PUBLIC COMMENTS Mr. Reeves opened Public Comments. Seeing no requests to speak, Mr. Reeves closed Public Comments. APPROVAL OF MINUTES 1. None. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Purpose of Follow-up Meeting Mr. Reeves explained that the purpose of the meeting was to review the candidate projects, hear public comment on the projects, and state neighborhood priorities.  Neighborhood Improvement Program Committee Minutes Tuesday, April 10, 2012 NIP INFORMATIONAL REPORTS 3. NIP Spokesperson Reports Spokesperson Heuer reported that he attended the April 9 Mayor’s Meeting and learned that there is a cell phone tour of the Path of History now available. PUBLIC APPEARANCE 4. Van Tour Follow-up to Discuss Specific Projects in Alta Mesa - Citywide Neighborhoods and Take Public Input Mr. Reeves advised that the van tour covered thirty locations. The Committee discussed the projects, made the following changes and updates, and took public comment. Alta Mesa AM-01 Don Dahvee to DMC Path Improvement – Rick Heuer said the neighborhood only supports a project cost of $53,000 without lights. Casanova Oak Knoll COK-01 CONA Park Center Radio Room – Richard Ruccello and Sharon Dwight advised that a solution was found with an estimate of $500 for the revised scope. COK-02 Casanova Crosswalk/ADA Access (Euclid/N Fremont) – Mr. Reeves advised that the scope was reduced to just the intersection at Casanova and Melway Circle exit, with the title revised to Casanova/Melway Exit Crosswalk/ADA Access. Deer Flats DF-03 Deer Stalker Path Cross Gutters/ADA Ramps – Mr. Reeves advised the scope and estimate have been changed with the title revised to Deer Stalker Path Cross Gutters for $45,000. Monterey Vista MV-02 Logan One Way – Ms. Dwight asked to revise title to read Logan One Way Study. MV-03 Monte Vista School Replace Play Equipment Rubber Surface – Doug Stafford advised that Dan Albert of MPUSD confirmed the school district would pay 50% of the project so the estimate is revised to $14,500. MV-08 Sierra Vista Resurface (Monte Vista/Via Castanada) – Hans Jannasch advised that MV-08 and MV-10 Sierra Vista Drainage Channel Improvements are combined for an estimate of $77,000 with the title revised to Sierra Vista Resurface/Drainage Improvements. MV-14 San Bernabe Path – Mr. Jannasch advised the project does not have neighborhood support but the applicant has not withdrawn the project. MV-17 Monterey Vista Radar Speed Signs – Mr. Jannasch advised that the scope might be revised to three signs instead of five, with a revised estimate. MV-18 Pacific St Bank Erosion Control – Ms. Dwight advised that no significant failing was identified when the site was visited on the van tour and stated that the project is not essential for this year. Neighborhood Improvement Program Committee Meeting Minutes Tuesday, April 10, 2012 2 Neighborhood Improvement Program Committee Minutes Tuesday, April 10, 2012 New Monterey NM-01 Base Radio/Tower Upgrades – Ms. Dwight confirmed that the project would be for reprogramming the Base radio antennas with an estimate of $3,000. NM-05 Filmore 800 Widening – Ms. Dwight advised that the project is supported by the people in the block with the exception of Kathleen Hill. She said the cost estimate includes an expensive retaining wall and that the neighborhood will look at the scope and may bring a revised project back next year. Mr. Reeves opened Public Comments for this project. Kathleen Hill, Filmore Street resident, said she is opposed to the project and that she and others have installed paths, driveways, and fences that they do not want to remove. Seeing no further requests to speak, Mr. Reeves closed Public Comments. NM-08 Lighthouse Controller Installation & Coordination – Ms. Dwight said the project is withdrawn. NM-14 Prescott Dickman Storm Drain Repair – Ms. Dwight advised that the estimate was revised to $22,000. NM-15 Oak/Irving to 834 Pine Storm Drain Repair – Ms. Dwight said the project is withdrawn. NM-18 Rec Trail/Cannery Row Crossings Phase I – Ms. Dwight advised that the project estimate is revised to $70,000 to be used to complete the Rec Trail crossings first. NM-20 Hawthorne/Bolio Bike/Ped Ramp – Mr. Heuer said the project totally changes the character of what is currently a dead end street and asked if the owners had been surveyed for support. Ms. Dwight confirmed that she had mailed a notice to all the property owners and also went door to door on that block of Hawthorne. She confirmed that she did not have 50% support from the property owners, but of the replies so far, more supported the project than opposed it. Mr. Heuer polled the audience with six in support and five in opposition, and asked for documentation of support and opposition. Mike Brassfield questioned if this project required the same consensus of support as for a traffic median project and said he considered this a traffic issue. Mr. Reeves clarified that traffic-calming projects were held to a different standard, but that any project should have solid support before it is brought to Council for approval. Mr. Reeves opened Public Comments for this project. Todd Muck, project submitter, stated he had confirmed with staff that there was no existing sewer line in the proposed site. He said applying for