APPROVAL OF MINUTES 1. None PUBLIC COMMENTS Mr. Reeves opened Public Comments. Charles Martin, submitter of MV-18 Pacific St Bank Erosion Control, said he has photos of the project, which he will bring to the Engineering office. Seeing no further requests to speak, Mr. Reeves closed Public Comments. INFORMATIONAL REPORTS & STAFF COMMENTS None. NIP INFORMATIONAL REPORTS  Neighborhood Improvement Program Committee Minutes Thursday, April 5, 2012 2. NIP Spokesperson Reports NIP Spokesperson Heuer advised he had nothing to report. Alternate Spokespersons Dwight and Ruccello concurred. PUBLIC APPEARANCE 3. Discussion of Project Changes and Estimates from March 29 Meeting Mr. Reeves provided updates on scope, status, and estimates of projects reviewed at the March 29 NIP meeting. COK-01 CONA Park Center Radio Room – Mr. Reeves advised that a meeting was scheduled for April 9 to view the radio situation at Casanova Oak Knoll Park Center. DF-03 Deer Stalker Path Cross Gutters/ADA Ramps – Mr. Reeves confirmed that the cross gutters can be replaced without upgrading the ADA ramps, and would provide a revised estimate at the next meeting. FF-04 Via Casoli Sidewalk – Mr. Reeves confirmed that the project is within the city right of way. MV-02 Logan One Way – Mr. Reeves advised that the project would require changes in the circulation plan so the project would be retooled into a study to prepare for all of the steps in the process for the same estimate of $5,000. MV-03 Monte Vista School Replace Play Equipment Rubber Surface – Doug Stafford advised he is still trying to make contact with Monterey Peninsula Unified School District. Sharon Dwight advised that Council opined that the school district should pay 50 – 100% of the cost. MV-14 San Bernabe Path – Hans Jannasch advised that the project scope might be changed to a study, but said the project does not have much neighborhood support. MV-17 Monterey Vista Radar Speed Signs – Transportation Planner Green presented an example of the radar speed sign selected as the city standard and confirmed the cost is $15,000 per sign. On question from Lee Whitney, Glenwood resident, Ms. Green advised the approval to purchase the signs will be brought to Council in May with the hope that the signs will be installed this summer. NIP Council Subcommittee Member Selfridge asked if locations had been selected. NM-01 Base Radio/Tower Upgrades – Ms. Dwight confirmed the project would be for reprogramming the CERT Base radios, and Richard Ruccello confirmed an estimate of $3,000. NM-07 1650 Prescott Complete Sidewalk – Mr. Reeves advised he had contacted AT&T requesting them to repair the sidewalk. NM-14 Prescott Storm Drain Repair – Mr. Reeves advised that the estimate presented at the February 23 NIP meeting was the result of a staff error. NM-15 Oak/Irving to 834 Pine Storm Drain Repair – Mr. Reeves advised that the estimate presented at the February 23 NIP meeting was the result of a staff error. NM-18 Rec Trail Crossings – Ms. Dwight advised that the project would be revised to be Phase I with an estimate of $70,000, and would start with the Recreation Trail crossings. NM-20 Hawthorne/Bolio Bike/Ped Ramp – Mr. Reeves advised that he did not have a revised estimate yet, and Ms. Dwight said the neighborhood did not support the project. Ms. Dwight advised the following changes to New Monterey projects: NM-17 Pine Sidewalk ADA Ramps – Withdrawn NM-03 Taylor 600 Walkway/Berm – Combine with NM-06 Hoffman Walkway Repair, and NM-09 Archer Walkway Repair to become: NM-03 Taylor Hoffman Archer Sidewalk with estimate of $122,000. NM-10 Scholze Park Streetscape Imp/Repairs Phase I – Combine with NM-11 Scholze Park Streetscape Improvements Phase II to become: NM-10 Scholze Park Streetscape Improvements with estimate of $185,000. NM-14 Prescott Storm Drain Repair – Combine with NM-15 Oak/Irving to 834 Pine Storm Drain Repair, and NM-16 Hawthorne Storm Drain Repair to become: NM-14 Prescott Oak Hawthorne Storm Drain Repair with estimate of $217,000. Ms. Dwight asked for a change of scope for the already funded Lighthouse EIR/Preliminary Engineering project to fund NM-08 Lighthouse Controller Installation & Coordination for $70,000 out of the approved $100,000 of the approved project. 