APPROVAL OF MINUTES 1. None. PUBLIC COMMENTS Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Purpose of Meeting Mr. Reeves gave an overview of the purpose of the project review meeting. He asked the Committee to accept the Project Closeout List that was handed out, and the Committee accepted the list.  Neighborhood Improvement Program Committee Minutes Thursday, March 29, 2012 3. Van Tour Projects Due to Tom Reeves, Engineering Office Mr. Reeves reminded the Committee to submit the projects they wish to visit on the April 10 van tour no later than April 5. 4. Jacks Park Power Panel Replacement Project Update Principal Engineer McMinn gave an update on the Jacks Park Power Panel Replacement project and answered Committee member questions. Mr. McMInn stated that PG&E is requiring engineering documents for the transformer before proceeding with the project. NIP INFORMATIONAL REPORTS 5. NIP Spokesperson Reports Alternate Spokesperson Sharon Dwight reported that she attended the Parks and Recreation Commission meeting on March 15 and said she would advise the Commission’s support for park and park related projects as they are discussed. PUBLIC APPEARANCE 6. Recommend Hilltop Center Water Tank Project Additional Funding (34n0732) - New Monterey Mr. Reeves explained the proposed fencing, confirmed that Parks and Recreation Commission and Architectural Review Committee had reviewed the project, and answered Committee member questions. Richard Ruccello made a motion to recommend to Council to approve additional funding of $16,095 from the NIP Contingency Fund for Hilltop Center Water Tank Project. Hank Smith seconded the motion. The motion was approved by eleven Representatives, with Alta Mesa, Skyline Ridge, and Villa Del Monte absent. 7. Project Review (Aguajito Oaks – Citywide) Mr. Reeves presented the videos of the projects beginning with the Aguajito Oaks neighborhood and answered the Committee’s questions. Public comment was taken for projects as needed. Aguajito Oaks Sharon Dwight asked why the street resurfacing projects were not being paid by the City’s Street Resurfacing Fund, and Mr. Reeves explained there was no money for the street resurfacing projects submitted for NIP this year. Merrily Alley questioned why road resurfacing was considered a capital improvement project. Jayme Fields reminded the Committee that in the past individuals submitted projects for road improvements, but in the last few years, the City has submitted some of those types of project as well. Mr. Reeves stated that it is up to the Committee members to determine what they believe are appropriate projects when they vote on which to recommend for funding. Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 29, 2012 2 Neighborhood Improvement Program Committee Minutes Thursday, March 29, 2012 Alta Mesa AM-01 Don Dahvee to DMC Path Improvement – Ms. Dwight advised this project was a low priority for the Parks and Recreation Commission (PRC) due to impacts of night lighting to neighbors and the costs to bring power to install lights. AM-02 Iris Canyon Parking Area – Mr. Reeves advised that a parking lot would potentially jeopardize the deed for the park and that the Traffic Division does not support the project location. Ms. Dwight advised that the PRC does not support the project because it is not consistent with the greenbelt open space of the park. Lee Whitney, Glenwood Circle resident, stated she did not support the project. AM-03 Don Dahvee Greenbelt Fuel Reduction – Ms. Dwight advised that PRC supports the project. Casanova Oak Knoll COK-01 CONA Park Center Radio Room – Ms. Dwight said there will be additional information so discussion of this project should wait until April 10. Richard Ruccello said the key issue is obtaining consensus of the Fire and Recreation Departments. COK-02 Casanova Crosswalk/ADA Access (Euclid/N Fremont) – Mr. Reeves advised that the project had been re-scoped to include only the intersection of the Melway Circle exit and Casanova. Gary Carlson, Casanova Oak Knoll NIP Alternate, spoke in support of the project because it would help to protect the elderly residents in the area. COK-03 CONA Park Picnic Area Improvements – Ms. Dwight advised that PRC strongly supports this project. Deer Flats DF-02 Deer Flats Park Replace Swing – Ms. Dwight advised that PRC supports this project. DF-03 Deer Stalker Path Cross Gutters/ADA Ramps – Ms. Dwight asked if cross gutters can be repaired without the ADA ramps being upgraded to current standards. Del Monte Beach DMB-01 Casa Verde/Surf Way Traffic Barrier Repair – Mr. Reeves advised that the project would be repaired in-house. DMB-02 Del Monte Beach Boardwalk Replacement Phase II – Ms. Dwight advised that PRC supports this project. Del Monte Grove – Laguna Grande DMG-01 Ramona Entry Island – Merrily Alley confirmed that the project was part of her neighborhood’s approved traffic calming plan. Downtown DT-01 Hartnell/Carls Alley Ped Walkway Safety – Mr. Reeves advised that the lessee of the City owned property is responsible for mitigating the problem. DT-05 465 Pacific Street Mural Restoration – Library and Public Facilities Director Bui-Burton confirmed that there were no grant funds available through the Colton Hall Museum and Cultural Arts Commission as there had been in the past. Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 29, 2012 3 Neighborhood Improvement Program Committee Minutes Thursday, March 29, 2012 Fisherman Flats FF-03 FF Sidewalk/Curb/Gutter Repair Ph II – Mr. Reeves advised that all components identified in the Fisherman Flats Infrastructure Report that could be repaired with public funds had been completed, so this project is not necessary. FF-04 Via Casoli Sidewalk – Richard Ruccello asked for confirmation of the adjoining property owner. Mr. Stafford said he thought the sidewalk was in the city right of way and Mr. Reeves said he would confirm at the next meeting. Glenwood Circle GW-01 200 Glenwood Cir Exit Safety Improvement – Mr. Reeves advised that the building permit for Park Lane included a condition that the facility was responsible for correcting the problem with the exit. GW-04 Glenwood Sign/Stripe/ADA Improvements – Lee Whitney, Glenwood Circle resident, spoke in favor of the project. Monterey Vista MV-01 Via Paraiso Curb/Gutter/Sidewalk/Ramp – Mr. Ruccello asked that Hans Jannasch obtain property owner’s support of the project. Mr. Jannasch asked to reduce the project scope to the distance between the two driveways of the park with a reduced estimate. MV-02 Logan One Way – It was determined that the project requires a change to the circulation master plan MV-03 Monte Vista School Replace Play Equipment Rubber Surface – Doug Stafford confirmed he is working to get the project on the MPUSD docket. Mr. Ruccello asked why this project is not on MPUSD’s repair list. Ms. Dwight said PRC suggested 50/50 sharing of cost with MPUSD. MV-04 Via Paraiso Park Small Play Equipment Replacement – Ms. Dwight said PRC supports this project. MV-13 High School Ball Field Storm Drain Repair – Mr. Reeves advised that the City Attorney determined that public funds cannot be used for the project. MV-14 San Bernabe Path – Mr. Jannasch said he may change the scope to a study with a revised estimate of $10,000, and advised that the neighbors do not support the handicap access. Mr. Ruccello questioned neighborhood support, and Ms. Dwight reiterated that neighbors would need to understand the full scope of the project before providing support. MV-15 San Bernabe/Via Gayuba Road Smoothing – Clyde Roberson, Via Gayuba resident, spoke in support of the project. MV-16 Via Gayuba Sidewalk (Mar Vista/Colton) – Mr. Jannasch suggested that the project might be eligible for a Safe-Routes-to-School grant. Clyde Roberson, Via Gayuba resident, said the cost estimate is too high and that schoolchildren do not normally use that section of road. Carl Outzen, Monterey property owner, spoke in support of Mr. Roberson’s questioning the high cost of the project and questioned the practice of hiring consultants instead of using staff to design, inspect, and complete NIP projects and other city projects. Mr. Smith suggested that the Committee adjourn at 10:00 p.m. since this one item took so long, and schedule another meeting to complete review of the project list. MV-17 Monterey Vista Radar Speed Signs – Ms. Dwight questioned