grants is an option, but it would take several years to complete the project. He said if the high cost is the biggest issue, he would ask the Committee to consider funding $75,000 to be used towards obtaining the necessary encroachment permits with the Army, and providing a local match if other funding sources are available. Joe Favalora, Hawthorne property owner, said the heavy traffic going up and down Private Bolio during commute hours would create a dangerous situation if a crosswalk were installed at that location. Tim Wilson spoke in support of the project, and said increased use of bicycles would ease traffic on Lighthouse. Marietta Favalora, who grew up on this block of Hawthorne, spoke in opposition, questioned the loss of parking and safety for pedestrians on the street, and asked if a better location for the path and crossing could be identified. Vince Cardinale questioned how many people would use the ramp, and asked to see the plans. Louis Hagazziprada (correct spelling unknown) questioned the safety of a crossing at Bolio. Jan Valencia, Velo Club member, said the Neighborhood Improvement Program Committee Meeting Minutes Tuesday, April 10, 2012 3 Neighborhood Improvement Program Committee Minutes Tuesday, April 10, 2012 bicycle pedestrian path would be an improvement to the neighborhood and that it was irrelevant how many would use it. Mindy Cerates, a Monterey bicyclist, spoke in support and said it would be much safer to ride on the proposed bikeway, than riding on Lighthouse. Megan Tolbert, Monterey resident, spoke in support and said the project would be a very important link to the greater network connecting the city, is a known traffic calming treatment, and that bicyclists actually spend more money in a neighborhood. Mr. Reeves, asked for further public comment, and seeing none, closed Public Comments. The Committee discussed the project, public comments, and what constitutes consensus of support of the project. Several members spoke of their concerns that the project did not have enough neighborhood support. Oak Grove OG-01 Aguajito/10th St Sidewalk/Handicap Ramp – Mr. Reeves clarified that the project scope is for two ADA ramps and a sidewalk. OG-08 Sloat/5th ADA/Bulbs – Maxwell Green said the neighborhood does not support the project, that it is more of a Naval Postgraduate School issue. Skyline Forest SF-02 Wyndemere Lower Canyon Drainage – After discussion, Lad Wilson changed the scope to three phases at $235,000 for each phase. Villa Del Monte VDM-08 Montecito Radar Speed Sign – Mr. Ruccello asked that the Traffic Engineer determine if a radar speed sign was warranted at this site. Citywide CW-02 Sollecito Ball Park Infield Artificial Turf Mr. Reeves opened Public Comments for this project. Michael Groves, Head Coach of Monterey High School Baseball team, spoke in support of the project and said the project would make the field less expensive for the city to maintain and would allow the city to use the field for more venues. He said the community was raising funds and applying for grants to raise the rest of the money for the project, and that the goal is to have the surface on the field by next January. Logan, baseball team member representing the 60- member team, spoke in support of the project and said the condition of the field is scary for the players to play on. Daryl Nieto, parent volunteer for the team, asked that NIP pay for the whole project; that it provides public safety for all those who play on the field; and that the goose droppings present a health hazard. Al Edwards, Monterey resident, spoke in favor of the project. Ken Morrison, volunteer member of Monterey Pony Baseball League, said the league uses the field for practice and for games. Seeing no further requests to speak, Mr. Reeves closed Public Comments. Mark Pollacci suggested that the Pony League donate funding towards the project. CW-11 Dog Park Improvements – Ms. Dwight said the project should be referred to Parks Division and removed from the active list. CW-19 Jacks Ball Field Light Upgrade – Mr. Reeves advised that the estimate had been revised to $159,000. Mr. Ruccello suggested asking the Pony League to provide some of the funding. CW-22 Library Study/Group Area – Public Facilities and Library Director Kim Bui- Burton spoke in support of the project and said that a quiet study and research area was the #3 priority on a recent survey conducted by the Library. Richard Pagnillo (Fisherman Flats) said the traffic mirrors installed in Fisherman Flats have lasted for three years without any problems, and supported the use of mirrors at Carls Alley. Merrily Alley (Del Monte Grove-Laguna Grande) had no comment. April Harrison (Old Town) had no comment. Lad Wilson (Skyline Forest) had no comment. Richard Ruccello (Casanova Oak Knoll) reminded everyone about the retirement party for Doug Stafford on Monday, April 16. Rick Heuer (Alta Mesa) had no comment. Sharon Dwight (New Monterey) said there would be a CERT Training Class from 6:30 to 9:00 p.m. beginning on April 26 that runs for seven weeks. Rich Lind (Del Monte Beach) said it had been awhile since he had participated in an NIP meeting, that it was well organized, and that the group dynamic was superb. Hans Jannasch (Monterey Vista) had no comment.