4. Project Review (New Monterey – Citywide) Mr. Reeves presented the videos of the projects beginning with the Oak Grove neighborhood and answered the Committee’s questions. Public comment was taken for projects as needed. Oak Grove OG-01 Aguajito/10th St Sidewalk/Handicap Ramp – Mr. Reeves said the project estimate does not include removing a separate right hand turn on Tenth Street, and advised that he will confirm the project scope and estimate. OG-02 6th St Sidewalk – Mr. Ruccello questioned if property owners had been notified that they would be responsible for maintenance of the sidewalks and Ms. Dwight asked if the project should include stem walls due to changes in grade. Tom DiMaggio said he would provide the required information to the property owners and consider a revised scope. OG-03 Sloat/5th Stop Sign – The Committee removed this project from the active list since the Traffic Engineer determined that a stop sign is not warranted at this location. OG-04 Oak Grove 4th 1100 Block Drainage Improvements – Mr. DiMaggio said the scope was to include reducing the crown of the street, and Mr. Reeves advised he would confirm the project scope and estimate. OG-05 Third St Parking Markers – Mr. DiMaggio said the project does not have neighborhood support and is not an appropriate application for this section of street. Ms. Dwight said neighborhoods traditionally do not have parking markers. OG-08 Sloat/5th ADA/Bulbs – Mr. DiMaggio stated that the neighborhood does not support this project. April Harrison advised that staff told her all four corners have to be redone. Mary Ann Finocchi, Old Town resident, spoke in support of the project and said the Old Town Neighborhood Association’s goal has been to get all of Franklin Street ADA compliant. Old Town resident Colleen Sullivan and Franklin Street resident Michael Mascarello spoke in support of the project. Skyline Forest SF-02 Wyndemere Lower Canyon Drainage – Ms. Dwight questioned why the current estimate included design costs when the design of the project had been completed in the past. Mr. Ruccello questioned the high cost of the project, and Mr. Reeves said he would revise the estimate excluding the additional design costs. Villa Del Monte VDM-03 Palo Verde/Del Monte Lighted Crosswalk or Signal – The Committee concurred to remove the project from the list since the Traffic Engineer does not support it. VDM-07 Casa Verde Street Light – The Committee referred the project to staff and Mr. Stafford confirmed that the tree had been removed. VDM-08 Montecito Radar Speed Sign – Mr. Reeves confirmed the revised estimate is $15,000 for only one sign. Ms. Dwight asked for clarification on where the exact location of the signs would be. VDM-09 Montecito/Dela Vina Add Parking Spaces – The Committee referred the project to the Traffic Division. VDM-10 Ramona Traffic Calming – Mr. Reeves advised that the title was changed to Ramona Radar Speed Signs for a revised estimate of $30,000. Ms. Dwight asked for clarification on how many signs would be included in the scope of the project and where the exact location of the signs would be. She also asked if there was neighborhood consensus for the project. Citywide CW-01 Monterey Sports Center Recoat Pool Deck – Mr. Stafford said this is the Parks and Recreation Commission’s (PRC) #1 priority. CW-02 Sollecito Ball Park Infield Artificial Turf – Mr. Stafford explained the project and Park Maintenance Supervisor Robe spoke of the community support of the project. Old Town residents Michael Mascarello and Mary Ann Finocchi spoke in support of the project. Ms. Dwight advised that PRC supports the project. CW-08 Monterey Bay Park Seat Wall/Irrigation – On question from Jayme Fields, Mr. Stafford confirmed that the seat would be a safe distance from the volleyball court. CW-10 