Mr. Krebs called the meeting to order at 6:00 p.m.
ROLL CALL
Ms. Huerta called the roll with fourteen (14) neighborhoods represented and Aguajito
Oaks absent.

Mr. Krebs opened public comments. Seeing none, Mr. Krebs closed public comments.
INFORMATIONAL REPORTS & STAFF COMMENTS
1. Verify NIP Committee Participants Have Attended or Viewed all Five NIP Project Review
Meetings (Not a project under CEQA Article 20, Section 15378 and under General Rule
Article 5, Section 15061)
Mr. Krebs confirmed that all voting NIP representatives attended or viewed all five
meetings.
2. Explain the Voting Process (Not a project under CEQA Article 20, Section 15378 and
under General Rule Article 5, Section 15061)
Action: Explained voting process; Discussion from City Attorney regarding Fair Political
Practices Commission
Mr. Heuer introduced a motion to continue agenda items 2, 3, 4, 5a, 5b and 5c for a
future meeting and to also receive public comments (5b) on projects tonight. The
motion was seconded by Jean Rasch.
The motion carried by the following vote:

Dennis Duke commented on the meeting time.
Jayme Fields commented about using web-based applications to schedule the next
meeting.
Jean Rasch commented on the Pacific Street sidewalk project, MV-5 and Mr. Krebs’
handling of projects.
Lee Whitney had no comment.
Richard Ruccello said he cannot believe the meeting ended at 7:07 p.m.
Rick Heuer discussed the meeting time and DT-5.
April Harrison had no comment.
Dave Overton had no comment.
Kathleen Baker had no comment.

item to the attention of the Neighborhood Improvement Program Committee may do so during
Public Comments or by addressing a letter of explanation to: NIP Coordinator, Public Works,
Engineering Division, City Hall, Monterey CA 93940.

regarding the item.

PUBLIC APPEARANCE
PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate
public discussion, but that do not require formal noticing. You are welcome to offer your comments
after being recognized by the NIP Staff Coordinator. The Coordinator may limit the time allocated
to each speaker.

COMMITTEE MEMBER COMMENTS
COMMITTEE MEMBERS may ask a question for clarification, make a brief announcement or
make a brief report on his or her activities. In addition, a Committee member may provide a
referral to staff or other resources for factual information, request staff to report back to the body
at a subsequent meeting concerning any NIP matter, or direct staff to place a request to agendize
a matter of business on a future agenda. (G.C. 54954.2)

Members of the public have the right to address the Committee on any Agenda items. The Staff
Coordinator will formally open the floor for public comment. However, if you wish to speak to items
during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Coordinator
prior to the action on that item and you will be recognized. Notification, as much in advance as
possible, is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose. For more agenda
