CALL TO ORDER
Mr. Krebs called the meeting to order at 5:30 p.m.

Ms. Huerta called the roll with fourteen (14) neighborhoods represented and Alta Mesa
absent.

Mr. Krebs opened public comments. Seeing none, Mr. Krebs closed public comments.

Ellen McEwen said she was from the Parks and Recreation Commission and spoke in support of
NM-2, NM-8, SF-3, VDM-6, CW-5, CW-6, CW-7, CW-8, CW-10, CW-12, CW-18, CW-21, CW-22,
CW-24, CW-27, CW-28, CW-36, CW-38A, CW-38B, CW-46 and CW-48. Ms. McEwen spoke in
opposition of NM-6, SF-1, and CW-3. Ms. McEwen also discussed PRC concerns and clarifications
needed regarding CW-9, CW-17 and CW-19.
Vince Cardinalli spoke in opposition of NM-2.
Mary Israel spoke in support of NM-2.
Chuck Hurd discussed NM-2.
Theresa Garcia spoke in opposition of NM-2.
Patrick, resident of Hawthorne, spoke in opposition of NM-2.
Abby, resident of Hawthorne, spoke in favor of NM-2.
Mark Askew spoke in opposition of NM-2.
Alina Hurd discussed NM-2.
Marietta Favalora spoke in opposition of NM-2.
Diane Aiello spoke in opposition of NM-2.

Mike Sovereign said he is a member of the Museums and Cultural Arts Commission and spoke in
support of CW-15, CW-16, and CW-30.
Carrie Anna Hess spoke in support of CW-17.
John Wilkes, Park Attendant at Veterans Park, spoke in support of CW-21, CW-26, CW-28, and CW-
43.
Ray Meyers spoke in support of CW-31.
Pat Venza spoke in support of CW-31.
Suzanne Grimes spoke in support of CW-31.
Frank Sollecito spoke in support of CW-38A and B.
Gaudenz Panholzer, Monterey Fire Chief, spoke in support of CW-41 and CW-47.
Pat Venza discussed CW-48.
Barbara Lang spoke in support of CW-48.
5. Set Proposed Project Priorities (Not a project under CEQA Article 20, Section 15378 and under

Action: Stated proposed project priorities per neighborhood.
COMMITTEE MEMBER COMMENTS
Richard Ruccello said the friends of Monterey Library book sale is tomorrow from 3 p.m.
to 5 p.m. for Friends of the Library and is later open Saturday and Sunday to the public.
He discussed the NIP Policy and Procedures Manual and the public view of the changes
NIP made this year.
Dave Overton said he concurs with Richard Ruccello.
Harlan Jencks had no comment.
April Harrison commented on voting night.
Kathleen Baker had no comment.
Lee Whitney commented regarding voting night.
Tom Rowley commented on voting night and referred to Richard Ruccello’s comments
regarding public concerns. Mr. Rowley discussed being called to the Civil Grand Jury
regarding NIP and said the report is out.

Dennis Duke commented on the NIP project list and NIP meeting videos.
Duane Peterson commented on the wireless subcommittee and fiber installation.
Sharon Dwight commented on the NIP Finance Subcommittee and voting night. She
thanked the staff for their work.
Jayme Fields commented on the Committee.
Jean Rasch commented on the NIP meeting schedule.
Curt Tipton commented regarding a letter the City Attorney helped him write to the
California Fair Political Practices Commission (FPPC).
Olivia Morgan had no comment.

Program Committee and which is not on the agenda. Any person or group desiring to bring an
item to the attention of the Neighborhood Improvement Program Committee may do so during
Public Comments or by addressing a letter of explanation to: NIP Coordinator, Public Works,
Engineering Division, City Hall, Monterey CA 93940.

PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate
public discussion, but that do not require formal noticing. You are welcome to offer your comments
after being recognized by the NIP Staff Coordinator. The Coordinator may limit the time allocated
to each speaker.

COMMITTEE MEMBER COMMENTS
COMMITTEE MEMBERS may ask a question for clarification, make a brief announcement or
make a brief report on his or her activities. In addition, a Committee member may provide a
referral to staff or other resources for factual information, request staff to report back to the body
at a subsequent meeting concerning any NIP matter, or direct staff to place a request to agendize
a matter of business on a future agenda. (G.C. 54954.2)

Coordinator will formally open the floor for public comment. However, if you wish to speak to items
during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Coordinator
prior to the action on that item and you will be recognized. Notification, as much in advance as
possible, is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
