Having no requests to speak, Mr. Reeves closed Public Comments. INFORMATIONAL REPORTS & STAFF COMMENTS 1. Purpose and Process of Follow-up Meeting Mr. Reeves explained that the purpose of the meeting was to hear public comment on the NIP project proposals for Aguajito Oaks through New Monterey neighborhoods and gave a recap of the van tour items. NIP INFORMATIONAL REPORTS 2. NIP Spokesperson’s Report NIP Spokesperson Rick Heuer said he attended the April 11 Mayor’s Meeting and gave a NIP Committee Final Minutes April 13, 2011 1  brief update on the budget issues. PUBLIC APPEARANCE 3. Follow-up to April 7, 2011 NIP Meeting Mr. Reeves advised the Committee on updates from the April 7 meeting. (Projects listed in italics are those that have been modified or pulled from the active list.) NM-16 Jessie 800 Blk Drainage Improvements – Mr. Reeves confirmed that the estimate is for $24,000. NM-17 Hoffman Walkway Repair – Mr. Reeves confirmed that the project is for stabilized granite with the estimate changed to $15,000. OT-02 Franklin Crosswalk Alert – Mr. Reeves confirmed the project was referred to Traffic. OT-04 Monroe St 200 Blk Gutter – Mr. Reeves said the project scope was revised to a study. SF-07 Holman Hwy/Skyline Forest Traffic Signal Study – Mr. Reeves confirmed that there is no funding available from the Pebble Beach Company for the project. VDM-09 Ramona Ave Traffic Calming – Mr. Reeves confirmed that that the scope is for a V-Calm sign along with some striping which brings the estimate to $30,000. Change title to read Ramona V-Calm Sign. VDM-13 Montecito/Dela Vina Add Parking Spaces – Mr. Reeves confirmed that the project was referred to Traffic. CW-09 Monterey Library Parking Lot Expansion – Mr. Reeves confirmed that the estimate is for $400,000 and advised the Committee that the Library Director would be taking the item to the Library Board. CW-18 Bike Rack Installation – Mr. Reeves confirmed that there would be ten locations at $2,500 each to include 2-4 at Wharf #1 and the rest in the Downtown/Alvarado area. CW-28 City Emergency Power Hookup – Mr. Ruccello said that the scope is for three locations including the Library, the Sports Center, and either the Youth Center or Scholze Park to be determined by the Fire Chief. CW-44 Dredging Washerwoman's Pond/Lagunita Mirada – The Committee requested that the project be split into two projects as follows: CW-44A Dredging Lagunita Mirada at $150,000. CW-44B Dredging Washerwoman‘s Pond at $100,000. CW-45 Fire Station #3 Replace Emergency Water Tank – Richard Ruccello asked that the estimate be revised to include plumbing, along with anchoring the water tank. CW-46 City CMP/ F Rated Storm Drain Pipe Rehabilitation – Mr. Reeves confirmed that the project is for the worst of the F rated pipes, not all of the F rated pipes. 4. Van Tour Follow-up Meeting to Discuss Specific Projects in Alta Mesa – New Monterey Neighborhoods and Take Public Input The Committee discussed the projects they viewed on the van tour, then requested that Public Comments be opened for those waiting to speak to projects from Alta Mesa through New Monterey neighborhoods. Representatives then discussed their projects in Alta Mesa through New Monterey, and advised the Committee of their project priorities. Mr. Reeves opened Public Comments. Myrna Meyer, a resident in New Monterey, spoke in support of NM-19 Lottie 700 Blk Drainage West Side, saying that oil and other substances end up leaking into the water that drains to the bay. James Bryant, President of Old Monterey Business Association, spoke in support of DT-04 Griffin Plaza Security Lighting. NIP Committee Final Minutes April 13, 2011 2 Seeing no further requests to speak Mr. Reeves closed Public Comments. Aguajito Oaks Abby Foss stated that her neighborhood priority would be: Priority #1 AO-03 Aguajito Oaks Refurbish Streetlights. Alta Mesa Rick Heuer stated that his neighborhood priority would be: Priority #1 AM-05 Don Dahvee Greenbelt Fuel Reduction Ph IV. Casanova-Oak Knoll Richard Ruccello stated that all the projects proposed for his neighborhood were impractical. COK-06 CONA Park Security Lights – Mr. Ruccello said that as the submitter he would only support an estimate of $1,000 for the project. Del Monte Beach Jayme Fields stated that her neighborhood priorities would be determined by her neighborhood this weekend, but would include the following priority: Priority #1 DMB-04 Casa Verde Rec Trail Crossing The Committee discussed DMB-05 Beach/Dunecrest Slow Traffic Device. Rich Heuer suggested using some of the funds from the past project, Surf Way Chicanes & Realignment, towards a traffic study. After discussion, Sharon Dwight suggested changing the title to DMB Traffic Circulation Study, retaining the existing project funds for the study and to implement construction later. The