ROLL CALL Action: Called the roll with 15 neighborhoods represented. 1. Installation of 2020 Neighborhood and Community Improvement Program Committee (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Performed swearing in for Committee members Jayme Fields and Dave Overton that did not complete their form during the December 9, 2019 meeting. APPROVAL OF MINUTES 2. December 9, 2019 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Neighborhood and Community Improvement Program 1/23/2020 7:00:00 PM Committee Minutes Jean Rasch introduced a motion to approve the December 9, 2019 minutes as submitted. The motion was seconded by Rick Heuer. The motion carried by the following vote: AYES: 15 COMMITTEE MEMBERS: Morgan, Heuer, Ruccello, Overton, Fields, Hanson, Tipton, Rowley, Whitney, Rasch, Wagner, Adam, Harrison, Duke, Peterson NOES: 0 COMMITTEE MEMBERS: ABSENT: 0 COMMITTEE MEMBERS: ABSTAIN: 0 COMMITTEE MEMBERS: RECUSED: 0 COMMITTEE MEMBERS: PUBLIC COMMENTS Action: Seeing no comments, Mr. Wittry closed public comments for items not on the agenda. INFORMATIONAL REPORTS & STAFF COMMENTS 3. Discussion of Council Guidance Concerning 2020 Neighborhood and Community Improvement Program Plan Objectives (Not a Project Under CEQA per Article 20, Section 15378, and Under General Rule Article 5, Section 15061) Action: Discussed Council Guidance from their 1/21/2020 meeting. Mr. Heuer described each Councilmember’s view regarding projects. Mayor Clyde thanked the Committee and discussed the inception of NCIP and its impact. 4. Orientation of Neighborhood and Community Improvement Program (Parking Permits, NCIP Project Submittal Deadline February 7, 2020) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed applications for parking permits, project submittal deadline of 2/7/2020 and the NCIP process. 5. Conflict of Interest Rules (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed the conflict of interest rules and NCIP conflict map. NCIP INFORMATIONAL REPORTS 6. NCIP Spokesperson Reports Mr. Heuer said he had nothing else to report. Discussion of Neighborhood and Community Improvement Program (Approve NCIP Meeting and Deadline Schedule) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Discussed the NCIP process and meeting and deadline schedule. Mr. Heuer asked that the schedule reflect project review nights and instead say “first half” and “second half” (pending project submittals). He also asked that additional, tentative meeting dates be reflected in the schedule that may be needed for continued meetings. Tom Rowley introduced a motion to approve the schedule as amended. The motion was seconded by Dennis Duke. The motion was seconded by Richard Ruccello. Program Status Update (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Mr. Wittry said an update was unable to be provided because of Mr. Krebs’ resignation, but that it would be provided at the meeting on January 20, 2020. COMMITTEE MEMBER COMMENTS Duane Peterson had no comment. April Harrison had no comment. Olivia Morgan said keep calm and carry on. Jean Rasch had no comment. Dave Overton had no comment. Dennis Duke said he is looking forward to this season. Lee Whitney had no comment. Richard Ruccello has no comment. Rick Heuer thanked the committee for their faith in him as NCIP Chair. Tom Rowley congratulated Rick Heuer and Jayme Fields.
