Action: Introduced NCIP Committee
NCIP Staff Coordinator Tom Harty welcomed the NCIP Committee and announced new
NCIP Committee member Chinyere Ogbonna from New Monterey.

Committee Member Rasch introduced a motion to approve the July 8, 2021 minutes as
submitted. The motion was seconded by Committee Member Duke.

Action: Presented active projects.
NCIP Staff Coordinator Tom Harty provided information regarding NCIP active projects.

Action: Presented report.
NCIP Staff Coordinator Tom Harty and Public Works Director Steve Wittry provided a
report on how to proceed with the Neighborhood and Community Improvement Program.
Committee Member Heuer introduced a motion to table the item and instruct the Chair to
meet with the City Manager, Mayor, City Attorney and Public Works Director to discuss
the different scenarios they can legally approach and in particular the potential of having
a bifurcated process where some funds are dedicated to the defunded projects, some
funds for new, and how much for each would be up to the Committee to decide; a formal
reading with NCIP at the table to hear the aspects of the City Attorney and Mayor’s
involvement. And to reaffirm that the NCIP Representatives to go back to their

neighborhoods to review all of the defunded projects to determine if there are any that
are no longer feasible, no longer wanted by the neighborhood, etc., so the information
can be brought to the next meeting. The motion was seconded by Committee Member
Ruccello with an amendment to additionally request the list of defunded projects for the
Committee to review.

Action: Elected NCIP Chair and Vice Chair.
Committee Chair Heuer opened the floor for nominations.
Committee Member Tipton introduced a motion to appoint Rick Heuer as NCIP
Committee Chair. The motion was seconded by Committee Member Ruccello.

Committee Chair and Spokesperson Heuer had nothing to report.
COMMITTEE MEMBER COMMENTS
Committee Member Rowley discussed greenbelt maintenance.
Committee Member Whitney urged everyone to follow protocols in the hopes of meeting
together in Council Chambers again.
Committee Member Ruccello discussed the pandemic and the City’s decision to move forward
with NCIP.

Committee Chair Heuer thanked everyone for their participation and welcomed Chinyere
Ogbonna, the new NCIP Alternate for the New Monterey neighborhood.

announcement or make a brief report on his or her activities. In addition, a Committee
member may provide a referral to staff or other resources for factual information, request
staff to report back to the body at a subsequent meeting concerning any NCIP matter, or
