Meeting Procedures CALL TO ORDER Chair Carter called the meeting to order at 4:00 p.m. PRESENTATIONS 2. Overview of Architectural Review Applicability and Permitting Heard sixth on the agenda. Associate Planner Sabdo gave a presentation on architectural review applicability and permitting s: Types of projects that may be referred to ARC Design review versus non-design review neighborhoods and how those neighborhoods were designated Second story versus first story additions review requirements Request for discussion on signage and sign guidelines Request for copy of view shed regulations Request for discussion on lighting standards CONSENT ITEMS Approval of Minutes 3. January 15, 2020 Action: Approved as submitted. 4. Approve Sign Permit Application SI-19-0383 For A Multi-Tenant Sign Program To Allow Two 25-Square Foot Directory Signs And Three Wall Signs At 288 Pearl Street Action: Approved as submitted. On a motion by Committee Member Bluth, seconded by Committee Member Pauly and carried by the following vote, the Architectural Review Committee approved the consent agenda as submitted. Approve 381 and 400 Cannery Row (Monterey Plaza Hotel & Spa); Sign Permit Application SI-19-0322 for a Multi-Tenant Sign Program; Applicant Phil Vanderkraats; Owner Cannery Row Company; Visitor Accommodation Facility Zoning Designation; Commercial General Plan Designation (Exempt from CEQA per Article 19, Section 15301, Class 1) Action: Continued to date uncertain. 6. Approve 260 Laine Street; Architectural Review Permit ARP-19-0228 for a Two- Story Addition with a Seven-Foot Variation to the Second-Story Setback for an Existing Potentially Historic Single Family Dwelling; Applicants and Owners Jon & Donna Wagner; R-3-5 Zoning District; Medium Density Residential General Plan Designation; Exempt from CEQA per Article 19, Section 15301, Class 1 (Continued to March 4, 2020) Action: Continued to the March 4, 2020 ARC meeting. 7. Approve 1425 Munras Avenue; Sign Permit Application SI-19-0400 for Three Replacement Roof Signs and Three Replacement Freestanding Signs; Applicant Sierra Signs; Owner Mike Patel; VAF Zoning District; Commercial General Plan Designation; Exempt from CEQA Article 19, Section 15301, Class 1 Heard fourth on the Agenda. Action: Approved Sign Permit Application SI-19-0400 for three replacement roof signs and three replacement freestanding signs at 1425 Munras Avenue with staff- recommended special condition of approval to obtain appropriate encroachment permit. Staff Presentation/Committee Member Questions. Senior Associate Planner Schmidt presented the Agenda Report and took Committee Committee Member Tregenza asked for clarification on signs located on City property, and Mr. permitted signage on City property. Applicant Celia Sierra spoke on behalf of the property owner and said that they had originally believed 2 Architectural Review Committee Minutes Wednesday, February 05, 2020 encroachment permits were not required, but that they would obtain all necessary permits. Public Comments None. Committee Member Comments Committee Member Rath said she felt the signs were appropriate, as they were intended as replacement signs. On a motion by Committee Member Tregenza, seconded by Committee Member Hunter and carried by the following vote, the Architectural Review Committee approved Sign Permit Application SI-19-0400 for three replacement roof signs and three replacement freestanding signs at 1425 Munras Avenue with staff-recommended special condition of approval to obtain appropriate encroachment permit. Planning Office Update ADJOURNMENT ADJOURNMENT — The general policy of the Architectural Review Committee is that the Afternoon Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Committee, or continued to the next regularly scheduled Architectural Review Committee Meeting, or continued to a Special Meeting. Architectural Review Committee 2/5/2020 4:00:00 PM 2 Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Committee at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Architectural Review Committee decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