why the estimate is so high, questioned what type of sign the estimate was for, and asked if the smaller type of sign could be used. Neighborhood Improvement Program Committee Meeting Minutes Thursday, March 29, 2012 4 Neighborhood Improvement Program Committee Minutes Thursday, March 29, 2012 MV-18 Pacific St Bank Erosion Control – Charles Martin, project submitter, said there was visual evidence that the bank has eroded and questioned the information and process used to determine that the project was not necessary. He asked to meet with staff to discuss and Mr. Reeves said to call him. New Monterey NM-01 Base Radio/Tower Upgrades – Mr. Ruccello asked that a decision to pull the project wait until after the next CERT meeting. NM-04 Prescott/Parcel Bulbs – Ms. Dwight said this project is part of the New Monterey Traffic Calming Plan. NM-07 1650 Prescott Complete Sidewalk – Mr. Jannasch asked if the utility company should be responsible for repairing the walkway since the problem was caused by their installation of equipment and Mr. Reeves confirmed he would contact AT&T. NM-12 Oak Newton Park Security Light Replacement – Ms. Dwight advised that PRC supports the project. NM-14 Prescott Storm Drain Repair – Ms. Dwight questioned why the estimate is higher than the one provided at the February 23 NIP meeting. NM-15 Oak/Irving to 834 Pine Storm Drain Repair – Ms. Dwight questioned why the estimate is higher than the one provided at the February 23 NIP meeting. NM-18 Rec Trail Crossings – Ms. Dwight said Cannery Row Business Association would consider implementing the project in phases and that she would contact them to identify which crossings would be in the first phase. She said PRC supports the idea of distinct crossings. NM-20 Hawthorne/Bolio Bike/Ped Ramp – Joe Favalora, Hawthorne Street property owner, spoke in opposition to the project. Todd Muck, resident of New Monterey, spoke in support of the project. Principal Planner and Project Manager Caraker advised that she had obtained an air district grant and that the Army is in support of the project. Ms. Dwight said New Monterey Neighborhood Association asked for an estimate for a ten-foot wide ramp within the city of Monterey boundary. Hank Smith, Fisherman Flats Representative, left at 10:08 p.m. Due to the late hour, Richard Ruccello requested that review of the remaining projects be continued to April 5, 2012 and the Committee concurred. Richard Ruccello made a motion to continue the review meeting to April 5, 2012. Dennis Duke seconded the message. The motion was approved by ten Representatives, with Alta Mesa, Fisherman Flats, Skyline Ridge, and Villa Del Monte absent. Mark Pollacci, Deer Flats Representative, left at 10:12 p.m. Mr. Reeves asked if there was anyone in the audience who wanted to speak to projects in the remaining neighborhoods. Seeing no requests, Mr. Reeves concluded the review of projects through New Monterey. Vance Baldwin (Aguajito Oaks) had no comment. April Harrison (Old Town) had no comment. Sharon Dwight (New Monterey) said she would attend the April 3 Council meeting as NIP Alternate Spokesperson. Dennis Duke (Skyline Forest) reported that he and Jayme discussed how costing is done with Finance Director Don Rhoads and said that the NIP Project Cost Subcommittee will provide a presentation on what they had learned at a future NIP meeting. Hans Jannasch (Monterey Vista) had no comment. Merrily Alley (Del Monte Grove-Laguna Grande) had no comment. Jayme Fields (Del Monte Beach) said the NIP Project Cost Subcommittee was currently focused on the administrative costs, but the next step should be to understand how to audit the cost of projects. Richard Ruccello (Casanova Oak Knoll) said he is concerned about the quality of repair work that was done on CERT sheds, and about the City’s inspection and follow up on paid for contract work. He said that the City should insure that it gets value for money spent, and that substandard work is not acceptable and is irresponsible. NEXT MEETING: Mr. Reeves restated that the next meeting would be April 5 at 7:00 p.m. in the Council Chamber to view the videos of the remaining projects Oak Grove through Citywide.
