CALL TO ORDER
Mr. Krebs called the meeting to order at 7:01 p.m.
ROLL CALL
Ms. Huerta called roll with 13 neighborhoods represented and Deer Flats and Del Monte Beach
absent.
INSTALLATION OF NEIGHBORHOOD AND COMMUNITY IMPROVEMENT PROGRAM
(NCIP) COMMITTEE
1. Oath of Office (Not a project under CEQA Article 20, Section 15378 and under General Rule
Article 5, Section 15061)
Action: Performed swearing in.
APPROVAL OF MINUTES

2. November 21, 2019 (Not a project under CEQA Article 20, Section 15378 and under General
Rule Article 5, Section 15061)
Richard Ruccello introduced a motion to approve the November 21, 2019 minutes as
submitted. The motion was seconded by Duane Peterson.
The motion carried by the following vote:
AYES: 10 COMMITTEE MEMBERS: Morgan, Ruccello, Hanson, Tipton,
Whitney, Wagner, Adam, Harrison,
Duke, Peterson

PUBLIC COMMENTS
Mayor Clyde thanked the new and continuing representatives on the NCIP Committee and
discussed the establishment of the Neighborhood and Community Improvement Program.
INFORMATIONAL REPORTS & STAFF COMMENTS
3. Explanation of Neighborhood and Community Improvement Program (NCIP) Committee Chair
and Vice Chair (Not a Project Under CEQA per Article 20, Section 15378 and Under General
Rule Article 5, Section 15061)
Action: Mr. Krebs explained the roles of the NCIP Committee Chair and Vice Chair.
4. Discuss Neighborhood and Community Improvement Program (NCIP) Meeting Schedule for
Fiscal Year 2020-21 (Not a Project Under CEQA per Article 20, Section 15378 and Under
General Rule Article 5, Section 15061)
Action: Discussed the NCIP meeting schedule for fiscal year 2020-21.

5. NCIP Spokesperson Reports
Action: Rick Heuer discussed the addition of a chair and vice chair to the Committee.
COMMITTEE MEMBER COMMENTS
Duane Peterson stated his preference for proposed schedule 1
April Harrison stated her preference for proposed schedule 1.

Olivia Morgan stated her preference for proposed schedule 1.
Dennis Duke stated his preference for proposed schedule 1.
Jean Rasch said she preferred proposed schedule 1 and discussed schedule consistency.
Lee Whitney said she agreed with Jean Rasch and said consistency with the schedule is
important.
Richard Ruccello discussed the schedule, presented an article regarding sudden oak death,
and the City budget deficit.
Rick Heuer discussed items on the NCIP agendas and the voting night process.
Scott Hanson stated his preference for proposed schedule 1.
Luz Adam asked about public notification of NCIP meetings.
Jon Wagner said he will go along with whichever schedule is selected.
Curt Tipton said he agreed with Rick Heuer’s points about the NCIP schedule.
Tom Rowley discussed the schedule and projects.
Mr. Krebs opened public comments.
Tammy Jennings said signs need to be posted for the general public that come to City Hall for
meetings, in order to guide them to the proper meeting space.

minutes on any subject which is within the jurisdiction of the Monterey Neighborhood and
Community Improvement Program Committee and which is not on the agenda. Any
person or group desiring to bring an item to the attention of the Neighborhood and
Community Improvement Program Committee may do so during Public Comments or by
addressing a letter of explanation to: NCIP Coordinator, Public Works, Engineering
Division, City Hall, Monterey CA 93940.

NCIP INFORMATIONAL REPORTS
NCIP INFORMATIONAL REPORTS allow NCIP Committee members to supply
information on past projects, activities, or announcements to the Committee and to
request clarification or direction regarding the item.
5. NCIP Spokesperson Reports
COMMITTEE MEMBER COMMENTS
COMMITTEE MEMBERS may ask a question for clarification, make a brief
announcement or make a brief report on his or her activities. In addition, a Committee
member may provide a referral to staff or other resources for factual information, request
staff to report back to the body at a subsequent meeting concerning any NCIP matter, or
direct staff to place a request to agendize a matter of business on a future agenda. (G.C.

Coordinator prior to the action on that item and you will be recognized. Notification, as much in
advance as possible, is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy
of written material, pictures, etc. should be provided to the Secretary for this purpose. For more
