APPROVAL OF MINUTES 1. January 23, 2020 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Mr. Heuer said the vote for item 8 shows him as abstaining, but he said he was a ‘no.’ Jean Rasch said she wanted the action on item 10 changed to say Mr. Wittry said an update was unable to be provided because of Mr. Krebs’ resignation, but that it would be provided at the meeting on January 20, 2020. Action: Reviewed and approved minutes as amended. Neighborhood and Community Improvement Program 2/20/2020 7:00:00 PM Committee Minutes Rick Heuer introduced a motion to approve the January 23, 2020 minutes as amended. The motion was seconded by Jean Rasch. The motion carried by the following vote: AYES: 13 COMMITTEE MEMBERS: Heuer, Ruccello, Fields, Hanson, Tipton, Maxner, Whitney, Rasch, Wagner, Adam, Harrison, Duke, Peterson NOES: 0 COMMITTEE MEMBERS: ABSENT: 0 COMMITTEE MEMBERS: ABSTAIN: 0 COMMITTEE MEMBERS: RECUSED: 0 COMMITTEE MEMBERS: PUBLIC COMMENTS Pat Venza spoke in support of a portion of NCIP funding being pulled to relieve the City’s fiscal emergency. INFORMATIONAL REPORTS & STAFF COMMENTS NCIP INFORMATIONAL REPORTS 2. NCIP Spokesperson Reports (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Mr. Wittry said staff intended to present a project status update, but that it was not ready. PUBLIC APPEARANCE 3. Project Scope Augmentation: Fire Station 3 Soundproofing (CW-30) (Exempt from CEQA Requirements per Article 19, Section 15301, Class 1) Mr. Rieser discussed the intention to increase the scope of the project to include additional windows due to the availability of additional funding. Dennis Duke introduced a motion to approve the project scope augmentation to include the additional windows. The motion was seconded by Richard Ruccello. Recommend City Council Appropriate $48,000 from the Neighborhood and Community Improvement Program Contingency Account (31ncont) to the Scholze Park Wall & ADA Phase 2 Project Account (32n1922) (NEPA Exempt from CEQA per Article 19, Section 15301, Class 1) Mr. Harty discussed the high bid received for the project, the time-frame of Community Development Block Grant (CDBG) funds for the project, and the need to appropriate the additional $48,000 from NCIP Contingency. Mr. Wittry and Mr. Duke discussed construction contingency for the project. Richard Ruccello introduced a motion to recommend City Council appropriate $48,000 from the NCIP Contingency Account (31ncont) to the Scholze Park Wall & ADA Phase 2 Project Account (32n1922). The motion was seconded by Jean Rasch. Review the Preliminary Project Submittals for the NCIP Fiscal Year 2020/21 program (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Timothy Barrett identified himself as a resident near David and Pine Streets and spoke in opposition of NM-1 (David Ave LED Stop Signs). Action: Reviewed preliminary project submittals to determine project eligibility. COMMITTEE MEMBER COMMENTS Duane Peterson discussed traffic calming and how it negatively affected evacuation for the town of Paradise. April Harrison told Rick Heuer he did a good job. Jean Rasch discussed her concern about the high number of traffic calming and pedestrian projects. Lee Whitney requested that the Chair, Rick Heuer, inform everyone about the upcoming meetings. Richard Ruccello said only the present or future years’ funding for NCIP may be taken by a 4/5 vote of Council, but they cannot take funding for projects already funded. Dennis Duke noted the date of 2/20/20. Jon Wagner said he looks forward to this year. Scott Hanson said ditto to Jon Wagner. Luz Adam said she hopes everybody votes. Curt Tipton said today is a palindromic date and it will not occur again for another century. Marilyn Maxner had no comment. Rick Heuer discussed projects received and this year’s NCIP schedule. NEXT MEETING Mr. Heuer said the project review night meetings will be split as AO-OT and SK-CW neighborhoods. The next meeting is scheduled for March 26, 2020.
