MINUTES ARCHITECTURAL REVIEW COMMITTEE Wednesday, January 19, 2022 4:00 PM 5:30 PM COUNCIL CHAMBER AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Members Present: Bluth, Hunter, Carter, Ostovar*, Pauly*, Schmidt*, Tregenza* Members Absent: None *Participated remotely by teleconference Staff Members Present: Principal Planner Roveri, Senior Associate Planner Schmidt*, Recording Secretary Barrera CALL TO ORDER Chair Bluth called the meeting to order at 4:02 p.m. Recording Secretary Barrera provided information to the public about how to participate by calling in to give public comment on the live web meeting. CONSENT ITEMS Approval of Minutes Committee Member Carter motioned to approve both the December 01, 2021, minutes and the December 15, 2021, minutes as submitted. Vice Chair Hunter seconded the motion. 2. Consider 2000 Garden Road; Architectural Review Application ARP-20-0088 for Preliminary and Final Architectural Review of the Conversion of an Existing Commercial Building to 34-Unit Apartment Building, and New Bicycle Storage and Waste Enclosure Accessory Structures, and One Density Bonus Law Incentive to Allow Waste Enclosure in Front Yard Setback; I-R-130-RA-ES-MF Zoning District; Industrial General Plan Land Use Designation (Exempt from CEQA per Article 19, Section 15332, Class 32) ACTION: Approved Application ARP-20-0088 for Preliminary and Final Architectural Review of the Conversion of an Existing Commercial Building to 34-Unit Apartment Building, and New Bicycle Storage and Waste Enclosure Accessory Structures, and One Density Bonus Law Incentive to Allow Waste Enclosure in Front Yard Setback at 2000 Garden Road protection program and that prior to building permit issuance a full and complete landscape plan shall return to the ARC for review. Staff Presentation/Committee Member Questions Senior Associate Planner Schmidt presented the Agenda Report and answered Committee Member Carter asked clarifying questions about water, airport noise, parking, and access to public transportation. Mr. Schmidt explained there is water for the proposed number of units and deferred to Principal Planner Roveri for noise standards. Mr. Schmidt verified the amount of parking and bike storage and is unsure of public transportation. Committee Member Schmidt asked clarifying questions about the entry. Ms. Roveri illustrated water availability conditions and emphasized the site still needs approval from the Water District to receive building permit. Committee Member Carter asked which parameters will be used for the deed-restricted low-income housing. Ms. Roveri answered affordability levels are defined in City Code. Community Development Director Kimberly Cole added information about the affordable housing ordinance and affordable rental rates. Committee Member Ostovar asked clarifying questions about bicycle lanes, tree removals, tree protection plans and plans for the outdoor patio. Mr. Schmidt ascertained there are no set plans for a new bike lane, there are no trees proposed to be removed, and outlined patio use. Ms. Roveri added there is a bike lane on Garden Road that connects to local stores and the requirement to provide bicycle storage is to encourage use of bicycles. 2 Architectural Review Committee Minutes Wednesday, January 19, 2022 Committee Member Ostovar asked for explanation on tree protection. Mr. Schmidt said that a tree protection plan can be added as a condition of approval. Applicant Comments Paul Davis, architect and applicant, presented the project and answered Committee Member questions. Committee Member Pauly commented on the color scheme, location of trash, landscape plan and asked clarifying questions regarding window materials. Mr. Davis explained the goal is to replenish tree population along the Highway and expand the patio design. Mr. Davis cited site topography and new State Regulations as reasons for location and size of trash enclosure. Committee Member Tregenza inquired about proposed elevations and landscape design. Mr. Davis disclosed that the landscape plan will be developed in more detail with irrigation for the Building Department. Public Comments None. Committee Member Comments Committee Member Carter expressed enthusiasm to see the building upgraded. Committee Member Ostovar stated he prefers to see a tree protection plan, a more discrete trash location, and a path to appreciate the exterior space. Committee Member Pauly suggested eliminating excess parking to relocate the trash enclosure, reiterated the need for a more defined outdoor patio, and suggested a stucco treatment or better relationship between the paneling and windows. Committee Member Schmidt commented that the trash enclosure may be more accessible for individuals with disabilities in its