MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, April 4, 2012 4:00 - 7:00 PM COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Members Present: Dawson, Hill, Bartram, Davis, Jacoubowsky, Latasa Members Absent: Finklea Staff Members Present: Senior Planner Ebbs, Recording Secretary Abadilla CALL TO ORDER Chair Dawson called the meeting to order at 4:00 PM. CONSENT ITEMS Committee Member Comments: Chair Dawson pointed out minor corrections to the Minutes. Vice Chair Hill moved to place Item 3 on the Consent Agenda. Committee Member Jacoubowsky seconded the motion. The motion passed 6-0-1. On a motion by Vice Chair Hill, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee approved the CONSENT ITEMS: AYES: 6 MEMBERS: Dawson, Hill, Bartram, Davis, Jacoubowsky, Latasa NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Finklea ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Approval of Minutes 1. March 7, 2012 ACTION: Approved the Minutes as amended. Other Consent Items 2. Consider 42 Fisherman’s Wharf No. 1; Sign Permit Application 12-047 for New Freestanding Sign; Applicant Bob McIntyre; Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted Resolution approving a new freestanding sign. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE  Architectural Review Committee Minutes Wednesday, April 4, 2012 3. Approve Resolution Establishing a Resolution Numbering System. ACTION: On consent, adopted Resolution establishing a Resolution Numbering System. 4. Consider 640 Wave Street; Sign Permit Application 12-045 for New Wall Sign; Applicant Phil Vanderkraats; Owner Cannery Row Company; C-2 Zoning District, Exempt from CEQA Requirements. ACTION: Continued the application to the May 2, 2012 ARC Meeting for redesign. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Phil Vanderkraats and Frank Donangelo were present. Mr. Vanderkraats explained the proposal with regards to being approached by Mike Zimmerman to come up with a concept for a new sign at this location with more of a theatre theme. He stated that he would like to move forward with this application and that the issue of the sign hanging over the existing Mexican restaurant would not be a problem because he spoke with the owner and he had no problem with the sign because it shows that there is more activity in the area and people would go into his business after a movie. Mr. Vanderkraats compared the proposal with the signs located at the Fish Hopper restaurant, the Cannery Row Brewing Company and the Monterey Canning Company. He added that this sign would help people walking on the Recreation Trail know that there is a movie theatre located at that site because all that has been approved is a 3’ sign facing the Trail and ended by explaining the way the sign will be constructed and installed. Mr. Donangelo showed a photo of the Monterey Canning Company building and stated that the buildings and parcels are larger down on Cannery Row. He asked the ARC for whatever approval they could give for the proposal because it would be helpful for the building, the current business, and the City. Mr. Donangelo added that the building has had a lot of signs over the past years with different tenants and ended by stating that the Cannery Row Company did not direct Mr. Vanderkraats to make the sign and that he has been dealing with the owner of the theatre directly. Both men answered questions regarding lighting, if the applicant had reviewed the staff report, the hardship in asking for the sign at the proposed location, if the wall is visible from the Recreation Trail, and the design of the proposed sign. Public Comments: None. Committee Member Comments: Committee Member Latasa stated that he has a problem with the sign because it hangs over the Mexican restaurant and is installed on a big white stucco wall. He asked if there are any aesthetics in the sign ordinance that would prohibit the proposed sign. Committee Member Bartram stated that he understands the intent of the sign, but is challenged with the aesthetics of the sign in that location. 2  Architectural Review Committee Minutes Wednesday, April 4, 2012 Committee Member Jacoubowsky stated that the applicant can’t have the size of the sign of the Monterey Cannery Company and that the shape of the prior Imax sign is more appropriate to the Cannery Row area. He added that there are approved fin signs that identify the theatre from the Recreation Trail and a more appropriate location for a sign could be closer to Wave Street and not so high on the building wall. Chair Dawson stated that a more appropriate question would be if a sign would be allowed or not at the proposed location. Vice Chair Hill stated that he would not look at the proposed sign and want to go see a movie but asked where an efficient sign location would be. Committee Member Davis stated that he would not have a problem with a sign on that wall but it is the design of the sign that is a problem. On a motion by Committee Member Latasa, seconded by Committee Member Jacoubowsky, and carried by the following vote, the Architectural Review Committee continued the application to the May 2, 2012 ARC Meeting for redesign. Consider Modifications to Citywide Bus Shelter and Signage Program; Architectural Review Application 11-173; Applicant Hunter Harvath, Monterey-Salinas Transit; Owner City of Monterey – Public Right-of-Way; Exempt from CEQA Requirements. ACTION: Adopted amended Resolution approving modifications to Citywide Bus Shelter and Signage Program. 1. The barrier wall shall contain a golden granite stone veneer on one side with a stained finish on the other and with an appropriate and complementary cap. The layup and stone tone and texture shall match, as closely as possible to the City of Monterey entry sign across Fremont Street. Staff Presentation/Committee Member Questions: Senior Planner Ebbs presented the agenda report and answered Committee Members’ questions. Applicant: Hunter Harvath and Kirsten Nichols were present. Mr. Harvath explained the proposal with regards to the trash cans not holding up and picking another model that would be more durable. He added that the barrier wall would be more effective with a stained finish on the side facing the street instead of stone to deflect vehicles since pedestrian safety is a priority. He ended by stating that an encroachment permit was recently issued from Cal Trans for the project. Ms. Nichols answered a question regarding the stone returning at the ends of the barrier. Public Comments: None. 3  Architectural Review Committee Minutes Wednesday, April 4, 2012 On a motion by Vice Chair Hill, seconded by Committee Member Davis, and carried by the following vote, the Architectural Review Committee adopted the amended Resolution approving modifications to Citywide Bus Shelter and Signage Program. AYES: 6 MEMBERS: Dawson, Hill, Bartram, Davis, Jacoubowsky, Latasa NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Finklea ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None Committee Member Latasa excused himself at 5:20 pm due to a prior commitment. 6. Approve List of Minor Signs and Major Signs. ACTION: Adopted Resolution approving list of Minor and Major Signs. There will be two speakers from Sacramento presenting in the morning and a panel discussion involving case studies in the afternoon. INFORMATIONAL REPORTS & STAFF COMMENTS 7. Topics for Mayor's Meeting on April 9, 2012. Senior Planner Ebbs announced that the topic would be the newly adopted Sign Ordinance and Guidelines.
