ROLL CALL Ms. Huerta called the roll with fifteen (15) neighborhoods represented. PUBLIC COMMENTS Bruce Zanetta spoke in support of COK-4. Tammy Jennings spoke about handicap parking spaces on a neighborhood street. Neighborhood Improvement Program Committee Minutes Thursday, April 4, 2019 Katrina Hintze spoke in support of Ms. Jennings about handicap parking spaces on a neighborhood street. INFORMATIONAL REPORTS & STAFF COMMENTS 1. Purpose of Meeting (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Explained purpose of the meeting. 2. April 18, 2019 Van Tour Preparation (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Requested Committee select project sites to visit during van tour. NIP INFORMATIONAL REPORTS 3. NIP Spokesperson Reports Action: Explained NIP Finance Subcommittee meeting was to be continued to April 24. PUBLIC APPEARANCE 4. Recommend City Council Rescope the N Fremont Bike Lanes & ADA Upgrades a 5 intersections (CW-7) Project (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Mike Brassfield spoke in support of the item. Bruce Zanetta spoke in support of the item. Rick Heuer made a motion to recommend City Council Rescope the N Fremont Bike Lanes & ADA Upgrades a 5 intersections (CW-7) Project and Rename it to the N Fremont Bike Lanes & ADA Upgrades a 5 intersections (north side) (CW-7) Project. The motion was seconded by Richard Ruccello. The motion carried by the following vote: AYES: 15 COMMITTEE MEMBERS: Morgan, Heuer, Ruccello, Overton, Fields, Alley, Tipton, Rowley, Whitney, Jannasch, Dwight, Jencks, Harrison, Duke, Peterson NOES: 0 COMMITTEE MEMBERS: ABSENT: 0 COMMITTEE MEMBERS: ABSTAIN: 0 COMMITTEE MEMBERS: RECUSED: 0 COMMITTEE MEMBERS: 5. NIP Committee Project Review: Fisherman Flats, Monterey Vista (Continued from March 28 meeting), New Monterey – Villa Del Monte, and Citywide (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Presented slideshow and videos of projects; Discussed Neighborhood Improvement Program Committee Meeting Minutes Thursday, April 4, 2019 2 Neighborhood Improvement Program Committee Minutes Thursday, April 4, 2019 Duane Peterson introduced a motion to consolidate all of the greenbelt projects together to vote for them as one project on voting night. The motion was not seconded and Mr. Peterson withdrew his motion. Gasper Cardinalli spoke in support of MV-4. Mike Brassfield spoke about MV-9. Robert Jenkins spoke in support of NM-1. An unnamed public commenter, who said they are a renter on the street of the proposed project, spoke in support of NM-2. Marietta Favalora spoke in opposition of NM-2. Mike Brassfield spoke in support of NM-2. Mike Brassfield spoke about NM-6. Ellie Hatori said spoke in support of VDM-5. An unnamed public commenter, who said they are a resident of the street across from the park, spoke in support of VDM-5. Jonathan Hill presented a report/consideration packet and spoke in support of CW-9. An unnamed public commenter spoke about their concerns regarding CW-9. Tammy Jennings spoke in support of CW-17 and had a representative from a beach mat company in attendance to speak about the project. Alec Gerard said he was from the AccessRec company and presented materials and information regarding beach mats and CW-17. Jason Wachs spoke in support of CW-19. Mike Brassfield spoke about CW-19. Mike Brassfield spoke about CW-32 and public restrooms. Katrina Hintze spoke about CW-36. Katrina Hintze spoke in support of CW-37. Due to time constraints, Mr. Krebs said another meeting needs to be scheduled to hear the remaining citywide items. He said he will need to find an available space to hold the meeting and he will inform the Committee. COMMITTEE MEMBER COMMENTS Duane Peterson said thank you for an enjoyable evening. Sharon Dwight commented about her appreciation for the NIP and staff. Dave Overton said goodnight. Dennis Duke said last week it was “Where the Red Curb Grows” and this week is “A Path to Whistling Past the Graveyard.” Lee Whitney said goodnight. Hans Jannasch had no comment. Richard Ruccello discussed public comment time. Rick Heuer commented on the presentation by the City Attorney. Harlan Jencks said goodnight. Tom Rowley discussed his recent trip to Cuba. Curt Tipton said goodnight. Jayme Fields had no comment. NEXT MEETING 6.