current location. Chair Bluth requested Mr. Davis return for additional comments. Mr. Davis cited severe slopes as the reason for the trash enclosure location but is open to discussing other options. Consider 2600 Garden Road; Architectural Review Application ARP-20-0097 for Preliminary and Final Architectural Review of Five New Three-Story Multifamily Residential Buildings and Accessory Structures, Tree Removal Application ART- 22-0002, Reasonable Accommodation Request to Locate Porte Cochere within Front Yard Setback, and Two Density Bonus Law Incentives for Building Height - Owner Slama L Keith & Jannette Trs Et Al; I-R-130-RA-ES-MF Zoning District; Industrial General Plan Land Use Designation; Exempt from CEQA per Article 19, Section 15332, Class 32; Due to Safety Concerns Regarding Stability of Story Depicting the Proposed Buildings Are Posted and Building Corners Are Staked Where No Obstructions Exist at 2600 Garden Road ACTION: Approved Application ARP-20-0097 for Preliminary Architectural Review Only of Five New Three-Story Multifamily Residential Buildings and Accessory Structures, Reasonable Accommodation Request to Locate Porte Cochere within Front Yard Setback, and Two Density Bonus Law - at 2600 Garden Road, with the added condition that final architectural review is required to be considered by ARC prior to building permit issuance. Staff Presentation/Committee Member Questions Principal Planner Roveri presented the Agenda Report and answered Committee Committee Member Ostovar asked if there was a tree removal plan. Ms. Roveri stated that the tree removal plan was included in Exhibit A. Committee Member Schmidt questioned the required parking. Ms. Roveri clarified the proposed and required parking. Applicant Comments Doug Roberts, architect and applicant, provided further information and answered Committee Member questions. Committee Member Ostovar asked if other options were considered for the porte cochère and about the outdoor gathering spaces and the tree species in the courtyard area. Mr. Roberts explained structural limitations of the porte cochère, the landscaping is purposeful but natural and will remain mostly natural, and the tree species in the courtyard area are mostly pines. Public Comments None. Committee Member Comments Committee Member Tregenza questioned if changes to the setback have been approved by other departments and expressed support for the project. Ms. Roveri confirmed setbacks have been reviewed and are not a concern. 4 Architectural Review Committee Minutes Wednesday, January 19, 2022 Committee Member Pauly shared disappointment in the lack of design for outdoor space, building design and scale, materiality and color scheme, and overall disapproval for the project. Committee Member Ostovar agreed with Committee Member Pauly and stated he would prefer a better landscape plan and porte cohere design, and more consideration to materiality and palette. Committee Member Tregenza agreed with wanting a more detailed landscape design. Committee Member Pauly pointed out he does not have an issue with density but took issue with the creative approach. Committee Member Ostovar surmised that some cities require a landscape design for approval. Committee Member Tregenza stated it is an improvement on what is there, but it is not his favorite affordable housing project. Committee Member Pauly interjected that it is not an affordable housing project, it is a market rate housing project with 20% affordable units. Vice Chair Hunter expressed the need for a more detailed concept to make final approval. Committee Member Ostovar asked Mr. Roberts about the accuracy of the tree removal plan. Mr. Roberts explained that the tree removal plan is not 100% accurate and agreed to present a more complete landscape plan to move forward. On a motion by Committee Member Tregenza, seconded by Vice Chair Hunter, and carried by the following vote, the Architectural Review Committee approved Architectural Review Permit ARP-20-0097 for preliminary architectural review only of five new three-story multifamily residential buildings and accessory structures, reasonable accommodation request to locate porte cochère within front yard setback, and two density bonus law incentives for building height - at 2600 Garden Road, with the added condition that final architectural review is required to be considered by ARC prior to building permit issuance: AYES: 6 MEMBERS: Bluth, Hunter, Carter, Ostovar, Schmidt, Tregenza NOES: 1 MEMBERS: Pauly ABSENT: 0 MEMBERS: None ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None COMMITTEE MEMBER COMMENTS None. Members of the public have the right to address the Committee on any Agenda items. The Chair will formally open the floor for public comment.