CERT Box Repair – Mr. Ruccello advised that the CERT Committee would be re-evaluating what needs to be repaired and that there would be a revised estimate at the next NIP meeting. CW-11 Dog Park Improvements – Mr. Reeves stated that some of the elements of the project are not eligible, some elements staff cannot support, and that the picnic table and benches would be considered in-house. Ms. Dwight said PRC only supports the table and benches, which are not eligible for NIP. CW-12 CERT Box Relocation – Lee Whitney advised that the CERT Committee had met with Monterey Peninsula College (MPC) staff and confirmed their support of the project and location. She said a draft MOU has already been submitted. Ms. Dwight advised that no board action is required, that Stephen Ma, Vice President of Administrative Services, will sign the MOU so approval will be in place by NIP project selection meeting. CW-19 Jacks Ball Field Light Upgrade – Mr. Reeves advised that the existing fixtures do not meet the American Softball Association standards, and if replaced there will be a 25% reduction in the number of fixtures with about a 25% reduction in energy costs. Mr. Stafford confirmed that the fixtures are old and need to be replaced. Ms. Fields said Oak Grove and Old Town neighborhoods would be less impacted by the lights at night. CW-20 Custom House Plaza Remove Wall – Mr. Reeves advised that the applicant had withdrawn the project. CW-21 Custom House Plaza Redesign Ph I – Mr. Reeves advised that the applicant had withdrawn the project. CW-22 Library Study/Group Area – Assistant Library Director Holtzman and Library Board Chair Clyde Roberson spoke in support of the project. Mr. Ruccello asked for clarification on the actual area of the proposed project. COMMITTEE MEMBER COMMENTS Rick Heuer (Alta Mesa) asked if the videos were available on the web yet, and Mr. Reeves confirmed that they were not. Richard Ruccello (Casanova Oak Knoll) said NIP Representatives should use door-to- door communication to canvas for neighborhood consensus. He said it was best to provide a written document that each affected property owner had to sign, as people often forget or misinterpret the information. He said the Traffic Engineer marked the location of the radar speed sign before it was installed in his neighborhood so the residents could see how it would impact their homes. Jayme Fields (Del Monte Beach) had no comment. Merrily Alley (Del Monte Grove-Laguna Grande) asked about the retirement party for Doug Stafford. Mr. Reeves advised that it is Monday, April 16 from 5 – 8:00 p.m. Hans Jannasch (Monterey Vista) had no comment. Dennis Duke (Skyline Forest) said he set off a traffic v-calm speed sign while on his bicycle. Sharon Dwight (New Monterey) asked about the status of the two approved projects for Iris Canyon, questioned the appearance of the guardrail, and asked if more work was necessary. Mr. Heuer asked how much had been appropriated for the two projects and how much had been spent so far. Mr. Reeves confirmed more work was necessary and that the guardrail was a component of the project. Ms. Dwight also asked about the status of the Library patio and questioned why it had not been repaired yet. Richard Pagnillo (Deer Flats) had no comment. Jason Maas-Baldwin (Villa Del Monte) had no comment. Vance Baldwin (Aguajito Oaks) had no comment. Tom DiMaggio (Oak Grove) asked when the paradigm will be changed on the pricing of projects. He said he felt the project estimates were too high, and asked why there is no time-line requirement for the completion of projects to prevent costs from getting over inflated. Ms. Dwight suggested that he join the NIP Cost Subcommittee. NEXT MEETING: Mr. Reeves said the next meeting on Tuesday, April 10, 2012, will start with the Van Tour at 3:00 p.m., potluck dinner at Casanova Oak Knoll Park Center 6:00 – 7:00 p.m., and Follow up Meeting at Casanova Oak Knoll Park Center 7:00 – 8:45 p.m. He asked the Committee to turn in their requests for projects to view on the van tour.