Committee discussed the challenge of reviewing new projects for the same types of scope of the many projects placed on hold in 2009. Richard Ruccello said it was time to release some of the NIP project funds currently on hold and asked to agendize a recommendation to Council regarding the NIP projects still on hold. Merrily Alley said that keeping the previously approved NIP projects on hold is a waste of the money voters set aside for their neighborhoods. Richard Ruccello made a motion to agendize an item for the April 18, 2011 NIP meeting for the NIP Committee to make a recommendation to Council regarding the NIP projects currently on hold. Rick Heuer seconded the motion. The motion was approved by all fourteen Representatives. Staff determined that a revised April 18, 2011 NIP meeting agenda would be distributed to the Committee by email. Del Monte Grove – Laguna Grande Merrily Alley stated that her neighborhood priorities were as follows: Priority #1 DMG-01 Del Monte Grove Neighborhood Entry Sign Priority #2 DMG-03 English Two Radar Speed Signs Priority #3 DMG-05 Laguna Grande Park Replace Walkway Fisherman’s Flats Hansen Reed stated that his neighborhood priorities were as follows: Priority #1 FF-02 Fisherman’s Flats Fuel Reduction – Mr. Reed stated that he will be asking for a higher estimate than $5,000 for this project. Priority #2 FF-04 Monterey Woods Traffic Mirror Priority #3 FF-05 Fisherman's Flats Sidewalk/ Curb/Gutter Repair Ph II NIP Committee Final Minutes April 13, 2011 3  Monterey Vista Hans Jannasch stated that his neighborhood priorities were as follows: Priority #1 MV-32 Mar Vista/Via Gayuba Traffic Speed Control, which has high support Priority #2 MV-10 Via Gayuba Sidewalk Priority #3 MV-16 Via Chiquita Drainage MV-29 Martin Traffic Calming – Mr. Jannasch stated that he will do more research with the Traffic Engineer regarding the project. MV-37 Soledad/Mar Vista Connect Storm Drain Pipe – Mr. Jannasch said that he has low neighborhood support for the project, but Mr. Reeves explained the critical nature of the necessary repairs. MV-15 Linda Vista Erosion Control – Mr. Reeves stated that the project needs a revised scope and estimate. New Monterey Mr. Reeves opened Public Comments for New Monterey items. Craig Zanetta, Oak Street resident, spoke in favor of NM-08 Oak 500 Widening and said that garbage and fire trucks are unable to get through due to all the cars and trucks parked along the street blocking the traffic flow. Cesare Paci, project submitter, also spoke in favor of the project and added that visitors to the park often do not know where to park. Sharon Dwight stated that her neighborhood priorities were as follows Priority #1 NM-02 Dickman/Jessie/Lottie Drainage – Ms. Dwight said the NM-02 Dickman/Belden Drainage was combined with NM-16 Jessie 800 Blk Drainage Improvements and NM-19 Lottie St 700 Blk Drainage West Side with a total estimate for the combined project of $147,000 Priority #2 NM-20 Lighthouse EIR/Prelim Engineering Priority #3 NM-29 Sloat Monument Repair/Restoration Priority #4 NM-22 Scholze Park Frontage Improvements Ph I for $75,000 Priority #5 NM-12 Taylor 600 Walkway/Berm Priority #6 NM-26 Cannery Row Rec Trail Crossings Ph I Ms. Dwight said the New Monterey base would be used to fully fund the following projects: NM-23 Scholze Park Ctr Security Lighting NM-27 New Monterey Trip Hazards NM-33 Cypress Park ADA Access to Tot Lot NM-34 Hilltop Park Replace Sand in Tot Lot with Wood Fiber The Committee asked staff to provide an updated project list at the April 18, 2011 meeting. COMMITTEE MEMBERS COMMENTS Richard Ruccello (Casanova Oak Knoll) said he strongly believes that the budget priority should include identifying where the money is being spent, and said he plans on being very vocal about requesting an answer. Rick Heuer (Alta Mesa) had no comment. Dennis Duke (Skyline Forest) had no comment. Janine Robinette (Deer Flats) had no comment. NIP Committee Final Minutes April 13, 2011 4 Carol Lieberman (Skyline Ridge) had no comment. Jayme Fields (Del Monte Beach) had no comment. Tom DiMaggio (Oak Grove) had no comment. Sharon Dwight (New Monterey) said she left out one item in her report on New Monterey, which is that the estimate for NM-25 Hawthorne/POM Ped/Bike Access would be $60,000 instead of $125,000. She said the van tour is very valuable in determining the extent of the scope and estimate of projects. Hans Jannasch (Monterey Vista) had no comment. April Harrison (Old Town) had no comment. Merrily Alley (Del Monte Grove-Laguna Grande) had no comment. Larry Conte (Villa Del Monte) had no comment. Hansen Reed (Fisherman’s Flats) said that he agrees with Richard that it is difficult to vote on new projects that are for the same type of scope as the projects already on hold. Abby Foss (Aguajito Oaks) had no comment.
