrade – Mr. Reeves confirmed that the revised estimate is for $150,000. CW-28 City Emergency Power Hookup – The Committee asked for the number of sites and the cost for each site. CW-30 National Historic Landmark District Update/Analysis – Mr. Reeves confirmed that the project is for design guidelines. Sharon Dwight asked if the project is for planning documents or for an actual capital project, and said that NIP would not be able to fund a project for planning documents. CW-33 Del Monte/Pacific Intersection Safety Improvement – Ms. Renny confirmed that the estimate is for Highway Safety Improvement Program grant matching funds. CW-35 Adams/Anthony One Way/Angle Parking & Figueroa Angle Parking Study – Sharon Dwight asked if this project is part of the Downtown element of the Citywide Transportation and Parking Study. CW-37 Olmsted Left Turn Signal onto Hwy 68 – Ms. Renny advised that the Traffic Division believes changes are not warranted because of the low volume at this Caltrans intersection. CW-44 Dredging Washerwoman's Pond/Lagunita Mirada – The Committee asked staff to determine which pond is in worse shape, and explore phasing the project. Rick Heuer asked for confirmation on how critical the dredging is and how many years between dredging. CW-45 Fire Station #3 Replace Emergency Water Tank – Mr. Reeves advised that the tank has been installed, but still needs to be anchored at an estimated project cost of $5,000. CW-46 City CMP/ F Rated Storm Drain Pipe Rehabilitation – The Committee asked staff to break the project into phases. CW-73 Monterey Sports Center Replace Locker Room Floors – The Committee asked NIP Committee Final Minutes April 7, 2011 5  staff to confirm when past repairs to the locker room were completed and what they consisted of. CW-77 NIP Infrastructure Repair Program (NIRP) – Tom Rowley withdrew the project since no other committee members would cosponsor the project with him. COMMITTEE MEMBERS COMMENTS Janine Robinette (Deer Flats) had no comment. Carol Lieberman (Skyline Ridge) said that the April 18 meeting falls on Passover and suggested that the City consider religious holidays when scheduling meetings. Hansen Reed (Fisherman’s Flats) had no comment. April Harrison (Old Town) had no comment. Dennis Duke (Skyline Forest) had no comment. Tom DiMaggio (Oak Grove) had no comment. Sharon Dwight (New Monterey) reported that Frank Tanaka is recovering from his stroke and that he will be pleased with Council’s awarding the contract for the Spenser 600 Widening project, which he actively supported. Hans Jannasch (Monterey Vista) had no comment. Merrily Alley (Del Monte Grove-Laguna Grande) had no comment. Jayme Fields (Del Monte Beach) had no comment. Mike Brassfield (Casanova Oak Knoll) had no comment. Rick Heuer (Alta Mesa) had no comment. NEXT MEETING Mr. Reeves stated that the next meeting on Wednesday, April 13, 2011 will start with the NIP Committee Van Tour at 3:00 p.m. He reminded everyone to submit projects for the tour no later than 5:00 pm tomorrow.
